PLEDGE OF ALLEGIANCE: Subcommittee Member Burkholder led the Pledge of Allegiance. PUBLIC COMMENT: None. APPROVAL OF MINUTES: None. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. DEPARTMENTAL REPORTS: 1. STATE AND FEDERAL LEGISLATIVE REPORTS – Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear, and State Assemblymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the updates and provide feedback. The subcommittee received updates from Salome Tash representing Congressman Mike Levin’s office, Francine Busby representing Senator Catherine Blakespear’s office, and Assemblymember Tasha Boerner representing the 77th District. The subcommittee received the reports. 2. LEGISLATIVE AND ADVOCACY UPDATE – Receive updates on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and items for future City Council consideration. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the updates and provide feedback. Carpi and Clay Government Relations partner Laura Morgan-Kessler presented a report on federal lobbying efforts. California Public Policy Group Director of Government Affairs Sharon Gonsalves presented a report on state lobbying efforts. Dec. 2, 2025 Legislative Subcommittee Meeting Page 2 The subcommittee received the reports. 3. 2026 STATE AND FEDERAL BUDGET PRIORITIES – Discuss and determine proposed state and federal budget priorities to recommend to the City Council. (Staff contact: Jason Haber, City Manager Department) Recommendation: Discuss and determine the Subcommittee’s recommendation, if any, for future consideration by the City Council. Intergovernmental Affairs Director Jason Haber introduced the proposed 2026 state and federal budget priorities with a revised exhibit (on file in the Office of the City Clerk) that incorporates subcommittee feedback. . Subcommittee Member Acosta called for a recess at 9:47 a.m. Subcommittee Member Acosta reconvened the meeting at 9:49 a.m. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to send the revised priority list as presented to the full City Council for discussion. Motion carried unanimously, 2/0. 4. EQUITABLE LAND USE ALLIANCE PROPOSED AMENDMENTS TO DRAFT CITY OF CARLSBAD 2026 LEGISLATIVE PLATFORM – Consider the Equitable Land Use Alliance’s proposed amendments to the Draft City of Carlsbad 2026 Legislative Platform for possible inclusion in the Legislative Subcommittee’s recommendation to the City Council. (Staff contact: Jason Haber, City Manager Department) Recommendation: Discuss and determine the Subcommittee’s recommendation, if any, for future consideration by the City Council. Intergovernmental Affairs Director Jason Haber introduced the item and reviewed a PowerPoint presentation (on file in the office of the City Clerk). Steve Linke, representing Equitable Land Use Alliance, spoke on behalf of a group consisting of Kris Wright, Michael Faar, and Terry Jacobs. Mr. Linke advocated for and summarized the seven recommended amendments that Equitable Land Use Alliance are recommending be added to the City of Carlsbad 2026 Legislative Platform, and reviewed a Power Point presentation (on file in the Office of the City Clerk). Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to accept all of staff’s recommendations as presented to the Draft City of Carlsbad 2026 Dec.2,2025 Legislative Subcommittee Meeting Page 3 Legislative Platform and for staff to provide more information on SB 743. Motion carried unanimously, 2/0. 5. 2026 LEGISLATIVE SUBCOMMITTEE REGULAR MEETING SCHEDULE-Discuss and approve the 2026 Legislative Subcommittee regular meeting schedule. (Staff contact: Jason Haber, City Manager Department) Recommendation: Discuss and approve the 2026 Legislative Subcommittee regular meeting schedule. Intergovernmental Affairs Director Jason Haber introduced the item and reviewed the 2026 Legislative Subcommittee meeting schedule. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta to accept the 2026 Legislative Subcommittee regular meeting schedule with a change from the July 14, 2026, meeting to July 7, 2026. Motion carried unanimously, 2/0. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Subcommittee Member Burkholder requested a presentation from our County Supervisor on the Palomar Airport 20-year Masterplan. Subcommittee Member Acosta requested a committee member that oversees the LOSSAN Corridor to attend a meeting for discussion on railroad trenching and double tracking. SUBCOMMITTEE MEMBER COMMENTS & ANNOUNCEMENTS: The Subcommittee Members reported on activities and meetings of some committees and subcommittees of which they are members.
