A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ADOPTING THE PLANS, SPECIFICATIONS AND CONTRACT
DOCUMENTS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS
FOR THE STREET LIGHTING REPLACEMENT PROGRAM PHASE IV PROJECT,
CAPITAL IMPROVEMENT PROGRAM PROJECT NO. 6062
WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary,
desirable and in the public interest to upgrade the citywide aging street lighting system by replacing
certain street lighting fixtures; and
WHEREAS, Phase IV of the Street Lighting Replacement Program, Capital Improvement
Program, or CIP, Project No. 6062-25, includes replacement of Contempo-style streetlights in the La Costa
area and of Mission Bell light bulbs in streets on or near El Camino Real with light-emitting diode, or LED,
light fixtures; and
WHEREAS, the plans, specifications and contract documents for CIP Project No. 6062-25 have
been prepared, are on file with the City Clerk and are incorporated herein by reference; and
WHEREAS, the total estimated construction cost for this project is $991,469, which includes
construction contingency costs; and
WHEREAS, there is sufficient funding available in TransNet and General Capital Construction
funds to complete the Phase IV Project of this program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the City Council has determined that the proposed action for construction of the
Street Lighting Replacement Program Phase IV Project is categorically exempt from
environmental review under the California Environmental Quality Act, or CEQA,
Guidelines Section 15301 because it involves the maintenance, repair or minor
alteration of existing facilities with negligible or no expansion of the existing or former
use. No exceptions to the categorical exemption as set forth in CEQA Guidelines Section
15300.2 or Carlsbad Municipal Code Section 19.04.070(C) apply.

3.That the plans, specifications and contract documents for the Street Lighting
Replacement Program Phase IV Project, CIP Project No. 6062-25, on file with the City
Clerk, are hereby adopted.
4.That the City Clerk is hereby authorized and directed to publish, in accordance with state
law, a notice to contractors inviting bids for construction of the project, in accordance
with the plans, specifications and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 13th day of January, 2026, by the following vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
ABSENT: None.
