PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: None. PUBLIC COMMENT: Glenn Bernard spoke about a mailer and commented on airport expansion. Mike Borrello spoke on government fraud and corruption, the Claude A. “Bud” Lewis Desalination Plant, and Borrello vs. Carlsbad. Patti K. expressed concerns regarding the lack of consequences to recent interference with law enforcement. Richard Newton spoke on the governmental structure of the State of California. CONSENT CALENDAR: Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to approve Consent Calendar Items Nos. 1 through 2. Motion carried unanimously, 5/0. 1. APPROPRIATION OF ADDITIONAL FUNDS FOR THE STATE STREET PARKING LOT ELECTRIC VEHICLE CHARGING STATIONS PROJECT, CIP PROJECT NO. 4090 – Adoption of Resolution No. 2026-031 authorizing additional appropriation of funding in an amount not to exceed $147,000 for the State Street Parking Lot Electric Vehicle Charging Stations Project. CONTINUING THE PROCLAMATION OF A STORM-RELATED LOCAL EMERGENCY TO REPAIR STORM DRAIN INFRASTRUCTURE IN THE COASTAL BLUFFS NEAR CARLSBAD BOULEVARD AND SOLAMAR DRIVE – Adoption of Resolution No. 2026-032 continuing the proclamation of a storm-related local emergency to repair storm drain infrastructure in the coastal bluffs near Carlsbad Boulevard and Solamar Drive and determining the need to continue the emergency storm drain repair work. DEPARTMENTAL AND CITY MANAGER REPORTS: 4. WORK PLANS FOR FISCAL YEAR 2025-26 FOR THE LIBRARY BOARD OF TRUSTEES AND THE ARTS COMMISSION – 1) Adoption of Resolution No. 2026-033 accepting the fiscal year 2024- 25 work plan report of accomplishments and approving the fiscal year 2025-26 work plan for the Library Board of Trustees; and 2) Adoption of Resolution No. 2026-034 accepting the fiscal year 2024-25 work plan report of accomplishments and approving the fiscal year 2025-26 work plan for the arts commission. Library Board of Trustees Chair Laurel Moran spoke on library actions that were approved and reviewed by the Library Broad of Trustees this year. Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to adopt Resolution Nos. 2026-033 and 2026-034. Motion carried unanimously, 5/0. 5. UPDATE ON FEDERAL ACTIVITIES IN THE CITY OF CARLSBAD – Receive an update on what the Carlsbad Police Department has observed in terms of federal activities within the City of Carlsbad. (Staff contact: Christie Calderwood, Police Department and Jennifer True, City Attorney) City Manager’s Recommendation: Receive the update. City Manager Geoff Patnoe introduced the item. Police Chief Christie Calderwood and Senior Assistant City Attorney Jennifer True reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The City Council received the update. Glenn Bernard spoke on Immigration and Customs Enforcement (ICE) protests. Mike Borrello spoke in favor of the city cooperating with federal agents. Mayor Blackburn called for a recess at 6:03 p.m. Mayor Blackburn reconvened the duly noticed meeting at 6:25 p.m. Connie Unger asked City Council and the Carlsbad Police Department (CPD) to protect its’ residents. Farris Khan advocated collaboration between CPD and citizen patrols. Mareka Lodge inquired about automated license plate reader data. Jennifer Lynskey expressed her concerns regarding unlawful immigration tactics. Mary Davis spoke in opposition of sanctuary cities. Jul-Ann Lodge commended Police Chief Christie Calderwood for addressing resident concerns. Misty O’Healy expressed her concerns about automated license plate data sharing and enforcement tactics used by federal agents in Carlsbad. Kristen Farina expressed her concerns regarding ICE activity in Carlsbad and offered her support to local law enforcement. Tina Zucker expressed her concerns about not being able to trust law enforcement. Diana Aguirre thanked Council Member Acosta and expressed her concerns regarding the presence of ICE in Carlsbad. Chih-Wu Chang advocated to keep ICE out of Carlsbad. Socorro Anderson expressed her concerns regarding immigration and Carlsbad families. Katrina Chambers requested clarification of an incident regarding federal agents seen at the Dove Library. Terry Barron inquired about future actions that could be taken to protect the residents of Carlsbad from ICE. Audrey Critchlow spoke on the importance of trust and asked if the community of Carlsbad can trust CPD. Beth Barnum expressed her support for ICE and local police. Richard Newton spoke on the Unites States Constitution and expressed his support for ICE. Vickey Syage suggested an in-dept follow-up for City Council and CPD to provide additional information to the public. Nicole Stefanko-Fuentes expressed her concerns regarding ICE and the use of Federated Learning of Cohorts. Leah Bose expressed her concerns regarding sharing of CPD resources or facilities with ICE or Department of Homeland Security and requested more transparency regarding license plate data. Michele Ward spoke on the harm caused to Carlsbad families and school communities by federal activities. Sam Ward spoke in support of CPD and advocated for CPD to maintain the safety of the community and residents of Carlsbad. Kai Trueblood Fall spoke on the Kindness Pledge. Cohen La Breche advocated for safety and respect in Carlsbad. Minute Motion by Council Member Acosta, seconded by Mayor Pro Tem Bhat-Patel, directing the City Manager to add the Know Your Rights information and other federal resources information to the city’s website and communicate the highlights of this presentation out far and wide to the public. COUNCIL REPORTS AND COMMENTS: Mayor Blackburn and the City Council Members reported on activities and meetings of some committees and subcommittees of which they are members.
