Recommended Actions
1) Adopt a resolution approving the preliminary layout of diagonal parking and associated
reduction from two lanes to one lane on westbound Grand Avenue between the Tyler
Street Alley and Jefferson Street, revising the scope of Capital Improvement Program
Project No. 6079 to include implementation of the parking improvements on Grand Avenue
and authorizing a budget transfer from the General Capital Construction Fund to the
Parking-in-Lieu Fees Fund; and
2) Adopt a resolution approving a City Council policy statement on traffic lane reductions.
Executive Summary
On March 18, 2025, the City Council approved a minute motion directing staff to:
• Consult the City Council before converting a street from two lanes to one
• Highlight in more detail future lane reduction proposals when the City Council hears the
item
• Enhance public outreach on these projects
Staff are now presenting the City Council with a project that would provide 11 additional
parking spaces on Grand Avenue in the Village. The city could gain these additional parking
spaces by reducing the number of lanes on the westbound side of Grand Avenue between the
Tyler Street Alley and Jefferson Street from two to one and converting some parallel parking
spaces into diagonal parking spaces. The lane re-configuration and parking modifications take
into account the width of the roadway, traffic operations and emergency response needs.
A related item on this City Council meeting agenda asks the City Council to approve an
ordinance establishing all-way stop signs at Grand Avenue and Madison Street. This change
could allow for three additional parking spaces, resulting in 14 new spaces.

Staff recommend that the City Council approve the preliminary layout for the parking
modification and lane reduction on westbound Grand Avenue.
The city has a Capital Improvement Program project, the Roadway Improvements - Coastal Area
Analysis and Implementation Project, Project No. 6079, that includes a comprehensive
evaluation of on-street parking that will recommend ways to increase on-street parking in the
Village and Barrio areas. Staff are requesting that the City Council approve revising the scope of
Project No. 6079 to include implementation of the parking improvements on Grand Avenue and
authorize a budget transfer from the General Capital Construction Fund to the Parking-in-Lieu
Fees Fund for the project.
Staff have also developed a potential City Council policy on lane reductions to establish the
intent of the March 18, 2025, minute motion for the City Council’s consideration. Under City
Council Policy No. 1, adopting a City Council policy requires four affirmative votes of the City
Council.
Explanation & Analysis
Overview
Parking Improvement in the Village
Parking in the Village and Barrio has been identified as a priority by the City Council. Staff’s
focus on this effort to date has led to the creation of 44 additional parking spaces, 22 in each of
the Village and the Barrio. (A study of parking utilization in the Village, Barrio and beach areas is
offered for the City Council’s consideration in a different item on this agenda.)
Grand Avenue
Grand Avenue is classified as a Village Street in the city’s General Plan Mobility Element. It has a
posted speed limit of 25 mph, with residential and commercial land uses along the street. The
stretch of Grand Avenue between the Tyler Street Alley and Jefferson Street has a curb-to-curb
width that varies from 54 to 70 feet, accommodating two 12-foot-wide travel lanes in the
westbound direction and one 17-foot-wide travel lane in the eastbound direction. Diagonal
parking is provided on the south side of Grand Avenue while parallel parking is available on the
north side of the street.
Proposed parking improvements on Grand Avenue
As an ongoing effort to increase parking in the Village, staff explored the opportunity to convert
existing parallel parking to diagonal parking on the north side of Grand Avenue between the
Tyler Street Alley and Jefferson Street.
The number of travel lanes in the westbound direction would need to be reduced from two to
one to fit diagonal parking on the north side of Grand Avenue. Based on review by the city’s
internal Transportation Review Committee, composed of staff from the Transportation, Fire
and Police Departments, staff are proposing a lane configuration consisting of one 11-foot-wide
lane in each direction and a 10-foot-wide two-way left turn lane between the Tyler Street Alley
and Harding Street. This configuration would accommodate left-turn pockets at the
intersections and facilitate emergency vehicle travel.
The conversion of parallel to diagonal parking on the north side of Grand Avenue, with minor
modifications to diagonal parking markings on the south side, would yield a net gain of 11
parking spaces. In addition, reducing the number of travel lanes and narrowing the lanes could

