APPROVAL OF MINUTES: Minutes of the Regular Meeting held on June 16, 2025 Motion by Chair Winston, second by Commissioner Allemann, to approve the Minutes as presented. Motion carried, 5/2 (Rasines – Absent, Sander Absent) Minutes of the Special Meeting held on July 15, 2025 Motion by Commissioner Allemann, second by Commissioner Revell, to approve the Minutes as presented. Motion carried, 5/2 (Rasines – Absent, Sander Absent) PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None DEPARTMENTAL REPORTS: 1. RESIDENTS’ APPEAL FOR NULLIFICATION OF THE TREE RESOURCE CONSERVATION AND REFORESTATION PLAN AT CHARLEEN CIRCLE: Receive residents’ appeal for nullification of the Tree Resource Conservation and Reforestation Plan at Charleen Circle (Staff contact: Todd Reese, Parks & Recreation Department) Recommendation: Receive residents’ appeal for nullification of the Tree Resource Conservation and Reforestation Plan at Charleen Circle and make a finding to accept the nullification of the plan. Parks Services Manager, Todd Reese presented the item with a PowerPoint presentation (on file in the Office of the City Clerk). PARKS & RECREATION DEPARTMENT REPORT: Receive a report on recently completed and upcoming Parks & Recreation Department events, activities, programs and projects, as well as any donations or other relevant topics of interest. (Staff Contact: Ashlee Benson, Parks & Recreation Department) Recommendation: Receive the report. Recreation Services Manager, Ashlee Benson and Parks Services Manager, Todd Reese presented the item with a PowerPoint presentation (on file in the Office of the City Clerk). Commission received the report. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Chair Winston acknowledged receipt of his invitation to the City Council’s annual Boards and Commissions Appreciation event in November, and encouraged the Commissioners to attend the event. ANNOUNCEMENTS: None. STAFF COMMENTS: Parks & Recreation Director Kyle Lancaster shared that the City Council will be considering receipt of a $186,000 donation for senior services from a resident who was a regular participant at the Senior Center. He also noted that the City Council will be considering the execution of a joint powers agreement with State Parks for the Tamarack upper picnic facilities and coastal bluff area, which will extend the current annual term to a five-year term. Additionally, Director Lancaster informed the Commission of Commissioner Rasines’ resignation from the Parks & Recreation Commission. He expressed his appreciation for her service, and to all of the Commissioners for their continued service. ADJOURNMENT: 6:33 p.m. Lauren Rogers Administrative Secretary
