Executive Summary Staff evaluated the intersection of Grand Avenue and Madison Street for having stop signs in all directions in response to requests from the community and as part of the city’s ongoing efforts to improve traffic safety. This would involve adding stop signs only for eastbound and westbound traffic on Grand Avenue at Madison Street since there are already existing stop signs for northbound and southbound traffic on Madison Street, adding “All-Way” supplemental signs and installing marked high-visibility crosswalks. The evaluation was conducted in accordance with the California Manual on Uniform Traffic Control Devices, which serves as the standard and guidance document for traffic control devices installed in the State of California, including traffic signs, road surface markings and traffic signals. Based on this analysis and upon the recommendation of the Traffic Safety & Mobility Commission on Feb. 2, 2026, staff recommend establishment of all-way stop control at the intersection of Grand Avenue and Madison Street. Staff are asking the City Council to introduce an ordinance to amend the Carlsbad Municipal Code to establish all-way stop control at this intersection. Only the City Council has the authority to make changes to the Municipal Code. March 10, 2026 Item #8 Page 1 of 15 Explanation & Analysis Current roadway conditions Grand Avenue and Madison Street are classified as Village Streets in the city’s General Plan Mobility Element, the element that covers transportation. They are in the Village, in the northwest quadrant of the city. •Grand Avenue and Madison Street have a posted speed limit of 25 mph. •The surrounding land uses include residential and commercial along both streets. •The intersection of Grand Avenue and Madison Street has existing stop signs for northbound and southbound traffic at Madison Street. •Grand Avenue has a roadway width that varies from 54 to 70 feet, curb to curb, accommodating two travel lanes in the westbound direction and one travel lane in the eastbound direction. On-street parking is available on both sides. •Madison Street has a roadway width that varies from 48 to 60 feet, curb to curb, accommodating one travel lane and on-street parking in each direction. Residents have expressed concerns about the intersection of Grand Avenue and Madison Street due to limited visibility, vehicle speeds on Grand Avenue and the safety of pedestrian crossings as well as expected additional pedestrian traffic with the opening of the grocery store Barons Market on the northwest corner of the intersection, which is expected later this year. Due to these concerns, they have requested the installation of additional stop signs for eastbound and westbound traffic on Grand Avenue at the intersection with Madison Street. All-way stop analysis The city contracted with Michael Baker International, Inc., a civil engineering firm, to conduct all-way stop analysis at 28 locations around the city, including Grand Avenue and Madison Street. The analysis, following the guidelines in the state’s Manual on Uniform Traffic Control Devices, evaluates factors such as vehicle, pedestrian and bike volumes. In addition, the state’s manual outlines optional criteria that may be considered, including sight distance, movement conflicts and overall traffic operations to assess whether all-way stop control is justified at a particular intersection. The intersection of Grand Avenue and Madison Street meets the state manual’s optional criteria to be justified for an all-way stop control. The optional criteria considered are: A.The need to control left-turn conflicts B.The need to control vehicle and pedestrian conflicts near locations that generate high pedestrian volumes C.Locations where a road user after stopping cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross-traffic is also required to stop D.An intersection of two residential neighborhood collectors, or through streets of similar design and operating characteristics where an all-way stop control would improve the traffic operational characteristics of the intersection Staff reviewed the consultant’s findings that the intersection satisfies Optional Criterion B, as shown in Exhibit 3. The following describes how the subject intersection satisfied the manual’s Optional Criterion B. March 10, 2026 Item #8 Page 2 of 15 Optional Criterion B The traffic data collected shows a significant number of pedestrians crossing at this intersection, 1,247 pedestrians on a typical weekday. Additionally, a new grocery store, Barons Market, is scheduled to open later this year in the northwest quadrant of the intersection, which would likely further increase pedestrian activity in the area. An all-way stop with marked high-visibility crosswalks 1 would reduce potential conflicts between vehicular traffic and pedestrians at this intersection. This criterion is therefore satisfied. Queuing analysis Staff conducted a queueing analysis, which studied how many vehicles line up at the intersection during peak periods, to evaluate whether all-way stop control at the intersection of Grand Avenue and Madison Street would cause vehicles to spill back into the two adjacent signalized intersections, each located 300 feet from Madison Street, on Grand Avenue. The analysis indicates that vehicle queues on Grand Avenue would be less than 135 feet during peak periods, so impacts to the adjacent signalized intersections are not anticipated. Additional parking Red curbs that were previously installed on Grand Avenue to address sight-distance concerns for cars turning from Madison Street would no longer be needed with the implementation of an all-way stop at the intersection. The existing red curbs