TGI has previously provided the above-references interim as-graded geotechnical report providing geotechnical the results of our observation and testing for the site shoring, earthwork and subgrade preparation of the building pad for the structure. The previous report also provided final design recommendations for construction of the structure and other improvements. Subsequently to the April 2022 report, TGI has provided periodic geotechnical observation and testing of earthwork for onsite and offsite improvements associated with the project including the following:

• Construction of a water main replacement in an easement located immediately north of the project boundary, including reconnection of existing water services, new water services to the project site, and replacement of a fire hydrant;
• Water main improvements in the State Street ROW along portions of the easterly property boundary;
• Installation of a fire service and fire hydrant in the State Steet ROW;
• Construction of a sewer main replacement in an easement along the northerly property boundary, including reconnection of existing sewer lateral and a new sewer lateral to the project site;
• Installation and relocation of various other underground utilities(electric, gas, telecommunications, CATV) in the State Street ROW and onsite;
• Subgrade preparation and Class 2 base placement and compaction for curb, gutter and sidewalk along the State Street frontage
• Paving subgrade preparation, Class 2 base placement and compaction, and paving operations in the State Street ROW;
• Paving subgrade preparation, Class 2 base placement and compaction, and paving operations in the private driveway of the property located immediately north of the project site affected by project construction operations (sewer and water main construction);
• Paving subgrade preparation and paving operations in the private driveway of the property located immediately north of the project site affected by project construction operations (sewer and water main construction);
• Paving subgrade preparation, Class 2 base placement and compaction, and paving operations for a small portion of an unnamed alley located south of the project site (damaged by construction equipment traffic);
• Fill placement to achieve finished grade elevations in the northerly and southerly side yards and the front setback area along the State Street frontage;
• Subgrade preparation, base, and paving for the concrete driveway to the subgrade parking level off the building;
• Subgrade preparation for concrete hardscape areas in the southerly side yard;
• Subgrade preparation, gravel base and drainage system installation for permeable pavers in the southerly side yard and a portion of the front yard;
• Construction of biofiltration planters on the structural podium deck level and front yard; TGI has observed earthwork operations and performed in-place dry density and moisture content tests on compacted fill and trench backfill in connection with the above-listed construction operations. In-place density tests results are summarized on Table 1. Test locations in the State Street ROW and in the southerly side yard area are identified on Figure 1. Trench fill test locations for sewer main and water main trenches within easements along the northerly property boundary and in the northerly side yard area are illustrated on Figure 2. All observation and testing has been performed by or under the supervision of a licensed Geotechnical Engineer.

Based on our observations and testing, it is our professional opinion that the geotechnical aspects of the construction have been completed in accordance with the approved plans and the recommendations of the previously referenced project geotechnical reports prepared by TGI dated April 24, 2020 and April 4, 2022. Dear Mr. Woolsey:
In accordance with your request and Change-Order No. 3 dated October 11, 2021, to our Professional Services
Agreement, Taylor Group, Inc. (TGI) has provided testing and observation services during the grading operations for
the subject development. This report pertains to the rough grading operations for the building pad for the planned
multi-story condominium building at the site. This is an interim report for our services during initial earthwork and
grading activities performed from February 10 through April 1, 2022, during the preparation of the pad for the garage
level slab. Additional grading will be performed following construction of the garage level slab and retaining walls for
the partially subterranean garage level of the building.
The scope of our services summarized in this report includes:
• Observing the installation of temporary and permanent shoring
• Observing grading operations including the removal of unacceptable site soils, removal and recompaction
of existing soil and placement and compaction of imported fill soil.
• Performing in-place dry density and moisture content tests on fill placed and compacted
• during the grading operations.
• Performing laboratory tests on samples of site soil and import to evaluate engineering characteristic and
corrosion parameters
• Preparing an Interim As-Graded Geologic Map.
• Preparing this interim As-Graded Geotechnical Report

