Figure 1 shows the project site. The revised project will be named Sunny Creek Shopping Center and Sunny Creek Terraces. The purpose of this report is to evaluate existing traffic conditions adjacent to the project site; compare trip generation between the approved and proposed project; evaluate project plus existing traffic conditions; and to recommend intersection lane configurations for the College Boulevard/El Camino Real intersection. Summary of Results Existing conditions at intersections during A.M. and P.M. peak hours were obtained from the City of Carlsbad traffic monitoring report of 1995 prepared by JHK and Associates. Project only peak hour flow was added to existing conditions, and peak hour levels of service were calculated. A comparison of project plus existing traffic conditions to existing conditions indicates that currently no street segment or intersection that is expected have significant levels of project traffic added would need to be improved in order to comply with the City of Carlsbad Growth Management Program circulation performance standard. Also, once project traffic is added, these segments and intersections are projected at good levels of service (LOS 11D11 or better) within the 003387D 1 SYCAMORE.RPT/1 SE Sunny Creek February 22, 1996 Urban Systems Associates, Inc. circulation performance standard level of service 11D11 so that no street improvements would be needed with the project beyond frontage improvements. An evaluation of the College Boulevard/El Camino Real intersection using peak hour volumes, taken from the City of Carlsbad computer traffic model at buildout, indicates that the following street cross-sections would be needed: 0033870 College Avenue northerly of El Camino Real should be built with four lanes and dual left turn lanes, measuring 82 feet curb-to-curb within 102 feet of right-of-way. El Camino Real adjacent to the project should be improved with three westbound through lanes, a single left turn lane, and a westbound to northbound right turn only lane. Half width dimensions are recommended to be 53 feet curb-to-curb within 63 feet of right-of-way, accommodating a 250 foot long right turn lane, with appropriate transition. A sketch showing recommended lane widths is included in the conclusions section of this report. 3 SYCAMORE.RPT/18E Sunny Creek February 22, 1996 EXISTING CONDITIONS Urban Systems Associates, Inc. Current daily and peak hour traffic volumes for key street segments and intersections on El Camino Real, College Boulevard, and Palomar Airport Road were obtained from SANDAG (daily traffic volumes) and the city1s traffic monitoring report. Figure 2 shows current average daily traffic (ADT) volumes. Table 1 shows street segment ADT volumes compared to design volumes, which indicates all segments currently operate within design volumes and within the City1s Growth Management Program Circulation performance standard. Table 2 shows current key intersection levels of service, as obtained from the City's 1995 traffic monitoring report prepared by JHK and Associates. Intersection level of service worksheets are included in Appendix A. As shown, all key intersections evaluated currently operate at levels of service within the circulation performance standard of at least level of service 110 11 during peak hours. Therefore, no street improvements are needed before project traffic is added to these locations. 0033870 4 SYCAMOAE.RPT/18E Sunny Creek February 22, 1996 SYCAMORE CREEK I AMENDED Urban Systems Associates, Inc. The currently approved Sycamore Creek map is shown in Figure 3. The land use includes a retail lot westerly of College Boulevard, which will remain unchanged and will be named Sunny Creek Shopping Center. Office/restaurant/hotel/tennis club uses were originally planned easterly of College Boulevard, and will be replaced by entirely residential uses, called Sunny Creek Terraces. The amended land use plans are shown in Figure 4. As shown, the 175,000 square foot retail portion remains unchanged, and the office/restaurant/hotel/tennis club uses on the easterly side of College Boulevard would be replaced with entirely residential lots for single family detached housing totalling 180 dwelling units. Table 3 shows a trip generation comparison between the currently approved land uses and those proposed for Sunny Creek. As this comparison shows, the amended plan would have 10,656 fewer daily, 1,170 fewer A.M., and 1,241 fewer P.M. peak hour trips, resulting in a beneficial reduction in traffic impacts over those possible with the currently approved plan. Table 4 shows project only cumulative trips, computed using SANDAG1s trip generation tables (see Appendix B). 003387D 8 SYCAMORE.RPT/1 SE Sunny Creek February 22, 1996 Urban Systems Associates, Inc. Figure 5 shows vehicle trip directional distribution percentages for the project without connections of College Boulevard to the north and Cannon Road to the east. Figure 6 shows project only average daily traffic. Figures 7 and 8 show, respectively, project only AM. and P.M. peak hour volumes. These project only ADT and peak hour volumes were added to existing conditions and evaluated in the following section of this report. 