could therefore be removed to allow for additional parking on Grand Avenue. Staff estimated that about three parking spaces could be added on Grand Avenue with the removal of red curbs associated with the implementation of an all- way stop at this intersection. A related staff report proposing additional parking and lane reduction on Grand Avenue between the Tyler Street Alley and Jefferson Street, which includes the Grand-Madison intersection, is also to be presented to the City Council at this meeting. Community Outreach Staff have notified affected residents, business owners and others who may be interested in the establishment of all-way stop control at this intersection, through: •Website updates •Social media posts •City Manager’s Update e-newsletter •Outreach to local businesses and the Carlsbad Village Association 1 High-visibility crosswalks use patterns, such as continental and ladder designs, that are more visible from farther away than traditional transverse-line crosswalks. They are designed to increase driver awareness and improve yielding behavior. March 10, 2026 Item #8 Page 3 of 15 Traffic Safety & Mobility Commission recommendation The Traffic Safety & Mobility Commission supported staff’s recommendation to install all-way stop control at the intersection of Grand Avenue and Madison on Feb. 2, 2026. The approved minutes from this meeting are provided as Exhibit 4. Fiscal Analysis Installation of new stop signs with “All-Way” supplemental signs, associated striping and removal of existing red curbs will cost approximately $8,000. Sufficient funds are available in the Traffic Engineering Operating Budget to cover the proposed work. Next Steps Following the City Council’s introduction of the ordinance, the item will be scheduled for adoption at the City Council’s next meeting. The ordinance will then become effective 30 days following adoption. After the ordinance goes into effect, staff will issue a work order and perform the installation of the appropriate signage and striping at the Grand Avenue and Madison Street intersection. The red curbs will be removed concurrently. Environmental Evaluation The proposed action to establish all-way stop control and associated roadway striping and to remove red curb painting is categorically exempt from environmental review under California Environmental Quality Act, or CEQA, Guidelines Section 15301(c) because it involves the maintenance, repair or minor alteration of existing facilities with negligible or no expansion of the existing or former use. This exemption covers changes in traffic and parking regulations, including installation and replacement of signs in connection therewith, where such changes do not establish a higher speed limit along a significant portion of the street and will not result in more than a negligible increase in use of the street. No exceptions to the categorical exemption as set forth in CEQA Guidelines Section 15300.2 or Carlsbad Municipal Code Section 19.04.070(C) apply. The proposed action is also exempt from the requirements of a minor coastal development permit and coastal development permit because the proposed action is to establish all-way stop control. Activities of public utilities as specified in the repair, maintenance, and utility hookup exclusion adopted by the Coastal Commission, including but not limited to miscellaneous traffic safety projects, are exempt in accordance with Carlsbad Municipal Code Section 21.201.060.B.11. A permit issued by the city for a development which is categorically excluded or exempt from the coastal development permit requirements is exempt from the notice and hearing requirements of Carlsbad Municipal Code Chapter 21.201. The proposed action to adopt an ordinance amending Section 10.28.810 of the Carlsbad Municipal Code to establish all-way stop control at the intersection of Grand Avenue and Madison Street is also exempt from environmental review under CEQA Guidelines Sections 15061(b)(3) and 15378(b)(5) because it can be seen with certainty that there is no possibility that the proposed action may have a significant effect on the environment. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING SECTION 10.28.810 OF THE CARLSBAD MUNICIPAL CODE TO ESTABLISH ALL-WAY STOP CONTROL AT THE INTERSECTION OF GRAND AVENUE AND MADISON STREET WHEREAS, pursuant to Article XI, Section 5 of the California Constitution, and Government Code Section 37100, the City Council may pass ordinances not in conflict with the Constitution and the laws of the State of California or the United States; and WHEREAS, the City of Carlsbad, California is a charter city, duly organized under the California Constitution, the Charter of the City of Carlsbad, and the laws of the State of California; and WHEREAS, Vehicle Code Section 21100 delegates the authority to local authorities to regulate traffic by means of official traffic control devices meeting the requirements of Vehicle Code Section 21400; and WHEREAS, the City Council desires to protect the public safety and welfare of persons and property within the City of Carlsbad; and WHEREAS, the city contracted with Michael Baker International, a civil engineering firm, to conduct a multi-way stop analysis at 28 locations within city limits, including Grand Avenue and Madison Street, and Michael Baker International determined that the intersection of Grand Avenue and Madison Street satisfied criteria for a multi-way stop based on guidelines provided by the California Manual on Uniform Traffic Control Devices; and WHEREAS, staff reviewed the analysis by Michael Baker International and determined that the proposed intersection design meets the requirements of the California Manual on Uniform