The construction, addition, or alteration of buildings is governed by the California Contractors License Law
(commencing with Business Professions Code section 7000). The law has an exemption that allows a person
who is not a California Licensed Contractor to construct a single-family residential structure provided they
meet certain requirements. Permits for commercial or industrial projects are only to be issued to California
Licensed Contractors. The city does not accept letters of Property Owner authorization or any other form of
authorization other than the approved Contractor proxy statement below. The signatures on the application,
permit, and licenses will be expected to match. Refer to Form B-16 for other frequently asked questions.

☐I will be in responsible charge for the day-to-day oversight of the construction, which may include
scheduling inspections, receiving notices of failed inspections, permit expirations or revocation
hearings. I hereby authorize the city and its officials, officers, agents and employees to conduct a site
visit of this property as part of the city’s review of this application, making all portions of the interior
and exterior accessible through completion of construction, and in response to any conditions.
☐I understand that State law mandates the Applicant to provide an estimated value of all work
proposed (B-29 form). I hereby certify the construction valuation provided is accurate and includes all
proposed work such as all structural work, finish work, painting, roofing, electrical, plumbing, heating,
air conditioning, elevator, labor costs, and all permanent equipment and systems. If the valuation is
underestimated, the permit may be denied, unless the Applicant can show detailed estimates to meet
the approval of the Building Official.

is interest in proceeding with the same project, a new application will be required and the project will
be subject to new fees and regulations that are in effect at the time the new application is submitted.

REMARKS: Inspected contractor's installation of Hilti KB-TZ2 (ESR 4266) wedge anchor bolts for
securing playground equipment base plates to existing concrete slab on project as shown on
Details 1/S200 of approved plans. Contractor used 5/8" Dia. X 4" long Hilti KB-TZ anchors and
drilled½" Dia. X 4 ½" deep hole. Anchors were installed with a hammer and torqued with a
calibrated torque wrench. All anchors met torque specifications. Work on project is ongoing.
CERT/FICA TION OF COMPLIANCE: To the best of our knowledge, oil of the reported work, unless otherwise noted, substontiolly complies with approved plans, specifications and
appl/cable sections of the building codes. Far this report to be valid it must have o final report, signed by the special inspector, stating "Final Report of inspection and material

6 Warnings
• The anchor design methods in PROFIS Engineering require rigid anchor plates per current regulations (AS 5216:2021, ETAG 001/Annex C,
EOTA TR029 etc.). This means load re-distribution on the anchors due to elastic deformations of the anchor plate are not considered - the
anchor plate is assumed to be sufficiently stiff, in order not to be deformed when subjected to the design loading. PROFIS Engineering calculates
the minimum required anchor plate thickness with CBFEM to limit the stress of the anchor plate based on the assumptions explained above. The
proof if the rigid anchor plate assumption is valid is not carried out by PROFIS Engineering. Input data and results must be checked for
agreement with the existing conditions and for plausibility!
• Condition A applies where the potential concrete failure surfaces are crossed by supplementary reinforcement proportioned to tie the potential
concrete failure prism into the structural member. Condition B applies where such supplementary reinforcement is not provided, or where pullout
or pryout strength governs.
• ACI 318 does not specifically address anchor bending when a stand-off condition exists. PROFIS Engineering calculates a shear load
corresponding to anchor bending when stand-off exists and includes the results as a shear Design Strength!

PURPOSE
This checklist is intended to help building permit applicants identify which Climate Action Plan (CAP) ordinance requirements
apply to their project. This completed checklist (B-50) and summary (B-55) must be included with the building permit
application. The Carlsbad Municipal Code (CMC) can be referenced during completion of this document.

The B-50 checklist was originally developed several years ago to support implementation of the CAP. Recent updates to
the California Building Standards Code have imposed newer performance standards on building permit applications.
Therefore, the applicant is advised to review all applicable code sections and apply the maximum performance standard,
which may exceed the CAP consistency checklist requirements
Consultation with a certified Energy Consultant is encouraged to assist in filling out this document. Appropriate
certification includes, but is not limited to: Licensed, practicing Architect, Engineer, or Contractor familiar with Energy
compliance, IECC/HERS Compliance Specialist, ICC GB Energy Code Specialist, RESNET HERS rater certified, certified
ICC Residential Energy Inspector/Plans Examiner, ICC Commercial Energy Inspector and/or Plans Examiner, ICC CALgreen
Inspector/Plans Examiner, or Green Building Residential Plan Examiner.
If an item in the checklist is deemed to be not applicable to a project, or is less than the minimum required by ordinance,
check N/A and provide an explanation or code section describing the exception.
The project plans must show all details as stated in the applicable Carlsbad Municipal Code (CMC} and/or Energy Code and
Green Code sections.

buildings, attach a Permit Valuation breakdown on a separate sheet. For purposes of determining valuation, the amount should be upon either
the actual contract price for the work to be permitted or shall be determined with the use of the current "ICC Building Valuation Data" as

Instructions:
1. Choose first between residential or non-residential based on the type of project being submitted.
2. Next chose between new construction or addition/alteration for residential or non-residential.
3. The columns to the right of your selection will determine which sections of the CAP program are applicable to your project.
4. Appropriate details must be included on the plans for selections made.
EXAMPLE:
Scope of work includes a new, 2 story, single family residential structure.
The selections would be: Residential and New construction in the table above. For a 2-story structure, CAP sections 2A, 3A and 4A would be
applicable. (Solar PV, water heating, EV charging) The• indicates that new detached ADU's are included.
EXAMPLE:
Scope of work includes a tenant improvement (i.e., alterations) valued at over one million dollars.
The selections would be: Non-residential and Alteration BPV 2:: $1,000,000. CAP sections 1 B, 2B and 5 would be applicable to this project. (Energy
efficiency, Solar PV and Transportation Demand Management (TOM)*)
It may be necessary to supplement the completed checklist with supporting materials, calculations or certifications, to demonstrate full compliance with
CAP ordinance requirements. For example, projects that propose or require a performance approach to comply with energy-related measures will need
to attach to this checklist separate calculations and documentation as specified by the ordinances.

3. Water Heating