GENERAL
The project site is located at 2501 State Street in the northern coastal area of the City of Carlsbad, California (see
Vicinity Map, Figure 1). Elliott Drilling Services, Inc. installed shoring in accordance with the approved plans. Pratt
Equipment Corp. performed the grading.
References to elevations and locations presented in this report are based on the surveyor’s or grade checker’s stakes
in the field, surveyed bottom elevations, and/or interpolation from the referenced grading and shoring plans.
SHORING INSTALLATION
Temporary and permanent shoring was installed to facilitate the planned grading of the site that included removal of
existing site soils to depths of approximately 8 to 12 feet below the previously existing grade. Shoring extends along
the entire south and east boundaries of the site and short sections of the west and north boundaries at the southwest
and northeast corners of the site.
The shoring consists of soldier beams and wood lagging installed by Elliott Drilling Services between February 10
and February 25, 2022. Soldier beams were installed during the period of February 10-16, 2022. Lagging was
installed during the excavation of site soils during the period of February 17 through March 9, 2022.
TGI observed the installation of the soldier beams to verify that the beams were installed in accordance with the
approved shoring plans with respect to depths, diameters, beam sections. Drilling at soldier beam S14 encountered
concrete at a depth of approximately 4 feet and was drilled with a core barrel to the required depth. Table 2 on Plate
1 provides a summary of as-built information for the soldier beam installation.
In general, the soldier beams were installed in accordance with the approved plans. Most of the soldier beam
sections exceeded those specified in the plans. All beams had the pile diameters specified in the plans and were
installed to at least the design depths.
GRADING OPERATIONS
Grading for the building pad included removal and off-site disposal of approximately 6 to 10 feet of existing clayey
fill soils across the site to expose the Old Paralic Deposits (“terrace deposits”). Approximately 2 to 4 feet of weathered
terrace deposits was removed and stockpiled on site to be replaced as compacted fill. Following removal of existing
fill and weathered terrace deposits, the firm terrace beneath the pad was scarified and recompacted to a depth of
12-inches prior to placement of compacted fill to achieve building pad elevations.
Excavation and removal of unacceptable site soils began on February 17 in conjunction with the shoring operations
and continued through March 9, 2022. Some obstructions were encountered during excavation that were not
anticipated. The obstructions are noted on Plate 1 and including concrete footings, remnants of a concrete hydraulic
structure (manhole or cesspool), remnants of 4” clay pipes and a concrete slab. These obstructions were removed
with some breaking required.

Placement of fill began on March 11 and proceeded from east to west. The fill placement for the building pad was
completed on April 1, 2022.
Slot-cut excavations along the northerly property boundary were performed with continuous observation by a
representative of TGI during the period of March 11 through March 18, 2022. The “A,B,C” slot cutting and
replacement of engineered fill were executed in general accordance with the recommendations in TGI’s November
2021 Addendum.
During the grading operations, we observed compaction procedures and performed in-place density tests to
evaluate the dry density and moisture content of the fill materials. We performed in-place density tests in general
conformance with ASTM Test Method D 6938 (nuclear). Table I presents the results of the in-place dry density and
moisture content tests. In general, the in-place density test results indicate the compacted fill possesses a dry density
of at least 90 percent of the laboratory maximum dry density near to slightly above optimum moisture content at the
locations tested. The Final As-Graded Geologic Map, Plate 1, presents the approximate locations of the in-place
density tests.
TGI tested laboratory samples of material used for fill to evaluate moisture-density relationships, optimum moisture
content and maximum dry density (ASTM D 1557) and grain size distribution (ASTM D 422). TGI tested samples
material within the upper approximately 3 feet of finish grade to evaluate the water-soluble sulfate content (California
Test No. 417) characteristics and shear strength of the fill.
AS-GRADED SOIL AND GEOLOGIC CONDITIONS
The soil and geologic conditions encountered during grading are similar to those described in the referenced
geotechnical design report. All unacceptable clayey undocumented fill soils were excavated and disposed of offsite.
The placement of compacted fill was performed in accordance with recommendations provided in the project
geotechnical report. The As-Graded Geologic Map, Plate 1, depicts the general geologic conditions observed during
grading. The finished building pad at the site is underlain by engineered fill ranging in thickness between
approximately 6.5 to 8 feet overlying dense Old Paralic Deposits. In general, the compacted fill consists of sand with
silt (SP) derived from removals of approved site soils (weathered terrace deposits) and silty sand (SM) imported from
two borrow locations.
CONCLUSIONS AND RECOMMENDATIONS
1.0 General
1.1 Based on our observations, we judge that the temporary and permanent shoring has been completed in
accordance with the approved plans and the recommendations of the previously referenced project
geotechnical report prepared by TGI dated April 24, 2020, and the geotechnical requirements of the referenced
grading plans.

