2)Adopt a resolution accepting the fiscal year 2024-25 work plan report of accomplishments
and approving the fiscal year 2025-26 work plan for the Arts Commission.
Executive Summary
The City Council is asked to review and approve the fiscal year 2024-25 report of
accomplishments and the proposed fiscal year 2025-26 work plan for the Library Board of
Trustees and the Arts Commission, as required by Carlsbad Municipal Code Section
2.15.020 (C). Several of the tasks in the fiscal year 2024-25 work plans are either in process,
recurring or ongoing. The board and the commission have therefore carried forward those tasks
to their proposed fiscal year 2025-26 work plans.
The purpose of these annual work plans is to encourage increased dialogue between boards
and commissions and the City Council. They are also intended to ensure that boards and
commissions are working in line with the priorities of the City Council.
Explanation & Analysis
Library Board of Trustees
The City Council approved the fiscal year 2024-25 Library Board of Trustees Work Plan on
Feb. 4, 2025. The commission’s report of accomplishments outlines the status of the work
plan’s goals and tasks (Exhibit 1, Attachment A).
Library staff assisted trustees with the preparation of an updated work plan that is consistent
with the duties described in the Carlsbad Municipal Code chapter that governs the commission,
Chapter 2.16. The fiscal year 2025-26 work plan includes edits to the previous plan, as shown in
Feb. 3, 2026 Item #4 Page 1 of 21

Exhibit 3. At their meeting on Oct 22, 2025, the Library Board of Trustees voted unanimously to
accept the updated work plan and recommended that the City Council approve the plan
(Exhibit 1, Attachment B).
Arts Commission
The City Council approved the fiscal year 2024-25 Arts Commission Work Plan on Feb. 4, 2025.
The commission’s report of accomplishments outlines the status of the work plan’s goals and
tasks (Exhibit 2, Attachment A). Staff assisted commissioners with the preparation of an
updated work plan that is consistent with the duties described in the Carlsbad Municipal Code
chapter that governs the commission, Chapter 2.18. The fiscal year 2025-26 work plan includes
edits to the previous plan, as shown in Exhibit 4.
On Oct. 2, 2025, the Arts Commission voted unanimously (with Commissioners Feron, Clark
absent) to accept the updated work plan and recommended that the City Council approve the
plan (Exhibit 2, Attachment B).
Fiscal Analysis
There is no direct fiscal impact associated with approving these work plans.
Next Steps
The Library Board of Trustees and the Arts Commission and staff will focus efforts on the
activities listed in the approved work plans.
Environmental Evaluation
The proposed action is not a “project” as defined by California Environmental Quality Act, or
CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require
environment review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the
proposed action to accept the Library Board of Trustees and Arts Commission work plans is an
organizational or administrative government activity that does not involve any commitment to
any specific project which may result in a potentially significant physical impact on the
environment. Any subsequent action or direction stemming from the proposed action may
require preparation of an environmental document in accordance with CEQA or the CEQA
Guidelines.

WHEREAS, the City Council of the City of Carlsbad, California has determined that annual work
plans ensure boards and commissions are working in line with priorities of the City Council; and
WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board or
commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission and a subsequent report of its accomplishments; and
WHEREAS, Chapter 2.16 of the CMC details the composition of the Library Board of Trustees;
and
WHEREAS, on Feb. 4, 2025, the City Council accepted the fiscal year 2024-25 Library Board of
Trustees Work Plan; and
WHEREAS, at the Library Board of Trustees meeting in October 2025, staff assisted trustees with
the preparation of an updated work plan that is consistent with the duties described in CMC Chapter
2.16; and
WHEREAS, the mission of the Library Board of Trustees is to advise the City Council in matters
pertaining to library services, as well as the rules and regulations necessary to operate the library; and
WHEREAS, on Oct. 22, 2025, the Library Board of Trustees voted unanimously to accept the
updated work plan and is recommending that the City Council approve the plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.The proposed action is not a “project” as defined by California Environmental Quality

I.Mission Statement
The mission of the board of library trustees is to advise the city council in on matters
pertaining to library services, as well as the rules and regulations necessary to operate
the library.
II.Composition
The board of library trustees shall consist of five members, appointed by the mayor with
the approval of the city council.
III.FY 2024-2025 2025-2026 Goals & Tasks
The City of Carlsbad Library Board of Trustees has selected to focus on the following
goals and tasks:
Review and vote whether to approve rules and regulations of the library as
developed and revised from time to time
o Receive report and vote whether to approve various policies and
procedures that are anticipated to be updated in fiscal year 20245-25 6
Review and vote whether to approve the library's response to the California
Public Library survey submitted annually to the California State Library
o Receive and discuss annual survey report
Receive reports on and maintain knowledge of library services and programs:
o Serve as a liaison from the community on its needs and interests
o Serve as an ambassador to the community in promoting library services
Receive an annual report on safety and security of library facilities, as available
o Receive report on city consultant’s library facility security assessment
Provide community perspective on issues and interests related to library service
delivery and facilities

