Description/Explanation.
The project is a 14 lot, detached, residential subdivision. The project utilizes a site
currently covered with temporary greenhouses used for flower growing, in the middle of
a largely built-out residential neighborhood in the older part of Carlsbad, east of
Interstate 5.
No zoning or general plan changes are proposed. The current zoning is R-1 and all of
the proposed lots are significantly larger than the required minimum size of 7500 SF.
The project will be served by a public cul-de-sac street, to be dedicated and
constructed by the applicant. A small portion of the street is to be construct offsite,
along the eastern side of the street. The applicant has already obtained promises of
cooperation from the property owner to the east. Lot served by fee strips are proposed
within the eastern portion of the site, where the narrow width of the site precludes
successful design of a public street. Two lots to the northwest of the cul-de-sac bulb
will also be served by fee strips.
Site drainage will utilize the existing 42 and 48 inch diameter public storm drain which
presently traverses the site from north to south. Necessary curb inlets and, possibly,
lateral storm drain lines, will be connected to the existing main line. Reconstruction of
an existing curb inlet on Magnolia A venue where the proposed cul-de-sac is connected
will be required. •
