A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING THE FISCAL YEAR 2024-25 WORK PLAN REPORT OF ACCOMPLISHMENTS AND APPROVING THE FISCAL YEAR 2025-26 WORK PLAN FOR THE LIBRARY BOARD OF TRUSTEES WHEREAS, the City Council of the City of Carlsbad, California has determined that annual work plans ensure boards and commissions are working in line with priorities of the City Council; and WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board or commission provide to the City Council for its approval an annual work plan of activities to be undertaken by the board or commission and a subsequent report of its accomplishments; and WHEREAS, Chapter 2.16 of the CMC details the composition of the Library Board of Trustees; and WHEREAS, on Feb. 4, 2025, the City Council accepted the fiscal year 2024-25 Library Board of Trustees Work Plan; and WHEREAS, at the Library Board of Trustees meeting in October 2025, staff assisted trustees with the preparation of an updated work plan that is consistent with the duties described in CMC Chapter 2.16; and WHEREAS, the mission of the Library Board of Trustees is to advise the City Council in matters pertaining to library services, as well as the rules and regulations necessary to operate the library; and WHEREAS, on Oct. 22, 2025, the Library Board of Trustees voted unanimously to accept the updated work plan and is recommending that the City Council approve the plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.The proposed action is not a “project” as defined by California Environmental Quality Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the proposed action to accept the Library Board of Trustees work plan is an organizational or administrative government activity that does not involve any commitment to any specific project which may result in a potentially significant physical Feb. 3, 2026 Item #4 Page 3 of 21 Docusign Envelope ID: E9735977-CDCC-4E7A-BB72-386A44BC0CD2 impact on the environment. Any subsequent action or direction stemming from the proposed action may require preparation of an environmental document in accordance with CEQA or the CEQA Guidelines. 3.That the City Council accepts the fiscal year 2024-25 Library Board of Trustees Work Plan report of accomplishments, attached as Attachment A. 4.That the City Council of the City of Carlsbad approves the fiscal year 2025-26 Library Board of Trustees Work Plan, attached as Attachment B. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 3rd day of February, 2026, by the following vote, to wit: AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin. NAYS: None. ABSTAIN: None. Mission Statement The mission of the board of library trustees is to advise the city council in matters pertaining to library services, as well as the rules and regulations necessary to operate the library. II. Composition The board of library trustees shall consist of five members, appointed by the mayor with the approval of the city council. III. II. Composition The board of library trustees shall consist of five members, appointed by the mayor with the approval of the city council. III.
