Also provide precise slope analysis when a slope of 15' or higher and 15% grade or greater is present on the site . The project site is approximately 678 acres in size and is predominately covered by gently rolling slopes which have been, or are currently in, agriculture. A 150' wide SDG&E easement crosses the site on the northern end. A full constraints analysis is provided in the Zone 13 LFMP constraints ma~ 2. '[ -'j O • -------------- 11 Environmental Impact Assessment Form -Part 1 Prepared for: Carlsbad Ranch General Plan Amendment The Carlsbad Ranch General Plan Amendment does not constitute discretionary review for projects within the Carlsbad Ranch and therefore in itself does not create any significant environmental impacts. Therefore, many of the questions in the Environmental Impact Assessment are not applicable at this time. Each question is discussed and explained as thoroughly as possible at this time. 1. NO The surrounding land use is Non-Residential Reserve; the proposed non- residential land uses will be compatible with present and future land uses. 2. NO The General Plan Amendment in and of itself will not have any effect. The General Plan anticipates non-residential land uses on this property. The aesthetic impacts of future development will be analyzed with the forthcoming Specific Plan. 3. NO The established community will not be adversely affected as the surrounding infrastructure will be improved to accommodate development on this property. 4. NO The existing and proposed General Plan Designations are non-residential. 5. NO The existing and proposed General Plan Designations are non-residential. 6. NO Although proposed General Plan Amendment and associated future development will provide many job opportunities. Given the proposed phasing, it is not anticipated that this development will create a significant effect on housing. 7. NO The activity area has been largely disturbed and does not contain any features which are not found in other parts of the city, county, state or nation. 8. NO The proposed General Plan Amendment in itself will not affect an archaeological or historical site or its settings. Specific projects must undergo future detailed environmental review. 9. NO There are no scarce natural resources located in the activity area. 10. NO The proposed amendment will not affect any fish, wildlife or plant resources on the currently farmed activity area. 11. NO The activity area has been disturbed by agricultural operations and there are no rare or endangered plant or animal species in the area. 12. NO The activity will not change any existing features of any of the City's stream, lagoons, bays, tidelands or beaches. 13. YES The proposed General Plan Amendment will allow for a use that will reduce the amount of area currently under agriculture once development is approved. However, development of this portion of the Carltas property will promote the continued agricultural operations of adjacent land. 14. NO The activity only serves to designate specific non-residential land uses in an area already approved for non-residential uses. 15 NO The Proposed General Plan Amendment doesn't call for any activity that will require a variance from established environmental standards and any activity allowed under the General Plan Amendment will meet all City environmental standards. 16 YES The proposed General Plan Amendment is being requested in conjunction with the Zone 13 Local Facilities Management Plan. 17 YES The activity area is located within the coastal zone and will require a Local Coastal Plan Amendment due to the change in the land use map; no text changes will be required. 18 NO The question is not applicable to the proposed General Plan Amendment. NO The proposed General Plan Amendment does not inherently allow for any development which will increase the use of City utilities, sewers, drains, or streets. A determination of any impact will be made at the time of discretionary development approval. 29 NO The proposed General Plan Amendment will not inherently call for any activities that cause erosion. Some erosion, which can be controlled by timing and grading technique, will occur but once actual construction and landscaping of the proposed project is complete, it will decrease wind and water erosion of the agriculturally graded soils that are often bare. 30. NO The area is currently under agricultural use so the proposed change in uses allowable under the General Plan will not affect any fish or wildlife habitat. 31. NO The proposed General Plan Amendment will not increase the amount of lighting in the area. Once development applications are approved and construction is completed. the lighting proposed within the project activity will conform with all City of Carlsbad standards. Any glare will be minimized by project design.