003387D 13 SYCAMORE.RPT/1 BE Sunny Creek February 22, 1996 PROJECT PLUS EXISTING CONDITIONS Urban Systems Associates, Inc. Project only average daily and peak hour traffic volumes were added to existing conditions volumes. Street segments and intersections previously evaluated under existing conditions were re-evaluated. Table 5 shows project plus existing daily traffic volumes at segments compared to design volumes. All segments evaluated are well within design volumes with project traffic added, so that no street segment improvements would be needed with the project traffic added, except frontage improvements. Table 6 shows an intersection level of service comparison between 11existing" and "project plus existing" conditions. As shown, no evaluated intersection is projected to be significantly affected, and all intersections are within the city's circulation performance standard of LOS 11D11 during peak hours. Therefore, no off-site intersection improvements would be needed with project traffic added to existing conditions. Table 7 shows the previous Circulation requirements of the currently approved Local Facilities Management Zone (LFMZ) 15 listed by year of need. However, due to regional economic conditions, expected growth did not occur so that the listed year of need for certain improvements should not apply. Each of the years listed are evaluated below for possible street improvements. 0033870 18 SYCAMORE.RPT/18E TABLE? LFMP 89-15 CIRCULATION REQUIREMENTS PAGE 1 OF .4 Circulation A. An on-going monitoring program shall be established to evaluate the aspects of improvements, development, and demand on circulation facilities. The required timing of improvements is based upon the projected demand of development in the zone and the surrounding region. This timing may be modified without amendment to this plan, however, any deletions or additions to the improvements will require amending this local plan. • B. Prior to approval of any tentative map adjacent to College Boulevard within Zone 15 the specific alignment for College Boulevard between Cannon Road and El Camino Real shall be approved must be established. This shall include the necessary environmental clearances and required public hearings so that construction of College Boulevard can accommodate future development. the funding for the construction of College Boulevard will be guaranteed as provided by Condition and 2C below. C. Prior to recordation of the first final map, issuance of grading permit or building permit, whichever occurs first, within Zone 151 a financing program guaranteeing construction of the following circulation improvements shall be approved: 2 1. IMPROVEMENTS NEEDED BY 1990 A. Cannon Road Cannon Road from Carlsbad Highlands eastern subdivisions boundary2 to El Camino Real shall be constructed to include the following improvements: • 1. Road construction is expected to be deferred to well beyond buildout of the Sunny Creek maps. C.3.A. -1993: The Cannon Road connection to Oceanside would benefit primarily through traffic from Oceanside and San Marcos and should not be a requirement of development within LFMZ 15. Additional studies accounting for slowed regional growth would be needed to determine the future year of need of this regional facility C.4. A-F -1995: 003$870 These improvements are not needed in 1995 as shown in the "project plus existing" conditions evaluation, relate to Cannon Road, or have been completed. Therefore, Sycamore Creek I should not be responsible for these improvements. Described below are the status of each required improvement. A. El Camino Real/Palomar Airport Road -completed. B. El Camino Real/Chestnut Avenue -completed. C. Cannon Road/I NB off-ramp -responsibility of LFMZ 13. D. Cannon Road/I-5 SB off-ramp -responsibility of LFMZ 13. E. El Camino Real between Cannon/College -not needed except for frontage improvements according to "project plus existing11 conditions evaluation. F. February 22, 1996 C.5.A -1997: Construction of El Camino Real as six lanes between College Boulevard and Palomar Airport Road is partially completed. Year of need to be determined by additional studies for LFMZ 15. BUILDOUT EVALUATION AT COLLEGE BLVD./EL CAMINO REAL INTERSECTION An evaluation of the College Boulevard/El Camino Real intersection was conducted using the peak hour volumes projected in the City of Carlsbad buildout computer traffic model (latest run incorporating the LEGO project and titled 11LEGOB011 ). An adjustment to the buildout peak hour volumes was made to account for the reduced trip generation from Sunny Creek compared to the previous land use plan and the intersection was re-evaluated. Figure 9 shows the buildout AM. and P.M. peak hour volumes, assumed lane configuration, and level of service calculation, with no adjustments for Sunny Creek. As shown, the AM. peak hour is at an acceptable level of service, but the P.M. peak hour is projected at LOS "F" due to high westbound through volumes on El Camino Real and high volumes for the west to north right turn on El Camino Real, turns primarily destined to Oceanside and Vista. Figure 1 O shows the adjusted peak hour volumes and level of service accounting for the reduced trip generation of Sunny Creek. Figure 11 shows that with the addition of a westbound to northbound right turn only lane on El Camino Real, both AM. and P.M. peak hour levels of service are within the circulation performance standard of at least LOS 11D11 during peak hours. It should be noted that even with all LFMZ 15 trips removed from the westbound right turn in the P.M. peak, the