Recommended Action
Accept nominations from the floor and adopt resolutions appointing a Chair and a Vice Chair of
the Parks & Recreation Commission for terms ending December 2026.
Executive Summary/Explanation & Analysis
Each year, appointments are made for Chair and for Vice Chair of the Parks & Recreation
Commission. The Chair presides at all meetings of the Parks & Recreation Commission. The
Vice Chair serves in the place and stead of the Chair in the Chair’s absence.
After nominations have been accepted for Chair, the Commission will appoint a Chair for 2026.
Likewise, after nominations have been accepted for Vice Chair, the Commission will appoint a
Vice Chair for 2026.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under Public Resources Code
Section 21065 in that it has no potential to cause a direct physical change or a reasonably
foreseeable indirect physical change in the environment.

A RESOLUTION OF THE PARKS & RECREATION COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING A CHAIR TO PRESIDE AT ALL PARKS
AND RECREATION COMMISSION MEETINGS
WHEREAS, the Parks & Recreation Commission of the City of Carlsbad, California was
established on Sept. 12, 2023; and
WHEREAS, Carlsbad Municipal Code Section 2.15.080 requires the Commission to appoint one
of its members as Chair to preside at all Commission meetings.
NOW, THEREFORE, BE IT RESOLVED by the Parks & Recreation Commission of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That appointing a Chair of the Commission does not require environmental review
because it does not constitute a project within the meaning of the California
Environmental Quality Act under Public Resources Code Section 21065 in that it has no
potential to cause a direct physical change or a reasonably foreseeable indirect physical
change in the environment.
3. That the following Commissioner is appointed to serve as Chair of the Commission for a
term ending December 2026: Robert Winston
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the Parks & Recreation Commission
of the City of Carlsbad on the 9th day of February 2026, by the following vote, to wit:
AYES: Winston, Allemann, Sander, Gisbert, Knight, Revell, Grove
NAYS: None.
ABSTAIN: None.
