Najars Engineering (2024), Grading Plans For BP/ARCO Facility 5792 Palomar Airport Road Car Wash, Grading Permit No. GR 2023-0002, Project No. CUP91-03C, approved March 1st, 2024 Pursuant to your authorization, and in accordance with the requirements set forth by the City of Carlsbad, this report for the above referenced site confirms that earthwork associated with the rough graded building pad was completed in compliance with the referenced approved grading plans as well as the referenced geotechnical report requirements for the building pad during the period of August 7, 2024 through August 26, 2024. In our opinion rough grading for the building pad was performed in general compliance with the recommendation of the referenced geotechnical report as well as the City of Carlsbad Grading Ordinance and are suitable for it’s intended use. MTGL provided geotechnical observation and testing services during site grading operations for the proposed building pad. Field density testing was performed by the direct transmission nuclear method, ASTM D6938/D2950. The maximum density – optimum moisture relationship for the soil was established in the laboratory by the ASTM D1557 test method. Results of the field-testing indicate that fill materials within the building pad area were compacted to a minimum of 90% of the laboratory maximum dry density as determined by test method ASTM D1557. The laboratory maximum density results are provided in Table 1, “Laboratory Test Results.” Tabulated results of the field compaction testing performed are provided in Table 2, Meram Building MTGL Project No. 7757A02 Palomar Airport Road Car Wash MTGL Log No. 24-0268-R1 Carlsbad, California Revised January 16, 2026 Page 2 of 2 “Field Density Test Results”. The approximate locations of each test and extents of remedial grading are presented in Figure 1. This report is limited to geotechnical observation and testing services performed by MTGL during rough grading of the building pad only. Testing and observations performed by others outside the time period noted above are not included in this report and were not evaluated by MTGL. This certification contains a statement of professional opinion based on our field observations during rough grading, the results of tests performed during rough grading, a review of the referenced soils engineering reports, and a geotechnical evaluation of the compiled data. Our tests and observations were made in accordance with commonly accepted procedures consistent with applicable standards of practice. This report does not constitute a guarantee or warranty of any type, and none should be inferred. The proposed improvements should be constructed in accordance with the soil bearing values and recommended geotechnical design parameters contained within the referenced geotechnical report.
