A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PRELIMINARY LAYOUT OF DIAGONAL
PARKING AND ASSOCIATED REDUCTION FROM TWO LANES TO ONE LANE
ON WESTBOUND GRAND AVENUE BETWEEN THE TYLER STREET ALLEY AND
JEFFERSON STREET, REVISING THE SCOPE OF CAPITAL IMPROVEMENT
PROGRAM PROJECT NO. 6079 TO INCLUDE IMPLEMENTATION OF THE
PARKING IMPROVEMENTS ON GRAND AVENUE AND AUTHORIZING A
BUDGET TRANSFER FROM THE GENERAL CAPITAL CONSTRUCTION FUND TO
THE PARKING-IN-LIEU FEES FUND
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable and in the public interest to increase parking in the Village and Barrio, which includes Grand
Avenue; and
WHEREAS, on March 18, 2025, the City Council approved a minute motion directing the City
Manager to present to the City Council any future lane reduction design proposals for consideration;
and
WHEREAS, there is an opportunity to gain parking spaces on Grand Avenue if a proposed lane
reduction and parking modifications are implemented; and
WHEREAS, staff assessed the possibility of converting parallel parking to diagonal parking by
reducing the number of lanes from two to one on westbound Grand Avenue between the Tyler Street
Alley and Jefferson Street; and
WHEREAS, the lane configuration with diagonal parking on both sides of Grand Avenue would
consist of one 11-foot-wide lane in each direction and a 10-foot-wide two-way left turn lane, which
could accommodate left-turn pockets at the intersections; and
WHEREAS, the conversion of parallel to diagonal parking on the north side of Grand Avenue,
with minor modifications to the diagonal parking markings on the south side, would yield a net gain of
11 parking spaces for this area; and
WHEREAS, reducing the number of travel lanes and narrowing the lanes could help manage
vehicle speeds on Grand Avenue, while the center lane would enhance traffic flow; and
WHEREAS, with the City Council’s adoption of the ordinance, proposed for introduction as a
separate item at this meeting, for an all-way stop at Grand Avenue and Madison Street, three additional
parking spaces, for a total of 14, could be realized; and

WHEREAS, the assessment of parking improvements to gain parking spaces and an associated
lane reduction on Grand Avenue in compliance with the Mobility Element of the General Plan and a
draft ordinance for an all-way stop at Grand Avenue and Madison Street were presented to the Traffic
Safety & Mobility Commission, or TS&MC, for their feedback on Feb. 2, 2026; and
WHEREAS, the TS&MC supported both of staff’s recommendations; and
WHEREAS, the city has a project, the Roadway Improvements – Coastal Area Analysis and
Implementation Project, Capital Improvement Program, or CIP, Project No. 6079, that includes a
comprehensive study to recommend ways to increase on-street parking in the Village and Barrio; and
WHEREAS, staff recommend that the scope of CIP Project No. 6079 be revised to include
implementation of the parking improvements on Grand Avenue; and
WHEREAS, staff estimate that the total cost is $40,000 for design, permitting and public
outreach for the parking improvements and associated lane reduction on Grand Avenue and
recommend a budget transfer in CIP Project No. 6079 from the General Capital Construction Fund to
the Parking-in-Lieu Fees Fund to utilize funding intended to provide additional parking in the Village
Area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the proposed action to approve the preliminary layout to convert parallel parking
to diagonal parking and associated reduction in the number of lanes on westbound
Grand Avenue from two to one between the Tyler Street Alley and Jefferson Street and
to revise the scope of CIP Project No. 6079 is statutorily exempt from environmental
review under California Environmental Quality Act, or CEQA, Guidelines Section 15262
as it involves only feasibility or planning studies, including consideration of
environmental factors, for possible future actions that have not been approved,
adopted or funded. The proposed action does not have a legally binding effect on any
possible future discretionary action.
3. That the proposed action to authorize a budget transfer is not a “project” as defined by
CEQA Section 21065 and CEQA Guidelines Section 15378(b)(4) and does not require
environmental review under CEQA Guidelines Section 15060(c)(3) as it is a government

fiscal activity and does not involve any commitment to any specific project which may
result in a potentially significant physical impact on the environment. The activity or
projects for which this budget is intended to fund may require preparation of an
environmental document in accordance with CEQA and the CEQA Guidelines.
4.That the preliminary layout of the conversion of parallel to diagonal parking and
associated reduction in the number of lanes on westbound Grand Avenue from two to
one between the Tyler Street alley and Jefferson Street is approved.
5.That the scope of CIP Project No. 6079 is revised to include implementation of the
parking improvements on Grand Avenue.
6.That the City Manager or designee is authorized to transfer $40,000 in the CIP Project
No. 6079 budget from the General Capital Construction Fund to the Parking-in-Lieu Fees
Fund.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 10th day of March, 2026, by the following vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
