PLEDGE OF ALLEGIANCE: Economic Development Director Matt Sanford led the Pledge of
Allegiance.
APPROVAL OF MINUTES:
Minutes of the Special Meeting held July 15, 2025.
Motion by Mayor Pro Tern Bhat-Patel, seconded by Mayor Blackburn, to approve the minutes
as presented. Motion carried unanimously, 2/0.
PUBLIC COMMENT: None.
SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None.
NEW BUSINESS:
1. CARLSBAD BUSINESS ORGANIZATION AND BUSINESS UPDATES -Receive informational
reports from Carlsbad business organizations, discuss and provide recommendations. (Staff
contact: Matt Sanford, Economic Development Department)
Recommendation: Receive the informational reports and provide feedback.
The subcommittee received informational reports from Visit Carlsbad President and CEO Kim
Sidorak, Carlsbad Village Association Executive Director Christine Davis, and Carlsbad
Chamber of Commerce President and CEO Brett Schanzenbach .
The subcommittee received the reports.
2. STATE OF CARLSBAD COMMERCIAL REAL ESTATE -Receive an informational report from
Costar Group regarding the current state of Carlsbad's commercial real estate portfolio,
current challenges, and opportunities. (Staff contact: Matt Sanford, Economic Development
Department)
Recommendation: Receive the report.
Josh Ohl, Senior Director of Analytics at Costar Group reviewed a Power Point presentation
(on file in the Office of the City Clerk) on current market dynamics in Carlsbad's commercial
real estate sectors
The subcommittee received the reports.

3. ECONOMIC DEVELOPMENT STRATEGIC ACTIONS UPDATE -Receive an informational report
on the implementation of current economic development strategic actions, discuss and
provide recommendations. (Staff contact: Matt Sanford, Economic Development
Department)
Recommendation: Receive the informational report and provide feedback.
Economic Development Manager Matt Sanford and Senior Program Manager Rachel Maltz
reviewed a PowerPoint presentation (on file in the Office of the City Clerk) outlining current
initiatives and updates related to economic development, and highlighted key programs,
strategic priorities, and efforts to support growth and community vitality.
The subcommittee received the report.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: None.