Provide recommendations on the proposed budget and use of community
contributions for the delivery of library services
o Receive report and vote whether to support the annual budget submission
o Receive semi-annual reports on community donations
Maintain awareness of and promote community support of the library, and of
opportunities to collaborate with other community partners
o Provide a trustee as representative on the Carlsbad Library & Arts Foundation
Board
Promote progressive and innovative delivery of services to ensure the library
remains in the forefront of community life
o Receive quarterly updates on technology projects and systems
Advise the city council Receive reports regarding on resource sharing among library
jurisdictions, as needed
o Receive reports regarding implementation and use of new Link+ book-
sharing system provided by Serra Cooperative
Provide community perspective in the strategic planning of library services
o Review and discuss update to strategic plan
Participate in relevant events, community meetings and conversations on behalf
of the board of library trustees
Serve on relevant city committees as a representative of the board of library
trustees as requested (e.g., review website, Carlsbad Reads Together, etc.)

Arts Commission Work Plan
Fiscal Year 2024 2025-25 26
I.Mission Statement
The City of Carlsbad’s Arts Commission mission is to advise the City Council on arts and
culture related matters and to serve as a resource to the Cultural Arts Office, providing
insight, feedback and representing the community’s perspective. This mission is
accomplished through the Arts Commission’s focus on the presentation of a diverse range
of arts and cultural experiences, which showcase the full spectrum of artistic styles and
traditions and appeals to and represents the interests of the greater community.
II.Composition
The Arts Commission shall consist of seven members, appointed by the Mayor with the
approval of the City Council.
III.FY 2024 2025-25 26 Goals & Tasks
The Arts Commission has selected to focus on the following goals and tasks:
Provide to the City Council for its approval an annual work plan of activities to be
undertaken and a subsequent report of its accomplishments.
Monitor and report to the City Council the progress of the initiatives detailed in
the Arts & Culture Master Plan, including adapting to current community needs
and reassessing the current status of the ten-year timeline. Create Arts
Commission subcommittee to study, along with city staff, the existing Arts
Master Plan and examine the viability of a future 5-year Arts Master Plan,
instead of 10 years.
Provide community perspective on issues and interests related to arts and culture
in Carlsbad, as related to programming by Cultural Arts.aAs they apply to Cultural
Arts programming.
Commit to diversity, equity and inclusion, while fostering mutual respect for the
beliefs and values of all individuals and groups in the arts. Explore the prospect,
by subcommittee, for a collaborative townhall meeting.
Receive periodic reports on topics that deepen awareness of national trends and
emerging priorities in the arts which are , relevant to the Arts & Culture Master
Plan. , inviting the community to participate through attendance and encouraging
input. Accomplish this by engaging interesting experts/speakers to present their
thoughts and ideas. Invite the community to attend these presentations and
encourage public comment by allowing time for a Q & A session. relative to that
goal to the commission and invite the public to attend.
Research best practices to strengthen content knowledge in order for Arts

Commissioners to be more effective advocates for the community. to serve as
an arts advocate in our community in order to advocate for our community.
Arts Commissioners will attend at least one cultural arts event and one
community-based arts event per quarter.
Explore the possibility of regular reports at Arts Commission meetings by the
Carlsbad Friends of the Arts and the Carlsbad Library & Arts Foundation.
Appoint an Arts Commissioner to present the Commission’s work plan to the
Carlsbad Library & Arts Foundation.
Serve on relevant city and community committees as well as Arts Commission
subcommittees, such as permanent Public Art subcommittees and Business
Outreach (including a focus on cultural tourism).
Participate in the Community Arts Grants process including: the
reassessment of funding priorities, recommending potential panelists to be
vetted by city staff, auditing the work of the grant’s panels, approving the
final funding plan and, when possible, conducting site visits by attending
grantee events and programs.

strives to advance the fine arts and the performing
arts in Carlsbad. The Arts Commission helps to further
the work of the arts element of the General Plan and
the ten-year Arts & Culture Master Plan.
