8) Adopt a resolution confirming the mayoral appointment of members of the City Council to
the various regional committee assignments for terms ending in December 2026, or until
replacements are appointed; and
9) Adopt a resolution confirming the mayoral appointment of members of the City Council to
the City Council Economic Development Subcommittee for a term ending in December
2026, or until replacements are appointed.
Executive Summary/Explanation & Analysis
The City Council is required by Carlsbad Municipal Code Section 2.04.090 to select a Mayor Pro
Tempore after a general municipal election. Although the Municipal Code only requires the
selection of Mayor Pro Tempore to take place following a general municipal election, it has
been the City Council’s practice to consider the appointment annually.
This council member, nominated by the Mayor and approved by a vote of the City Council,
temporarily serves as the Mayor if the Mayor is absent or unable to act.
California Water Code Section 71273 also requires that the Carlsbad Municipal Water District
Board of Directors select board members to serve as President of the Board and Vice President
of the Board at its first meeting in January of odd-numbered years. Historically, the Mayor and
Mayor Pro Tempore have served as President and Vice President of the Carlsbad Municipal
Water District Board of Directors.
In addition, in keeping with Carlsbad Municipal Code Section 2.04.100 and California
Government Code Section 40605, part of the City Council’s annual reorganization includes
meeting for the purpose of appointing individual City Council Members to committees or other
bodies as the City Council may find necessary for its reorganization and effective functioning.
This includes the City Council’s regional committee and subcommittee assignments.
Exhibit 10 is a list of the City Council regional committee assignments, as confirmed by the City
Council in January 2025. The list does not include those committees on which various City
Council members serve as a result of their appointments by other agencies.
If an appointment to a particular assignment is not made, the existing appointee will continue
to serve until a replacement is selected.
Council Members who serve on the City Council Legislative Subcommittee serve two-year
terms. Council Member Acosta and Council Member Burkholder were appointed on Jan. 14,
2025, and will continue to serve until December 2026. As such, appointments to the Legislative
Subcommittee will not take place until January 2027.
Fiscal Analysis
The recommended action has no fiscal impact.
Next Steps
Staff will update the city’s website and City Council meeting agenda template to reflect the new
committee assignments.

an individual to act as a city representative on a board, commission or committee is an
organizational or administrative government activity that will not result in direct or
indirect physical changes in the environment. The activities or projects undertaken by
or that may be considered by a board, commission or committee may require
preparation of an environmental document in accordance with CEQA and the CEQA
Guidelines.

CALIFORNIA, CONFIRMING THE MAYORAL APPOINTMENTS OF MEMBERS
OF THE CITY COUNCIL TO THE CITY COUNCIL ECONOMIC DEVELOPMENT
SUBCOMMITTEE FOR A TERM ENDING IN DECEMBER 2026, OR UNTIL
REPLACEMENTS ARE APPOINTED
WHEREAS, Carlsbad Municipal Code Section 2.04.100 and California Government Code Section
40605 require that the Mayor appoint, with City Council concurrence, City Council members to various
subcommittee assignments.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
