A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING A WINNING TEAMS GRANT THROUGH THE
COMMUNITY ACTIVITY FUNDING PROGRAM FOR THE CARLSBAD HIGH
SCHOOL LANCER DANCERS AND AUTHORIZING AN APPROPRIATION OF
$8,059 FOR THE EXPENDITURE FROM THE CITY COUNCIL CONTINGENCY
ACCOUNT
WHEREAS, The City Council adopted City Council Policy No. 51, which establishes the criteria
and process for funding community activities; and
WHEREAS, Section 7 of City Council Policy No. 51 states that the City Council may approve a
Winning Teams Grant for a youth team to offset the costs of travel expenses to a national championship
competition; and
WHEREAS, the Carlsbad High School Lancer Dancers team, consisting of 17 dancers and two
coaches, submitted an application requesting reimbursement funding under the Winning Teams grant
for their participation in the Universal Dance Association National Dance Team Championships, in
Orlando, Florida; and
WHEREAS, awarding this grant will benefit Carlsbad by providing community exposure from a
marketing perspective, positively reflects upon the character of the community and enhances
its image, is a morale booster both from an individual and community perspective, and demonstrates
the principal of working to achieve more than each person working alone; and
WHEREAS, the grant request of $8,059 from Carlsbad High School Lancer Dancers meets the
eligibility criteria identified in City Council Policy No. 51.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.The proposed action is not a “project” as defined by California Environmental Quality
Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(4) and does not
require environmental review under CEQA Guidelines Section 15060(c)(3) as it is a
government fiscal activity and does not involve any commitment to any specific project
which may result in a potentially significant physical impact on the environment.

3.That the City Manager or designee is authorized to approve reimbursements up to, but
not to exceed $8,059 for the cost of travel and related expenses for Carlsbad High School
Lancer Dancers team.
4.That the City Manager or designee is hereby authorized to appropriate $8,059 from the
City Council’s General Fund contingency budget to distribute said funds on a
reimbursement basis as approved by the City Manager or designee, for Carlsbad High
School Lancer Dancers for the purposes set forth above.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 27th day of January, 2026, by the following vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
ABSENT: None.
