RESOLUTION NO. 577 .
A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING AN APPROPRIATION OF
FUNDS FOR THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
OF CARLSBAD AND THE CARLSBAD CITY EMPLOYEES’ ASSOCIATION
WHEREAS, representatives of the City of Carlsbad and the Carlsbad City Employees’ Association
desire to submit the total tentative agreement for a successor memorandum of understanding to the
City Council for consideration and approval; and
WHEREAS, an additional appropriation is needed in fiscal year 2025-26 to support the
agreement; and
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City
of Carlsbad, California, as follows:
1.That the above recitations are true and correct.
2.That this action is not a “project” as defined by the California Environmental Quality
Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(2) & (5) and does
not require environmental review under CEQA Guidelines Section 15060(c)(3) as it is a
government organizational or administrative activity that will not result in direct or
indirect physical changes in the environment.
3.That the Executive Director, or designee, is authorized to direct the Deputy
City Manager, Administrative Services, or designee, to appropriate $4,000 to the
Rental Assistance/Section 8 Fund.

PASSED, APPROVED AND ADOPTED at a Special Meeting of the Community
Development Commission of the City of Carlsbad on the 13th day of January, 2026, by the following
vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
ABSENT: None.
