Dear Mr. Guzman: In accordance with your request, we provided compaction testing and observation services during construction of improvements at the subject project. We provided our services between August 2024 and August 2025. The scope of our services consisted of performing in-place density tests on a “call out” basis during minor grading and trench backfill of underground utilities (see Table I for specific utilities) and wall backfill. We also performed in-place density tests on curb/gutter subgrade, drive isle/parking lot subgrade, aggregate base and asphalt concrete pavement. Carlsbad Oaks North Business Park – Lot 3 Final Report of Testing and Observation Services Performed During Improvement Construction Project No. 06442-32-34B - 2 - August 29, 2025 We provided full-time testing and observation services during construction of Mechanically Stabilized Earth (MSE) retaining wall No. 1. Specific to MSE wall No. 1, our services consisted of observing the foundation excavation prior to placement of base rock and block layers, observing geogrid placement and observing installation of the wall drainage system. We understand that the wall drain will be connected to the project storm drain system by TFW Construction Incorporated, the project general contractor. Reinforcement of the wall consisted of Miragrid 3XT. We checked that the grid lengths were consistent with the project plans (Reference 4) during wall construction. Slack was removed from the grids by pulling the grid tight and either nailing the back of the grid down or placing soil on the back of the grid. Our observations indicated that the grids were placed in substantial conformance with the referenced plans. The wall drain system was constructed in general conformance with the project plans. The drain system placed behind the wall units consisted of a 4-inch-diameter, PVC perforated drainpipe encapsulated in ¾-inch gravel and wrapped in Mirafi 140N filter fabric. Minor grading consisted of constructing the portion of fill slope above the MSE wall that was removed as part of the wall back cut excavation. Soil fills were placed in lifts no thicker than would allow for adequate bonding and compaction. The soil was moisture conditioned, as necessary, and mixed during placement. We performed in-place density tests in general conformance with ASTM D 6938 for soil and aggregate base, and ASTM D2950 for asphalt concrete. Table I presents the in-place dry density and moisture content tests results. Where fill soil contained rock larger than ¾-inch, a correction was made to the laboratory maximum dry density and optimum moisture content using methods suggested by AASHTO T224. The values of maximum dry density and optimum moisture content presented on Table I reflect these corrections Results of in-place density tests indicate soil placed during minor grading, trench backfill, wall backfill, and curb/gutter subgrade possess a dry density of at least 90 percent of the laboratory maximum dry density near or slightly above optimum moisture content at the locations tested. Similarly, a relative compaction of at least 95 percent was achieved on the drive isle/parking lot subgrade soil, aggregate base and asphalt concrete. Carlsbad Oaks North Business Park – Lot 3 Final Report of Testing and Observation Services Performed During Improvement Construction Project No. 06442-32-34B - 3 - August 29, 2025 We performed laboratory compaction tests on representative soil samples in accordance with ASTM D 1557 (maximum dry density and optimum moisture content), D 4318 (Atterberg Limits), D 6913 (sieve analyses for soil) and AASHTO T-236 (shear strength characteristics). We also performed laboratory tests on asphalt concrete samples in accordance with ASTM D 2726 (Hveem density), D 2041 (theoretical maximum density), D 1560 (asphalt concrete stability), D 6307 (asphalt content), and C 136 (sieve analysis for asphalt). Tables II through VI present the laboratory test results. Figures 1 through 4 present the direct shear and sieve analyses laboratory test results.