Traffic Control Devices, would improve safety, and therefore warrants the establishment of all-way stop control at the intersection of Grand Avenue and Madison Street; and WHEREAS, existing red curbs on Grand Avenue that were installed to address sight distance concerns would no longer be needed and therefore can be removed with the establishment of all-way stop control at this intersection; and WHEREAS, on Feb. 2, 2026, the Traffic Safety & Mobility Commission supported staff’s recommendation to install all-way stop control at the intersection of Grand Avenue and Madison Street; and March 10, 2026 Item #8 Page 6 of 15 WHEREAS, there are sufficient funds in the operating budget to implement the all-way stop control at the intersection of Grand Avenue and Madison Street. NOW, THEREFORE, the City Council of the City of Carlsbad, California, ordains as follows: 1. People drive way too fast on EB Grand trying to make it through the light at Jefferson--l've seen many near misses of cars vs. moms with strollers, elderly, kids on bikes, etc. If this isn't reason enough, please consider that when Barrens opens, vehicle, bicycle and foot traffic will greatly increase in the area along with the likelihood of a tragic accident at this location. The city is aware of resident concerns about this unsafe intersection which greatly increases your liability in the event of a tragic incident at this intersection. Please install the 4-way stop ASAP. My family has personally experienced several close calls at the intersection and witnessed many more. With the new store going into the shopping center and more traffic there it is definitely needed. Currently, crossing Grand Avenue from Madison Street presents a safety concern for drivers and pedestrians. Due to limited visibility, drivers must pull forward into traffic to see oncoming vehicles and then accelerate quickly to cross or turn onto Grand. This creates an uncomfortable and potentially hazardous situation, particularly when pedestrians are present. A flashing crosswalk would raise awareness for pedestrians but would not address the fundamental challenge drivers face when attempting to cross or turn onto Grand Avenue. An all-way stop would provide a clearer, safer solution by improving visibility, slowing traffic, and creating predictable movement for both vehicles and pedestrians. With the upcoming opening of Barons Market, traffic at this intersection will only increase. Installing a four-way stop now would be a proactive step to improve safety and calm traffic at this important location. We have already seen the positive impact of this type of measure. The recently installed three-way stop at State Street and Laguna Drive has significantly improved safety and traffic flow. We believe a similar installation at Grand Avenue and Madison Street would produce equally beneficial results. Thank you for your consideration. Item #8: Stop at Madison & Grand. I am currently a business resident at 640 Grand Ave., at the intersections of both Madison and Roosevelt Streets. I've been at this location since 2012. Too often, the speed of traffic traveling west bound on Grand Ave., at these intersections creates unsafe conditions for both pedestrians and vehicles. I am in favor of a four-way stop at Madison & Grand. Item #12: Grand Ave. Proposed Additional Parking and Lane Reduction. Angled Parking was added to Madison at 640 Grand some years ago . Angled parking, when close to a driveway, creates a tremendous block of view of traffic approaching from the left side. One's vehicle needs to venture far into the lane of traffic before gaining sufficient line-of-sight view of oncoming traffic (see diagram). Near driveways, angled parking spots create blind spots that lead to increased accidents and injury. I encourage the city to carefully weigh the benefits of increased parking capacity versus increased injury and fatalities . I also encourage the city to consider acquiring additional property in the Barrio for the sole purpose of public parking while retaining (and restoring) parallel parking spots near driveways. I am in favor of: 1) Not adding angled parking near driveways. 2) Restoring parallel parking spots near the driveway of 640 Grand onto Madison and other locations where angled parking creates blind spots to oncoming traffic. 1 3) The city purchasing properties when available or appropriate for the purposes of expanding public parking. Cars attempting to drive straight through on Madison have a difficult time finding an opportunity to cross straight through the intersection as cross traffic does not stop, so cars on Madison aggressively speed through the intersection to make it to the other side, which is dangerous for the drivers but also poses a significant danger to any pedestrian or cyclist trying to navigate the intersection at the same time. Drivers are so focused on speeding across in a small window of opportunity and they aren't focusing on pedestrians or others nearby. Regarding the crosswalk here, this is a very dangerous intersection for pedestrians as cars never seem to see pedestrians waiting on the curb and drive right past them without yielding to allow them to cross. At night it is even more dangerous for pedestrians as there are no flashing lights to indicate to drivers that a pedestrian is in the crosswalk. I see people sprint across the crosswalk to get to the other side as traffic approaches them without slowing down. I highly recommend a new all-way stop and installation of crosswalk flashing lights. There are many businesses and residences near this intersection so there is a good deal of vehicle, bike, and pedestrian traffic passing through here daily. Thank you for your consideration.
