Executive Summary Staff received a notification from the San Diego Registrar of Voters Office on Jan. 12, 2026, requesting use of Alga Norte Community Park Meeting Room 301, Calavera Hills Community Park Activity Room, Pine Avenue Community Center Activity Room and Stagecoach Community Center Activity Room as vote center locations and waiving any associated fees for their use in the 2026 Primary and General Elections. Staff are requesting the City Council’s approval for the use of these locations. Explanation & Analysis San Diego County uses vote centers instead of traditional neighborhood polling places, as allowed under California’s Voter’s Choice Act. Voters can visit these centers to vote, register and vote the same day, drop off their ballots, vote with an accessible voting machine or receive help and voting materials in multiple languages. Fiscal Analysis California Elections Code Section 12283(b)(1) allows the city to provide these facilities for the Registrar of Voter’s use without cost to the county. Providing use of the requested city facilities for the Primary and General Elections will result in a decrease in revenue generated from the day-to-day use of these facilities. Because of the nature of the programming and incidental use, staff are unable to determine an accurate fiscal impact. Next Steps Staff will provide the necessary parks and facilities use application to the Registrar of Voters for completion. Environmental Evaluation The proposed action is not a “project” as defined by the California Environmental Quality Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) because providing voting centers for the primary and general elections is an organizational or administrative government activity that will not result in direct or indirect physical changes in the environment.
