HomeMy WebLinkAboutPRE 2026-0013; FAIRFIELD BRESSI RANCH APARTMENTS - SB 330;March 16, 2026 Shon Finch Fairfield Residential 5355 Mira Sorrento Pl., Ste. 100 San Diego, CA 92121 {city of Carlsbad SUBJECT: PRE 2026-0013 (DEV2022-0186) -PRELIMINARY HOUSING DEVELOPMENT (SB-330) PRE-APPLICATION -FAIRFIELD BRESSI RANCH APARTMENTS APN: 213-263-19-00 AND 213-263-20-00 Dear Mr. Finch, The Planning Division is in receipt of the Senate Bill 330 (SB-330) preliminary housing development pre- application for the FAIRFIELD BRESSI RANCH APARTMENTS project, application no. PRE 2026-0013, submitted on March 3, 2026. The FAIRFIELD BRESSI RANCH APARTMENTS project, consisting of the construction of a 320 apartment units within a four-to-five story, 45-55-foot-tall, 310,240-square-foot structure with a six-story parking garage and 556 parking spaces qualifies as a housing development project pursuant to paragraph (2) of subdivision (h) of Section 65589.5 of the Government Code. City staff has determined the items submitted with the subject SB-330 preliminary housing development pre-application satisfy the requirements pursuant to Government Code Section 65941.1. The preliminary application is therefore "deemed submitted" as of March 3, 2026. As such, pursuant to Government Code Section 65589.5, the FAIRFIELD BRESSI RANCH APARTMENTS project shall be subject only to the ordinances, policies, and standards adopted and in effect as of March 3, 2026. Pursuant to Government Code Section 65941.1, the city looks forward to the submittal of the development application consistent with Sections 65940, 65941, and 65941.5 within 180 calendar days from the "deemed submitted" preliminary application date of March 3, 2026, or no later than August 30, 2026.