1.2 Based on our observations and testing, we judge that grading for the building pad has been performed in
conformance with the recommendations of the previously referenced project geotechnical report prepared by
TGI dated April 24, 2020, the supplemental recommendations for slot cutting dated and the geotechnical
requirements of the referenced grading plans.
1.3 We did not observe soil or geologic conditions during grading that would preclude the continued development
of the property as planned. Based on laboratory test results and field observations, it is our opinion that the fill
observed and tested as part of the grading for this project was generally compacted to a dry density of at least
90 percent of the laboratory maximum dry density near to slightly above optimum moisture content.
1.4 The site is underlain by compacted fill and Old Paralic Deposits. We observed the placement of compacted
fill during the grading operations and performed in-place density tests to evaluate the dry density and moisture
content of the fill material.
1.5 Laboratory testing of near-grade soil conditions indicates the upper approximately 6.5 to 8 feet of engineered
fill soil underlying the building pad has a “very low” expansion potential (expansion index of 20 or less).
Laboratory testing indicates that the fill soil possesses “S0” water-soluble sulfate exposure class. The results
of the laboratory expansion index and water-soluble sulfate tests are presented herein.
1.6 It is anticipated that excavations within the fill and underlying formational deposits for foundations, utilities and
other improvements can be accomplished with moderate effort using conventional heavy-duty equipment.
2.0 Finish Grade Soil Conditions
2.1 Based on observations during grading, plasticity tests and laboratory grain size analysis tests, the engineered
fill and native deposits underlying the completed building pad meet the specifications listed in Section 6.3.6
of the design report and are judged to be “non-expansive” (expansion index [EI] of 20 or less) as defined by
the 2019 California Building Code (CBC) Section 1803.5.3.
2.2 A direct shear test (ASTM D 3080) was performed on a representative sample of the imported fill to assess the
shear strength properties of the engineered fill. A sample was remolded to approximately 90% relative
compaction and tested in an unsaturated state. Results are included in Attachment 1. The test results indicate
that the shear strength of the compacted fill exceed the minimum shear strength requirements stated in Section
6.3.3 of the design report and are consistent with the design assumptions made for the purpose of providing
design bearing capacity of shallow foundations.
2.3 Laboratory testing of a representative sample of imported fill soil representing the finished grade materials
indicated that the water-soluble sulfate content is 0.02%. The test results indicate the sample tested possess
“S0” sulfate exposure to concrete structures as defined by 2019 CBC Section 1904 and ACI 318-19, Chapter
19. Other soil samples from the site could yield different concentrations. Additionally, over time landscaping
activities (i.e., addition of fertilizers and other soil nutrients) may affect the concentration.
2.4 TGI does not practice in the field of corrosion engineering. Further evaluation by a corrosion engineer may be
performed if improvements susceptible to corrosion are planned.

3.0 Applicability Of Design Recommendations
Based on our observations, testing and analysis of the as-graded geotechnical conditions of the completed
building pad, we conclude that the design recommendations provided in the geotechnical report prepared by TGI
dated April 24, 2020 remain applicable for the completed building pad.
LIMITATIONS
The conclusions and recommendations contained herein apply only to our work with respect to development and
represent conditions on the date of our final observation. Any subsequent improvement should be done in
conjunction with our observation and testing services. As used herein, the term “observation” implies only that we
observed the progress of the work with which we agreed to be involved. Our services did not include the evaluation
or identification of the potential presence of hazardous materials. Our conclusions and opinions as to whether the
work essentially complies with the job specifications are based on our observations, experience and test results.
Subsurface conditions, and the accuracy of tests used to measure such conditions, can vary greatly at any time. We
make no warranty, express or implied, except that our services were performed in accordance with engineering
principles generally accepted at this time and location.
TGI will accept no responsibility for any subsequent changes made to the site by others, by the uncontrolled action
of water, or by the failure of others to properly repair damages caused by the uncontrolled action of water. The
findings and recommendations of this report may be invalidated wholly or partially by changes outside our control.
Therefore, this report is subject to review and should not be relied upon after a period of three years.
