Recommended Action
Adopt a resolution appointing one member to the Housing Commission – Member At-Large.
Executive Summary
The City Council is being asked to appoint one member to the Housing Commission, which
makes recommendations to the Community Development Commission and/or the City Council
on the following:
•Establishment of, or amendment of, affordable housing programs, policies and
regulations
•Adoption of, or amendments to, the General Plan Housing Element, and related
strategies or programs
•Review of project concept and affordability objectives of off-site combined projects as
defined by Chapter 21.85 of the Carlsbad Municipal Code, and located outside of the
Master Plan area, specific plan area, or subdivision that has the inclusionary housing
requirement
•Requests for financial assistance and/or other incentives for the development of
affordable housing projects
•Requests to sell or purchase affordable housing credits for transactions/purchases of 10
credits or more to satisfy inclusionary housing obligations
•Establishment of, or amendment of programs and services that aim to prevent, reduce
and manage homelessness in Carlsbad
•Other special assignments, as requested by the City Council and/or Community
Development Commission, related to the development of affordable housing
The commission consists of five members appointed by the Mayor and confirmed by the City
Council. Members must be residents of Carlsbad and normally serve four-year terms, unless
appointed to fill an unexpired term.
This vacancy is for the following category: Member At-Large.

Explanation & Analysis
Commissioner Tyler Collins was appointed to the Housing Commission in July 2023 to fill the
expired term of John Nguyen-Cleary. Commissioner Collins resigned on Nov. 5, 2025.
Therefore, an unscheduled vacancy exists on the Housing Commission with a term ending in
July 2027.
The City Clerk’s Office received 21 applications from residents wishing to serve on the Housing
Commission. In keeping with City Council Policy No. 88, the Mayor has chosen the following
applicant to advance in the process and interview with the full City Council:

Members of the Housing Commission are subject to the provisions of California’s Political
Reform Act of 1974 and must file statements of economic interest each year, complete two
hours of ethics and workplace harassment prevention training every two years and adhere to
the City of Carlsbad Boards, Commissions and Committees Code of Ethics & Public Service
Values.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

This action has no financial impact.
Next Steps
The City Clerk’s Office will update the commission’s roster and coordinate the oath of office and
the filing of the appointee’s statements of economic interest, ethics training certificate,
workplace harassment prevention training and signing of the City of Carlsbad Boards,
Commissions and Committees Code of Ethics & Public Service Values.

Environmental Evaluation
The proposed action is not a “project” as defined by California Environmental Quality Act, or
CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require
environmental review under CEQA Guidelines Section 15060(c)(3) because appointing an
individual to act as a city representative on a board, commission or committee is an
organizational or administrative government activity that will not result in direct or indirect
physical changes in the environment. The activities or projects undertaken by or that may be
considered by a board, commission or committee may require preparation of an environmental
document in accordance with CEQA and the CEQA Guidelines.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE HOUSING COMMISSION –
MEMBER AT-LARGE
WHEREAS, Commissioner Tyler Collins was appointed to the Housing Commission in July 2023

WHEREAS, Commissioner Collins resigned on November 5, 2025; and
WHEREAS, an unscheduled vacancy on the Housing Commission exists with a term ending in

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:

Please describe your educational background
After high school, I attended Illinois Institute of Technology in Chicago and was studying for a double major
in Computer Science and Psychology with a minor in Education. However, I began working in the field as a
Microprocessor Firmware Engineer and since there were so few people with my background, it was far
more lucrative to move to Silicon Valley and continue working than it was to finish school at that time. I
wrote assembly language for microprocessors but gradually transitioned to using C++ for program creation.

Please describe relevant experience
I am a tenant currently assisted by the Carlsbad Housing Office; I recently submitted our yearly
recertification. I am also over age 62. My professional experience has prepared me to take on many
analytical and decision-making roles. I was a Software/Firmware Engineer for almost thirty years, with the
last twelve years of my career spent working for the USMC at Camp Pendleton. I dealt with the acquisition,
integration, maintenance, and testing of computer-based tactical systems. (Please see continuation sheet)
Please describe your current or past community involvement
CURRENT I'm a member of the Carlsbad Community Emergency Response Team (CERT) and have been for
over nine years. I'm part of the Auxiliary Communications group (AUXCOMM) who uses ham radios to
continue communication when traditional methods of communication break down. Most recently, myself
and three other experienced CERT members are assisting at this year's training for new CERT members.

I served on the Carlsbad Growth Management Plan Update Advisory Committee and never missed a
meeting. My other service is listed in the response to prior question.
Additional information or comments
I've been studying housing, land use, and zoning since 2015. This has involved a lot of research and many
discussions with a whole variety of Carlsbad residents and business owners. In recent years, the state has
intruded into local control / land use decisions ostensibly due to a housing emergency in the state. I have
been following the relevant proposed and passed state laws and have been in many discussions with area
citizens about these subjects I believe that with that background, I am well-versed to address the issues
that the Housing Commission will be concerned with. (Please see continuation sheet)
