Dear Ms. Corman:
In accordance with your request and authorization, we have performed on-call compaction testing
services for the Carrillo Elementary School Playfield Repair project in Carlsbad, California. Our
services included geotechnical observation and compaction testing of the earthwork operations
including site grading, utility trench backfill, preparation of subgrade soils, cement treatment of
subgrade soils, the placement of permeable and aggregate base materials, and the placement of
asphalt concrete (AC) paving materials for the project. This report summarizes our services and
presents the results of our field and laboratory testing.
SITE AND PROJECT DESCRIPTION
The project site is located within the Carrillo Elementary School campus in Carlsbad, California
(Figure 1). The school campus is located on an irregularly shaped parcel bounded by an
ascending slope toward Poinsettia Lane to the northwest, an ascending slope toward Melrose
Drive to the northeast, and a descending canyon slope leading into Leo Carrillo Historic Park to the
south, southwest, and southeast. The school site generally consists of school buildings and
facilities in the southern and central portions of the campus, AC paved play courts in the central
portion of the campus, AC parking lots in the western portion of the campus, and a play field in the
northern and eastern portions of the campus. The project site is located in the northern and
northwestern portions of the campus at the turf play field and AC hardscape play areas. Ascending
slopes with approximate inclinations of 2:1 (horizontal to vertical) are located adjacent to the
northwest and northeast portions of the turf play field area. A descending slope with an
approximate inclination of 2:1 (horizontal to vertical) is located adjacent to the southeast edge of

the existing turf play field and other portions of the school campus are next to the southwest
portion of the existing turf play field. The project site gently slopes to the south with elevations
ranging from approximately 275 feet above Mean Sea Level (MSL) at the north end of the field to
approximately 269 feet above MSL at the south end.
The Carrillo Elementary School Drainage, Turf, and Asphalt project included the demolition of the
existing natural turf play field and hardscape play areas, and the construction of a new synthetic
turf play field, new AC hardscape play areas, and associated improvements. Ancillary
improvements included shade structures, basketball hoops, tetherball poles, ball walls, concrete
seat walls, concrete flatwork, AC paving, stormwater systems, and associated underground
utilities.
SUMMARY OF EARTHWORK OPERATIONS
Earthwork and paving operations that were observed and tested by our field representatives took
place between March 31, 2025 and August 7, 2025. The earthwork and paving operations that our
personnel observed and tested generally included site grading, utility trench backfill, subgrade
preparation, cement treatment of subgrade soils, placement of aggregate base materials, and
placement of AC pavements. The earthwork operations began with the installation a new drainage
system consisting of storm drain lines, French drains, and perimeters drains in the area of the new
synthetic turf field and hardscape play areas. In areas where saturated soil conditions were
encountered, additional removals were performed and replaced with gravel materials. Utility trench
backfill for drain lines was placed in lifts and compacted up to subgrade elevation.
Subsequent to the drainage system installation and trench backfill, the earthwork operations
continued with removals of the upper 18 inches of subgrade in the areas of the new synthetic turf
field and hardscape play areas, which was then mixed with Type II/V Portland cement to obtain a
consistent blend of 7 percent cement treatment or higher with the soil. Fully blended lifts were
placed in the previously excavated 18 inches compacted to subgrade elevations. Subsequent to
the preparation of the subgrade soils, permeable base and aggregate base materials were placed
and compacted within the turf field and hardscape play areas, respectively. The earthwork
operations utilized a combination of haul trucks, excavators, loaders, smooth drum rollers, and a
water truck during the processing, moisture conditioning, and compaction of the soil and aggregate
base materials.
The AC materials were placed over the compacted aggregate base materials for the new
hardscape play areas. The AC materials were placed with a paver and the compaction effort was
applied using a combination of rubber tire and smooth drum rollers.

LABORATORY AND FIELD TESTING
Laboratory testing was performed on the compacted fill soils, subgrade soils, cement treated
subgrade soils, utility trench backfill, permeable base materials, and aggregate base materials
used by the contractor during the earthwork operations. Testing of these materials included an
evaluation of the modified Proctor density/optimum moisture content relationships. For soils and
base materials not treated with cement, the modified Proctor density test was performed in general
accordance with the American Society of Testing and Materials International (ASTM) Test Method
D 1557, or were provided by the supplier. For the cement-treated soils utilized for the synthetic turf
field and hardscape play areas, the Proctor density/optimum moisture content testing was
performed in general accordance of ASTM D 558. The results of these Proctor density tests are
presented in Table 1. The Hveem (density) unit weight value for the AC materials used onsite were
provided by the supplier and are presented in Table 2.
Our field representative was generally onsite full time to observe and test general compacted fill,
the cement treatment, and paving operations. Our field representative was generally onsite on
an on-call basis to observe and test utility trench backfill, non-cement treated subgrade soils, and
base materials. In-place density and moisture content testing was performed by our field
representatives in general accordance with ASTM D 6938 (Nuclear Gauge Method). During field
testing, when a compaction test did not meet the specified relative compaction, the area was
generally reworked and a retest was taken. In-place testing of the AC materials was performed in
general accordance with ASTM D 2950 (Nuclear Gauge Method).
The specified relative compaction for general compacted fill and utility trench backfill was
90 percent of the modified Proctor density. The specified relative compaction for the upper
18 inches of subgrade soils for the new synthetic turf field was 95 percent of the Proctor density.
The specified relative compaction for the upper 18 inches of subgrade soils for the new
hardscape play areas was 100 percent of the Proctor density. The specified relative compaction
for the upper 12 inches of subgrade soils in other pavement areas and aggregate base materials
was 95 of the modified Proctor density. The specified relative compaction for AC was 95 percent
of the Hveem density value.
The approximate locations of the field density tests are shown on Figure 2. A summary of the
field density test results shown on Figure 2 is included in Attachment A.
CONCLUSIONS
The field density tests performed during the earthwork and paving operations indicated the specified
relative compaction, after retesting the reworked areas. The compaction testing services outlined in

this report have been conducted in accordance with current practice and the standard of care
exercised by geotechnical consultants performing similar tasks in this area. Based on our field
observations and the results of our field and laboratory tests, it is our professional opinion that the
geotechnical and soil engineering aspects of the construction have been performed in accordance
with the approved plans and recommendations of the project geotechnical report prepared by Ninyo
& Moore dated September 16, 2024 and the applicable governing standards.
No warranty, expressed or implied, is made regarding the observations and conclusions expressed
in this report. The reported test results represent the relative compaction and moisture content at the
locations tested. It is important to note that the precision of field density tests and the laboratory tests
is not exact and variations should be expected. The reported locations and elevations of the density
tests are estimated based on correlations with the site staking and the project plans. Further
accuracy is not implied.
