Absent: Proulx. INVOCATION: None. PLEDGE OF ALLEGIANCE: Chair Coelho led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on Nov. 3, 2025. Motion by Commissioner Kohl, seconded by Commissioner Newlands, to approve the minutes of the Regular Meeting held on Nov. 3, 2025, as stated. Motion carried, 6/0/1 (Proulx -Absent). PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. TRANSPORTATION DEPARTMENT BUDGET OVERVIEW FOR FISCAL YEAR 2025-26: Receive a presentation on high-level budget overview for fiscal year 2025-26. (Staff Contact: Mariel Cairns and Tom Frank, Public Works Department) Principal Engineer Mariel Cairns reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the PowerPoint presentation by Principal Engineer Cairns. In response to Chair Coelho's inquiry regarding funding across multiple fiscal years, Principal Engineer Cairns responded that budgets for Capital Improvement Program (CIP) projects are carried forward to the next fiscal year. Public Works Deputy City Manager Paz Gomez further explained that funding is forecasted during the budget development of a CIP project's five-year plan. She clarified that construction funding is not appropriated until it is requested. As a project progresses and staff requests City Council's approval and adoption of plans and specifications, staff will also request authorization to bid and appropriation of the construction funds that had been set aside. APPROVAL OF THE 2026 REGULAR TRAFFIC SAFETY & MOBILITY COMMISSION MEETING CALENDAR: Adopt a resolution approving the 2026 Regular Traffic Safety & Mobility Commission Meeting Calendar. (Staff Contact: Nathan Schmidt, Public Works Department) Transportation Planning & Mobility Manager Nathan Schmidt reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the PowerPoint presentation by Transportation Planning & Mobility Manager Schmidt. Motion by Commissioner Kohl, seconded by Commissioner Newlands, to approve the 2026 Regular Traffic Safety & Mobility Commission Meeting Calendar. Motion carried, 6/0/1 (Proulx -Absent). PUBLIC COMMENT: Matt Curran expressed concerns with the intersection of Paseo Corto and Rancho Quartillo. He noted multiple instances in which his property and parked vehicles have been damaged by speeding cars who enter their community from Poinsettia Lane and highlighted a recent collision that nearly killed two pedestrians. He recommended additional traffic calming measures, such as lowering the speed limit or installing bollards, to slow down traffic. Teresa Donato expressed similar concerns with the intersection of Paseo Corto and Rancho Quartillo. She noted repeated near-misses caused by drunk drivers and speeding cars who enter their community at dangerous speeds and make illegal U-turns. She recommended the need for physical barriers, STOP signs, and stronger police enforcement. Stephen Harris expressed similar concerns with the intersection of Paseo Corto and Rancho Quartillo. He recommended clearer markers indicating that the intersection is not a through street. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Commissioner Schuck expressed support for addressing the residents' concerns regarding the intersection of Paseo Corto and Rancho Quartillo. In response to Commissioner Nicholes' inquiry regarding prior reports of the concerns with the intersection of Paseo Corto and Rancho Quartillo, Transportation Planning & Mobility Manager Schmidt confirmed that staff have been in contact with the community to address their concerns and coordinate on solutions. In response to Commissioner Kohl's inquiry regarding a timeline for when an item regarding the issue will be brought to the Commission, Transportation Planning & Mobility Manager Schmidt responded that there is no current timeline as initial contact was made recently. Chair Coelho recommended that the residents also express their concerns directly to City Council. Dec. 8, 2025 Traffic Safety & Mobility Commission Regular Meeting Page 3 In response to Commissioner Kohl's inquiry regarding the feasibility of increasing police enforcement, Transportation Planning & Mobility Manager Schmidt confirmed that staff have already involved the Police Department to address the issue. In response to Vice-Chair Penseyres' inquiry regarding whether the process will engage the traffic calming program, Transportation Planning & Mobility Manager Schmidt indicated that staff has only recently initiated coordination with the neighborhood, and the specific process has not yet been determined. In response to Commissioner Nicholes' inquiry regarding progress on the resident concerns on the entry and exit point of the trail connecting Marron Road and Simsbury Court, Transportation Planning & Mobility Manager Schmidt responded that staff are considering including it in the CIP program as part of the Hope Elementary Safe Routes to School Plan. ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the community regarding events that Members of the Commission have been invited to, and may participate in. No announcements were made. STAFF. COMMENTS: Public Works Deputy City Manager Paz Gomez spoke about the current vacancy in the Transportation Engineering Division of the Transportation Department. She stated that Principal Engineer Mariel Cairns will be acting as Engineering Manager until a replacement is selected. ADJOURNMENT: 4:29 p.m. Secretary
