1.0 PROJECT DESCRIPTION
The proposed project is a redevelopment of an existing developed office building located on
Roosevelt St south of Laguna Dr. and east of State St within the city of Carlsbad, CA. The
redevelopment of the site will consist of mixed used (residential, Office, retail), parking under
building podium, driveways, associated utilities and treatment system. Project located on V-B
per General plan Land Use Designation. The total site development area is ±0.46 ac.

2.0 PURPOSE
The purpose of this study is to determine the peak 100-year runoff rates and velocities for the
Existing and post-development conditions. Comparisons will be made at the same discharge
points for each drainage basin affecting the site and adjacent properties. The adequacy of
existing and proposed conveyance facilities affected by the project will be determined.
3.0 METHODOLOGY
The Rational Method as outlined in the San Diego County Hydrology Manual, dated June 2003,
was used to determine the runoff flow rate. The 100-year frequency storm event was analyzed
to determine peak runoff rates discharging the site for both onsite existing and post-
development.
Soil type was determined to be type B from the Soil Hydrologic Groups map, NRCS Web Soil
Survey (see Appendix A). The runoff coefficient “C” was determined by using the closest
matching land use category in Table 3-1 (Appendix A). The exhibits have been prepared for
the pre-development and post-development conditions and are attached as Exhibits “A” and
“B”.
Runoff coefficients, “C” are summarized below.

o From the table 3-1, the nearest weighted C coefficient was selected per the site calculated
weighted C: ((0.9*12813) + (0.25*7414)) / 20227 = 0.66

4.0 HYDROLOGY
4.1 Existing Conditions
The existing site is an existing office building and parking lot that all the runoff surface flow in
easterly direction discharging into Roosevelt St. and then storm water enters existing curb
inlet south of the project. The storm water is then conveyed to an existing 30” RCP storm

drain constructed per city of Carlsbad drainage 456-4J. The topography of the site is
essentially a flat plain with a slight slope to the east. There is no storm drain system on the
site. The site ultimately discharges into Buena Vista Lagoon within the Carlsbad Watershed.
A Existing hydrology map delineating basin areas, flow paths, and concentration points has been
prepared and is attached to this report as Exhibit “A”. Existing hydrology calculations can be found
in Appendix B.
4.2 Post-Development Conditions
The post development flow will maintain as existing drainage pattern. The entire site runoff will
flow in north easterly direction via roof drains and surface into proposed treatment basin and
then via proposed 12” storm drain system into the existing 30” RCP storm drain system
located on Roosevelt St. The site small frontage and sidewalk on the south end portion that
can’t make into biofiltration will drain offsite into Roosevelt St. and ultimately into existing inlet
located downstream of the site. The site ultimately discharges into Buena Vista Lagoon within
the Carlsbad Watershed.
A post-development hydrology map delineating basin areas, flow paths, concentration points, and
proposed drainage facilities has been prepared and is attached to this report as Exhibit “B”. Post-
development hydrology calculations can be found in Appendix C.
5.0 CONCLUSION
The proposed redevelopment site will maintain the flow patterns as in the Existing condition
since the site proposed runoff will also discharge into existing 30” RCP storm drain system
located on Roosevelt St. via proposed onsite storm drain system and concrete lug that is
located just downstream of the existing curb inlet on Roosevelt St. Since the C coefficient in
post condition will slightly increase compared to the existing condition, therefore the
improvement of the site will have small increase in Q by 0.75 cfs which will be attenuated by
construction of the biofiltration basin to reduce the post 100-year storm runoff below/equal the
existing runoff.
Tables 1-4 provide a summary of the pre- and post-development areas and their flows prior to
discharging into offsite. All the onsite runoff after leaving the site will discharge into an existing
30” RCP storm drain system located on Roosevelt St. via proposed 12” pipe.

(1) From precipitation maps determine 6 hr and 24 hr amounts
for the selected frequency. These maps are included in the
County Hydrology Manual (10, 50, and 100 yr maps included
in the Design and Procedure Manual).
(2) Adjust 6 hr precipitation (if necessary) so that it is within
the range of 45% to 65% of the 24 hr precipitation (not
applicaple to Desert).
(3) Plot 6 hr precipitation on the right side of the chart .

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive
precipitation from long-duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when
thoroughly wet. These consist mainly of deep, well drained to excessively
drained sands or gravelly sands. These soils have a high rate of water
transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well
drained soils that have moderately fine texture to moderately coarse texture.
These soils have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of
water transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink-swell
potential, soils that have a high water table, soils that have a claypan or clay
layer at or near the surface, and soils that are shallow over nearly impervious
material. These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in
their natural condition are in group D are assigned to dual classes.

Hydaulic/Attenuation Calculations
Hydaulic Calculations
Storm drain hydraulic calculations were performed using Autodesk Hydraflow Storm
Sewers (Civil 3D Extension) consistent with the County of San Diego Drainage Design
Manual (2014), Section 6 – Pressure Flow and Energy Grade Line Computation.
HGL and EGL profiles were developed in accordance with County of San Diego DDM,
Section 6.3.2, using standard energy grade line analysis methods. Junction losses,
entrance losses, and pipe friction were computed per Tables 6-2 and 6-3.
