CALL TO ORDER: 5 p.m.
ROLL CALL: Merz, Burrows, Hubinger, Fitzgerald, Meenes.

PLEDGE OF ALLEGIANCE: Commissioner Fitzgerald led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held November 19, 2025.
Motion by Commissioner Merz, seconded by Commissioner Fitzgerald to approve the minutes as
presented. Motion carried 5/0/0/2. (Foster, Lafferty -Absent}
PUBLIC COMMENT: None.
PUBLIC HEARING:
1. COSTCO FUEL EXPANSION PROJECT -AMEND 2022-0020 / AMEND 2022-0021 / AMEND 2022-0022 -
amendments to a Site Development Plan, Conditional Use Permit, and Coastal Development Permit to
add 4 fuel pumps, one underground storage tank, the relocation of a retaining wall, a 3, 719-square-foot
canopy expansion, and other site improvements on property located at 951 Palomar Airport Rd.
(assessor parcel number 211-040-36-00) in the southwest quadrant of the city, the General Commercial
Zone -Qualified Development Overlay Zone (C-2-Q) and the Commercial/Visitor-serving Overlay Zone,
and Local Facilities Management Zone 5.
ACTION TYPE: Quasi-Judicial
STAFF RECOMMENDATION: Take public input, close the public hearing,
and adopt the Resolution.

Chair Meenes opened the duly noticed public hearing on Item 1 at 5:05 p.m.
City Planner, Eric Lardy introduced Community Development Assistant Director Mike Strong, who
reviewed a PowerPoint presentation on the project (on file in the Office of the City Clerk}.
Applicant Riley Johnson, Core States Group formerly Barghausen Consulting Engineers, reviewed
PowerPoint slides and Fernando Sotelo, Kittleson & Associates, traffic engineer were available for
questions.

In response to Chair Meenes' request for ex parte, Commissioners Burrows reported he drove by
the site. Commissioners Fitzgerald and Hubinger stated they are familiar with the site and are
Costco members. Commissioner Merz is a Costco member and walked around the site. Chair
Meenes reported he is also a Costco member and visited the site.
Chair Meenes opened the public testimony at 5:07 p.m.
Hearing no one wishing to speak, Chair Meenes closed the public testimony at 5:07 p.m.
Commissioner discussion ensued.
Motion by Commissioner Fitzgerald, seconded by Commissioner Merz, to adopt Resolution No.
7562. Motion carried, 5/0/0/2. (Foster, Lafferty -Absent)
Chair Meenes closed the duly noticed public hearing at 5:42 p.m.
DEPARTMENTAL REPORTS:
None.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Commissioners report on activities and meetings of some committees and subcommittees of which
they are members.
Chair Meenes thanked staff and commissioners for an excellent year and wished everyone happy
holidays.
STAFF COMMENTS:
City Planner, Eric Lardy, reviewed the upcoming Planning Commission tentative schedule of
upcoming projects.
