CALL TO ORDER: 4:00 p.m.
ROLL CALL: Coelho, Penseyres, Newlands, Kohl, Nicholes, Schuck.
Absent: Proulx.
INVOCATION: None.
PLEDGE OF ALLEGIANCE: Chair Coelho led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Dec. 8, 2025.
Motion by Commissioner Kohl, seconded by Commissioner Schuck, to approve the minutes of
the Regular Meeting held on Dec. 8, 2025, as stated. Motion carried, 6/0/1 (Proulx -Absent).
Commissioner Proulx joined the meeting at 4:01 p.m.
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR:
Motion by Commissioner Schuck, seconded by Commissioner Kohl, to approve Consent Calendar
Item No. 1. Motion carried, 7 /0.
1. SEMIANNUAL TRANSPORTATION REPORT: Receive the Semiannual Transportation Report.
(Staff Contact: Tom Frank, Public Works Department)
David Pierce spoke in support of some projects listed on the report, such as the traffic calming
on Unicornio Street, speed bump installations, and the continued work on the Coastal Rail
Trail. He also expressed concern with the El Camino Real Widening from Arena/ Road to La
Costa Avenue project and improvements for the bus transit system. He recommended that
early project scoping include bike and transit elements.
In response to Vice-Chair Penseyres' inquiry regarding the pilot contract for concrete sidewalk
slicing repairs, Transportation Director/City Engineer Tom Frank confirmed that staff will
continue to perform the concrete slicing and the pilot was successful.
In response to Vice-Chair Penseyres' inquiry regarding the results of the annual monitoring
and surveying for compliance with the city's Transportation Demand Management ordinance,

Transportation Director/City Engineer Frank responded that the report will be brought to the
Commission on a future agenda.
In response to Vice-Chair Penseyres' inquiry regarding the Beach Access Repairs from Pine
Avenue to Tamarack Avenue Project, Capital Improvement Program (CIP) Project No. 3896,
Transportation Director/City Engineer Frank confirmed that the street will return to its
previous lane configuration.
In response to Vice-Chair Penseyres' inquiry regarding the Valley Street and Magnolia Avenue
Complete Streets Project, CIP Project No. 6019, Transportation Director/City Engineer Frank
confirmed that the item will be brought back to the Commission before going to City Council.
In response to Vice-Chair Penseyres' inquiry regarding whether staff are still in coordination
with Caltrans for the Palomar Airport Road bridge over lnterstate-5, Transportation
Director/City Engineer Frank confirmed that staff are still in coordination with Caltrans and
that they have been receptive to heeding comments and suggestions for alternatives.
In response to Vice-Chair Penseyres' inquiry regarding the Residential Traffic Improvement
Program, CIP Project No. 6070, Transportation Director/City Engineer Frank explained that
the program is being revisited and will be brought back to the Commission with suggested
modifications to the program before going to City Council.

DEPARTMENTAL REPORTS:
2. ELECTION OF TRAFFIC SAFETY & MOBILITY COMMISSION CHAIR AND VICE-CHAIR:
Appointment of one member of the Traffic Safety & Mobility Commission to serve as Chair
and one member to serve as Vice-Chair for a term ending in February 2027, or until a
replacement is appointed. (Staff contact: John Kim, Public Works Department)
Recommended Action: Appoint a Chair and a Vice-Chair.
City Traffic Engineer John Kim reviewed a PowerPoint presentation (on file in the Office of
the City Clerk).
The Commission received the presentation.
Motion by Commissioner Schuck, seconded by Commissioner Proulx, to reappoint Chair Josh
Coelho as Chair. Motion carried, 7 /0.
Motion by Commissioner Proulx, seconded by Commissioner Schuck, to reappoint Vice-Chair
Pete Penseyres as Vice-Chair. Motion carried, 7 /0.

COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Schuck expressed concern with non-e-bike rider behavior that he witnessed over
the holidays.
In response to Commissioner Kohl's inquiry regarding California Assembly Bill 645, City Traffic
Engineer John Kim responded that he could provide information on potential changes to radar
enforcement after review.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Commission have been invited to, and may
participate in. No announcements were made.
STAFF COMMENTS: City Traffic Engineer John Kim updated that the speed cushions on Cadencia
Street have been adjusted after concerns that the sidewalls were too steep. Adjustments to the
speed cushions on Corintia Street are in progress.
City Traffic Engineer Kim spoke about a potential agenda item for the next Commission meeting
regarding updates to the Residential Traffic Management Program.
