Executive Summary The Carlsbad High School Lancer Dancers have earned a place in the Universal Dance Association’s National Dance Team Championships, to be held in Florida in early 2026. The team has submitted a request for a winning team grant to cover its travel expenses through the City Council-approved Community Activity Funding Program. The program is governed by City Council Policy 51 (Exhibit 2), which requires the City Council’s approval for grant requests that exceed $5,000. The Community Activity Grants are funded from the General Fund. Explanation & Analysis Carlsbad High School Lancer Dancers grant request The 17 Lancer dancers will be competing at the Universal Dance Association’s National Dance Team Championships taking place Feb. 3-9, 2026, in Orlando, Florida. The team won the Association’s national title in jazz and second place in hip hop in the association’s last championship competition. The team’s request of $8,059 is 20% of the $40,293 total estimated cost of travel to the competition for all 17 players and two coaches. Its application is provided as Exhibit 3. Jan. 27, 2026 Item #7 Page 1 of 14 Docusign Envelope ID: F0155011-6307-436B-9D2C-BC261A1ED165 City Council Policy No. 51 City Council Policy No. 51 established the Community Activity Funding Program and the policies and process for distributing funds for community activities, special events, support for winning teams and community spirit activities. As shown in Exhibit 3, the winning teams grant is available to local teams to help offset the cost of travel expenses to national championship competitions. The policy states the City Council General Fund contingency account is the funding source for winning teams grants. Staff have determined that the request meets all the criteria outlined in Policy 51: Eligibility criteria Teams must advance through a series of competitive levels earning a right to compete in a national or international event ✔ Participants are all 18 years of age or under ✔ Group or team is an organized nonprofit corporation or unincorporated association ✔ Request for funding must be made prior to the date of the competition ✔ Team may not receive more than one grant per year for a national championship competition ✔ At least 90% of the participants are residents of Carlsbad; or if the team is participating on behalf of a local school, the school shall be physically located within the boundaries of the City of Carlsbad ✔ Fiscal Analysis With the City Council’s approval, the City Manager or designee will appropriate a grant award of $8,059 from the City Council’s General Fund contingency account to be distributed to the Carlsbad High School Lancer Dancers team on a reimbursement basis. The City Council’s General Fund contingency account has a current balance of $495,612. Next Steps Staff will reimburse the team for its travel costs to the competition after the team submits receipts for reimbursement. Environmental Evaluation The proposed action is not a “project” as defined by California Environmental Quality Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(4) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) as it is a government fiscal activity and does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. This event is recognized as the nation’s premier competition for high school varsity squads, bringing together nearly 600 teams from across the country. For the world of high school dance, it truly serves as the equivalent of the Super Bowl. The Lancer Dancer Team is one of the only athletic programs at CHS that competes on a national stage. Last season, the team achieved an incredible milestone: winning the UDA National Title in Jazz (first place in the nation) and earning second place in Hip Hop. In the highly competitive world of dance, these accomplishments are extraordinary and place the Lancer Dancers among the very best teams in the country putting not just our high school but our city on the map. The Universal Dance Association Varsity National Championships are televised on ESPN and bring significant recognition. With these national titles, the Lancer Dancers not only showcased their talent but also represented Carlsbad with pride and excellence, reaching millions of viewers through both televised and social media platforms. The Lancer Dancers serve as inspiring role models for younger dancers and student-athletes, showing that commitment, teamwork, and perseverance can lead to outstanding success. Beyond their accomplishments in competition, they take pride in giving back through community service, representing Carlsbad not only as champions on the floor but also as leaders and ambassadors off it. The Carlsbad High School Varsity Dance team has been constantly ranked in the top 5 at UDA National Championships. Universal Dance Association (UDA) is considered the most elite national high school competition in the world. Last year (2025) our team brought home first place in D1 Jazz beating over 125 schools across the nation. We also earned second place in Hip Hop and 6the in Game Day! These awards are earned by the dedication, hardwork and determination of our dance team. Our varsity team which consists of 17 young women ages 14-18, freshmen through seniors, spend an average of 10+ hours training weekly throughout the entire school year. These girls not only are exemplary dancers but excel as students and role models to their peers, especially to incoming dancers. They are held to very high standards both on and off the dance floor. It is an honor for these girls to be a part of this elite team and to represent Carlsbad High School. A position on this dance team is not taken lightly.The CHS Lancer Dancer team has been a highly visible symbol of excellence in our community for many years. Away from their studies and competition, the Lancer Dances take pride in giving back to Carlsbad, performing at a wide range of community and charitable events each year. The team performs at CHS sports events, Boys and Girls Club Gala, Rotary Christmas Tree lighting, Mitchell Thorpe Walk-a-thon, as well as several other community and lower elementary school events. The support the Lancer Dances receives from our city and community business leaders is truly instrumental in empowering the team to compete and consistently earn medals at such elite level of competition. To qualify for the Universal Dance Association (UDA) competition, your team must participate in a UDA regional competition or camp, where they can earn a bid to the main competition based on their performance. It is crucial to meet UDA's performance standards, demonstrating high levels of technique, choreography, and overall execution. The Varsity Lancer Dancers participate in both camp and regionals events. This past summer at camp they received all blue ribbons, which qualified them for Nationals and plan to attend a regional’s competition in January. The CHS Lancer Dancers have proudly brought home 15 UDA National Championships in at least one of two competition categories over the last two decades. Our most recent championships were in 2020 and 2013. This past season (2024), our team placed third in the hip hop category beating over 350 teams across the county. By finishing in the top three, the CHS Lancer Dancers received exposure on ESPN as well as several social media platforms, reaching millions of viewers and serving as teen ambassadors for Carlsbad.