help manage vehicle speeds on Grand Avenue, while the center lane would provide a dedicated
space for cars making left-turns at driveways and intersections, enhancing traffic flow.
Additionally, with the City Council’s adoption of the ordinance for an all-way stop at Grand
Avenue and Madison Street, which is being proposed for introduction at this City Council
meeting, three additional parking spaces, for a total of 14, could be realized.
To implement the proposed parking improvements, staff recommend that the project scope of
the Roadway Improvements - Coastal Area Analysis and Implementation Project be expanded
to include the design and construction phases for the parking modifications on Grand Avenue.
General Plan consistency and proposed City Council policy
The Mobility Element is the element of the city’s General Plan that addresses transportation
needs. It establishes policies and plans on how the city designs and improves transportation
infrastructure. Mobility Element Policy 3-P.15 requires the City Council’s approval on
transportation facility improvements with lane reductions, referred to as a road diet in the
policy, that would reduce vehicle capacity to or below a level of service of D:
“Policy 3-P.15 Evaluate methods and transportation facility improvements to
promote biking, walking, safer street crossings, and attractive streetscapes. The
City Council shall have the sole discretion to approve any such road diet or
vehicle traffic calming improvements that would reduce vehicle capacity to or
below a level of service, or LOS, D.”
Staff therefore conducted a roadway segment analysis to assess the impact on vehicle capacity
with the proposed lane reduction on the westbound side of Grand Avenue from two to one.
The segment of Grand Avenue currently operates with a level of service D, and the analysis
revealed that will remain the same with the proposed improvements, as shown in the table
below.

Proposed City Council statement
Staff have developed a City Council policy that implements prior City Council direction from its
March 18, 2025, minute motion. The policy requires the City Manager to bring any proposed
street lane reductions to the City Council, provide detailed design information and increase
public outreach. The policy aligns with the General Plan Mobility Element, clarifies how
vehicular level of service is measured and affirms that the City Council has sole discretion over
any proposed lane reconfigurations that involve a reduction in the number of traffic lanes.
Community outreach
Staff have notified affected residents, business owners and others who may be interested in
parking increases and a lane reduction on this portion of Grand Avenue through:
• Website updates
• Social media posts
• City Manager’s Update e-newsletter
• Outreach to local businesses and the Carlsbad Village Association
Traffic Safety & Mobility Commission recommendation
Staff presented the opportunity to gain 11 parking spaces by converting parallel to diagonal
parking with a lane reduction on westbound Grand Avenue from two to one between the Tyler
Street Alley and Jefferson Street to the Traffic Safety & Mobility Commission for its feedback on
Feb. 2, 2026. The commissioners unanimously supported the preliminary layout of the parking
improvements on Grand.
Staff also presented the draft ordinance for all-way stop control at the intersection of Grand
Avenue and Madison Street to the Traffic Safety & Mobility Commission on Feb. 2, 2026.
Implementation of the all-way stop control could result in three additional parking spaces on
Grand Avenue for a total of 14. The commissioners also supported that proposal with a vote of
4/0, with one abstention and two absences. The approved minutes from this meeting are
provided as Exhibit 3.
Fiscal Analysis
The estimated cost for design, permitting and public outreach for the recommended parking
improvements and lane reduction on Grand Avenue is $40,000. There is sufficient funding in
Capital Improvement Project No. 6079 from the General Capital Construction Fund and Parking-
in-Lieu Fees Fund. Staff request a transfer of $40,000 in the project budget from the General

Capital Construction Fund to the Parking-in-Lieu Fees Fund to use funding intended for projects
that provide additional parking in the Village area.

Next Steps
With the City Council’s approval, staff will begin the final design, permitting and public
outreach, which is expected to be completed in summer 2026.
After the final design is complete, staff will prepare the project construction package for
solicitation of bids and return to the City Council for adoption of plans, specifications and
contract documents at a future meeting, which is expected to be in early fall 2026.
Once the City Council adopts the policy statement on lane reductions in the roadway network
with at least four affirmative votes, staff will implement the policy.
Environmental Evaluation
The proposed action to approve the preliminary layout to convert parallel parking to diagonal
parking utilizing a reduction in the number of lanes on westbound Grand Avenue from two to
one between the Tyler Street Alley and Jefferson Street and revise the scope of Capital
Improvement Program Project No. 6079 is statutorily exempt from environmental review under
California Environmental Quality Act, or CEQA, Guidelines Section 15262 as it involves only
feasibility or planning studies, including consideration of environmental factors, for possible
future actions that have not been approved, adopted or funded. The proposed action does not
have a legally binding effect on any possible future discretionary action.
The proposed action to authorize a budget transfer is not a “project” as defined by CEQA
Section 21065 and CEQA Guidelines Section 15378(b)(4) and does not require environmental
review under CEQA Guidelines Section 15060(c)(3) as it is a government fiscal activity and does
not involve any commitment to any specific project which may result in a potentially significant
physical impact on the environment. The activity or projects for which this budget is intended
to fund may require preparation of an environmental document in accordance with CEQA and
the CEQA Guidelines.
The proposed action to establish a new City Council Policy Statement on lane reductions in the
roadway network is exempt from environmental review under CEQA Guidelines Section
15061(b)(3) and 15378(b)(5) as it can be seen with certainty that there is no possibility the
proposed action may have a significant effect on the environment.