right turn lane would still be needed to attain LOS 11D11 • Therefore, the high right turning volume is the result of regional through traffic and therefore the added right turn lane should not be a requirement of Sunny Creek but should be required as mitigation once College Boulevard and Cannon Road are connected through to Oceanside. As a result of this evaluation the recommended lane configurations are shown in Figure 12. It should be noted that the previous subdivision map (previously shown in Figure 3) included an extra right-of-way width of eight feet on the easterly side of College Boulevard adjacent to the project. The extra eight feet in width, from 102 feet to 11 O feet, was requested by the owner to enhance project access (see letter request in Figure 13). Therefore traffic is greatly reduced with the new plan and the extra easterly eight feet of width on College Boulevard would not be needed to accommodate the projected traffic from the reduced density project. The segment of College Boulevard between El Camino Real is now shown with two through lanes each direction and with dual left-turn lanes. The extra easterly eight feet should be relinquished as a condition of the amended map to result in a 102 foot right-of-way. Appendix D includes an evaluation of the project driveway at College Boulevard that shows acceptable peak hour operation with the recommended lane configurations at the project driveway. Also included is the traffic signal warrant evaluation for the signal planned at this location. 0033870 36 SYCAMORE.RPT/1 SE Sunny Creek February 22, 1996 CONCLUSIONS AND RECOMMENDATIONS Urban Systems Associates, Inc. The Sycamore Creek I amended Sunny Creek map includes deleting the planned office/restaurant/hotel/tennis club uses on the easterly portion of the site and replacing these uses with entirely residential uses totalling 180 detached dwelling units. This traffic study was initiated to determine the need for possible street improvements with the development of the Sunny Creek project. Existing Conditions Existing conditions at adjacent street segments and intersections were evaluated to determine if street improvements would be needed under existing conditions. As a result of this evaluation it can be concluded that key street segments expected to be affected by project traffic along El Camino Real, College Boulevard, and Palomar Airport Road currently operate within the city's circulation performance standard and that there is available street and intersection capacity for additional traffic. Therefore, street or intersection improvements for existing traffic conditions are not needed or recommended. The Sunny Creek Project The Sunny Creek project consists of 175,000 square feet of retail/commercial uses westerly of College Boulevard and 1_ 80 detached single family dwellings easterly of College Boulevard. Replacing the currently approved office/restauran1/hotel/tennis club uses with the 180 dwelling units reduces the possible traffic generation by 10,690 average daily trips and 1,170 A.M. and 0033870 37 SYCAMORE.RPT/1 BE Sunny Creek February 22, 1996 Urban Systems Associates, Inc. 1,241 P.M. peak hour trips. This reduction in planned traffic will have a beneficial effect to projected traffic volumes on adjacent streets and at intersections. Project Plus Existing Traffic Conditions Project traffic was added to existing traffic volumes at key street segments and intersections. An evaluation of these conditions concludes that key segments and intersections affected by project traffic are projected to operate within the city's circulation performance standard with available capacity for additional traffic without the need for street or intersection improvements except along the project frontage. Buildout Conditions at College Boulevard/El Camino Real An evaluation of the latest City of Carlsbad computer traffic model (file name LEGOBO) was conducted with adjustments for the reduced traffic generation planned for Sunny Creek. Based on this evaluation, College Boulevard through the project is recommended as a four lane roadway, 82 feet curb-to-curb, within a 102 foot right-of-way. Southbound dual left turn lanes are recommended at the El Camino Real intersection and in the northbound direction at the entrance to the commercial site. Figure 12 shows recommended lane configurations. The extra eight feet of right-of-way width on the easterly side of College Boulevard previously dedicated should be relinquished as a condition of the amended map. 0033870 38 SYCAMORE.RPT/1 SE Sunny Creek February 22, 1996 Urban Systems Associates, Inc. El Camino Real is recommend to have single left turn lanes in the westerly and easterly directions. At buildout, a separate right-turn-only lane for the westerly to northerly traffic movement is recommended. This lane would extend for a distance of 250 feet at the northerly side of El Camino Real adjacent to the project. It should be noted that even with all LFMZ 15 trips removed from the westbound right turn in the P.M. peak, the right turn lane would still be needed according to forecast volumes. The high right turn volumes are the result of regional through traffic and therefore the added right turn lane should not be a requirement of Sunny Creek or LFMZ 15 projects, but should be required as mitigation once College Boulevard and· Cannon Road are connected through to Oceanside.
