How to participate
If you would like to provide comments to the Commission, please:
• Fill out a speaker request form, located in the foyer.
• Submit the form to the Clerk before the item begins.
• When it’s your turn, the Clerk will call your name and invite you to the podium.
• For non-agenda public comment, speakers must confine their remarks to matters within the Commission’s
subject matter jurisdiction.
• For public comment on agenda items, speakers must confine their remarks to the question or matter under
consideration.
• Speakers have three minutes, unless the presiding officer (usually the Chair) changes that time.

beginning of the meeting). Group representatives have 10 minutes unless that time is changed by the presiding
officer or the Commission.
• Failure to comply with the rules for public participation is disruptive conduct. Continuing disruptive conduct
after being asked by the presiding official to cease may result in removal from the meeting.

the meeting will be shared with the Commission prior to the meeting. When e-mailing comments, please
identify in the subject line the agenda item to which your comments relate. All comments received will be

COMMISSION MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This
portion of the agenda is for the Commission to make brief announcements, brief reports of their activities
and requests for future agenda items.
Chair Rangus inquired about how the request for soft desserts at lunchtime had been addressed and
asked whether any plans had been identified for the recent donation received. She also requested
clarification on whether the city has specific requirements for accepting donations. She expressed
appreciation to the Rotary Club at Sage Creek High School for their volunteer service at various
events. She announced that there is a vacancy on the Commission, noting that applications are due
by March 6 for those interested in applying. Additionally, she requested that two items be added to
the next agenda: discussion of scheduling a north county senior center tour, including visits to the
Oceanside, Vista, and San Marcos Senior Centers, and the discussion of scheduling of a tour of several
parks throughout the city.
Vice Chair Schouwe added that it would be best to wait unit the new Commissioner has been
installed before scheduling the tours.
STAFF COMMENTS:
Recreation Services Manager Ashlee Williams expressed her appreciation for Nelson Ross’ years of
service on the commission and his volunteerism at the Senior Center. She shared staff’s intention to
present his family with a certificate of appreciation. Ms. Williams explained that a motion and
majority Commission approval would be required to bring the north county senior center tour item
back for discussion at the next meeting. She also welcomed Commissioner Freedland to the
Commission and reiterated the current Commission vacancy, noting that applications are due March
6, 2026, and that the appointment is scheduled for the April 14, 2026 City Council Meeting agenda.
Lastly, due to a scheduling conflict with the regularly scheduled Aug. 27, 2026, Commission meeting,
she proposed canceling the regularly scheduled Commission meeting and instead holding a special
meeting of the Commission that same day at 5:00 p.m. The Commission made a motion based on that
proposal and approved the change.
ADJOURNMENT: 3:40 p.m.