draft ordinance for an all-way stop at Grand Avenue and Madison Street were presented to the Traffic
Safety & Mobility Commission, or TS&MC, for their feedback on Feb. 2, 2026; and
WHEREAS, the TS&MC supported both of staff’s recommendations; and
WHEREAS, the city has a project, the Roadway Improvements – Coastal Area Analysis and
Implementation Project, Capital Improvement Program, or CIP, Project No. 6079, that includes a
comprehensive study to recommend ways to increase on-street parking in the Village and Barrio; and

Purpose
To establish a policy directing the City Manager to present to the City Council any proposals to

more detail future lane reduction design proposals when the City Council hears the item and to

Background
On March 18, 2025, the City Council approved a minute motion directing staff to consult with
the City Council before converting a street from two lanes to one lane, highlight in more detail
future lane reduction design proposals when the City Council hears the item and enhance
public outreach on these projects. This Council Policy establishes the intent of the approved
minute motion.
Overview
The General Plan Mobility Element states that the vehicular level of service (LOS) “will be
determined by the most recent version of the Highway Capacity Manual. This methodology
evaluates vehicles based on their freedom to maneuver and overall delay experienced at
intersections.” The service levels for each travel mode are represented as a letter “grade”
ranging from LOS A to LOS F: LOS A reflects a high level of service for a travel mode (e.g.,
outstanding characteristics and experience for that mode) and LOS F would reflect an
inadequate level of service for a travel mode (e.g., excessive congestion for vehicles or
inadequate facilities for bicycle, pedestrian or transit users).
Reducing the number of traffic lanes
In the General Plan Mobility Element, Policy 3-P.15 under Street Design and Connectivity, the
policy states:
Implementing Policy 3-P.15: Evaluate methods and transportation facility improvements to
promote biking, walking, safer street crossings, and attractive streetscapes. The City Council
shall have the sole discretion to approve any such road diet1 or vehicle traffic calming
improvements that would reduce vehicle capacity to or below a LOS D; this also applies to
streets where the vehicle is not subject to the MMLOS standard as specified in Table 3-1.

many cases, increase mobility for all users.

Statement of policy
It is the policy of the City Council that the City Manager shall present to the City Council any
proposals to make changes to a street in the roadway network that will reduce the number of
traffic lanes, to highlight in more detail future lane reduction design proposals when the City
Council hears the item and to enhance public outreach on these projects.
Procedure
When city staff propose any changes to a street in the roadway network that will reduce the
number of traffic lanes, the City Council shall receive a detailed presentation on the proposed
changes.
Staff shall highlight proposed road diets (or reduction in the number of traffic lanes) or vehicle
traffic calming improvements that would reduce vehicle capacity to or below a LOS D per
General Plan Mobility Element, Policy 3-P.15, when requesting the City Council’s approval.
Staff shall highlight in more detail future lane reduction design proposals when the City Council
hears the item and enhance public outreach for projects that involve reduction in the number
of traffic lanes.

I'm a resident of Carlsbad Village and would like to provide comment in support of the potential
improvements to the area near Grand Ave and Madison St.
I routinely use Madison St. to bike in and out of the village, as it feels safer than the high-speed traffic on
Jefferson. The proposed four-way stop feels like a significant improvement, and I'm also supportive of
the traffic calming that will come from narrowing the road and adding parking.

Dear Chair and committee members:
I have traffic expertise including hiring and training dozens of bus drivers under subcontract with North County
Transit District and administering the on-road Class-B Driver's License Exam.
Item #8: Stop at Madison & Grand.
I am currently a business resident at 640 Grand Ave., at the intersections of both Madison and Roosevelt
Streets. I've been at this location since 2012. Too often, the speed of traffic traveling west bound on Grand
Ave., at these intersections creates unsafe conditions for both pedestrians and vehicles.
I am in favor of a four-way stop at Madison & Grand.
Item #12: Grand Ave. Proposed Additional Parking and Lane Reduction.
Angled Parking was added to Madison at 640 Grand some years ago. Angled parking, when close to a
driveway, creates a tremendous block of view of traffic approaching from the left side. One's vehicle needs to
venture far into the lane of traffic before gaining sufficient line-of-sight view of oncoming traffic (see
diagram). Near driveways, angled parking spots create blind spots that lead to increased accidents and
injury. I encourage the city to carefully weigh the benefits of increased parking capacity versus increased
injury and fatalities. I also encourage the city to consider acquiring additional property in the Barrio for the
sole purpose of public parking while retaining (and restoring) parallel parking spots near driveways.
I am in favor of:
1) Not adding angled parking near driveways.
2) Restoring parallel parking spots near the driveway of 640 Grand onto Madison and other locations where
angled parking creates blind spots to oncoming traffic.

3) The city purchasing properties when available or appropriate for the purposes of expanding public parking.
