HOUSING COMMISSION
CALL TO ORDER: 4 p.m.
ROLL CALL: Horton, Berger, Chang, Neff-Sinclair, Ydigoras.
PLEDGE OF ALLEGIANCE: Chair Horton led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Feb. 12, 2026
Motion by Commissioner Chang, seconded by Commissioner Ydigoras, to approve the minutes
as presented. Minutes carried unanimously, 5/0.
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. AFFORDABLE HOUSING DEVELOPMENT ACTIVITY: Receive a presentation regarding current
affordable housing development activity. (Staff contact: Mandy Mills, Housing & Homeless
Services Department)
Recommended Action: Receive the presentation.
Mandy Mills, Director of Housing & Homeless Services reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).
Commissioners received the presentation and asked questions. Staff responded.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: None.
ANNOUNCEMENTS: Christian Gutierrez, Housing Services Manager, welcomed the new Housing
Commissioner, Jan Neff-Sinclair.
COMMISSION COMMENTARY (continuation of comments):
Commissioner Chang mentioned that he recently read a Voice of San Diego article about the
encampment grant and found it particularly interesting.

Commissioner Ydigoras inquired whether the City Council has any upcoming agenda items
concerning animals in residences. Director Mills responded that she doesn’t have any related
items for upcoming meetings.
