Executive Summary
Converse Consultants has prepared this Phase I Environmental Site Assessment for the 6.6-acre
property identified with Assessors Parcel Number (APN) 210-010-32 in Carlsbad, California
(Property). Our study has been conducted in order to identify, to the e:\."tent feasible, recognized
environmental conditions in connection with the subject property. The work has been performed
in general conformance with the scope and limitations of ASTM Practice E 1527 and is based
on observations of the property on June 2, 1998.
The Property is generally rectangular in shape, relatively flat, and covers an area of
approximately 6.6-acres. Approximately 90% of the Property is currently vacant and
undeveloped consisting of low-lying shrubs and bushes with scattered barren areas. The
remaining l 0% of the Property was fonnerly developed with a structures located on the southwest
comer. Concrete foundations and a concrete driveway currently remain at the southeast comer.
The Property is fenced and secured with a locking gate.
According to the historical information gathered by Converse, the Property was vacant and
undeveloped as early as 1928. The Property was subsequently developed for agricultural
purposes to at least 1967. By the early 1970's, San Diego Gas & Electric (SDG&E) acquired the
Property from Cannon Farms for use as by various subcontractors conducting work for SDG&E.
Reportedly, the subcontractors used the Property to store equipment and materials. By 1989, a
ponion of the property was used to store new automobiles for a local dealership.

1.0 Introduction
1.1 Purpose
This report presents the results of the Converse Consultants (Converse) Phase I Environmental
Site Assessment performed for the 6.6-acre property identified v.ith Assessors Parcel Number
(APN) 210-010-32 in Carlsbad, California. Our study has been conducted in order to identify,
to the extent feasible, recognized environmental conditions in connection with the subject
property. The work has been performed by environmental professionals in accordance with our
proposal dated May 21, 1998. Converse's scope of work has consisted of the following:
Interviews with the property owner and representatives
Site and vicinity reconnaissance
Review of regulatory agency records
Description of physical setting
Historical record review
Preparation of this report
1.2 Limitations and Exceptions of Assessment
This report is for the exclusive use of Mr. William Gustafson, as it applies to the 6.6-acre
property identified with APN 210-010-32 in Carlsbad, California. Its preparation has been in
accordance with generally accepted practices in environmental sciences, geology and
hydrogeology. No other warranty, either express or implied, is made. This report should not be
regarded as a guarantee that no further contamination beyond that which could be detected within
the scope of this investigation is present at the property.
The conclusions presented in this report are based on the agreed upon scope of work outlined

2.0 Site Description
2.1 Location and Description
The subject property is located in the City of Carlsbad, San Diego County, California. The street
address associated with the subject property is 700 Cannon Road and is further identified with
APN 210-010-32 (Property). The Property is located north of Cannon Road east of the Atchison
Topeka and Santa Fe (AT&SF) Railroad and west of the exit offramp from the southbound San
Diego Freeway (Interstate 5) (Figure I: Site Location Map).
The Property is generally rectangular in shape, relatively flat, and covers an area of
approximately 6.6-acres. Approximately 90% of the Property is currently vacant and
undeveloped consisting of low-lying shrubs and bushes with scattered barren areas. The
remaining l 0% of the Property was formerly developed with a structures located on the south west
corner. Concrete foundations and a concrete driveway currently remain at the southeast comer.
The Property is fenced and secured with a locking gate (Figure 2: Site Plan).
2.2 Physical Setting
The Property is included in the U.S. Geological Survey (U.S.G.S.) 7.5-Minute Series Quadrangle
Map for San Luis Rey, California dated 1968, photorevised in 1975. The Property is located at
an approximate elevation of 50 feet above mean sea level (msl). The surface topography of the
subject area can be characterized as generally flat. The Property is located approximately 2,000
feet east of the Pacific Ocean.
The subject area is located on the coastal plain where the dominant rock types are the Pleistocene
and Eocene marine sediments of the La Jolla Formation. These rocks have incised valleys filled
v,;ith varying thickness of Quartemary-age allU\·ial deposits which may be water be:uing. Based
on other consultant reports of investigations conducted within the vicinity of the Property. the
subsurface soil pnmarilv consists of sand, silts. siltY sands. cl:ive\' silts sandv cl:ivs. and fine ' --. . . , -. ro coarse-grained sands
The subJect area is located within the Lom:i .-\lta Hvdrolo~1c Unit of the Carisbad Hvdrolo!!IC

3.0 Site Use Investigation
The site use investigation was based on site reconnaissance, review of aerial photographs,
building permits, interviews, and review of regulatory agency records.
3.1 Current Uses of the Property
The Property is currently vacant and undeveloped. Small portions of the Property are used to
store construction materials by the current property owner, San Diego Gas and Electric (SDG&E).
3.2 Past Uses of the Property
According to the historical information gathered by Converse, the Property was vacant and
undeveloped as early as 1928. The Property was subsequently developed for agricultural
purposes to at least 1967. By the early l 970's, SDG&E acquired the Property from Cannon
Farms for use as by various subcontractors conducting work for SDG&E. Reportedly, the
subcontractors used the Property to store equipment and materials. By 1989, a portion of the
property was used to store new automobiles for a local dealership.
3.3 Current and Past Uses of Adjacent Properties
Based on our research and observations during our site visit, the Property is bordered by the

3.4 Aerial Photographs
Available aerial photographs covering the Property were reviewed at the County of San Diego,
Department of Public Works, Cartography Section. The years of the photographs reviewed are
as follows: 1928, 1967, 1975, 1981, 1986, and 1995. The following is a chronological summary
of the aerial photograph review.
• 1928: The Property and surrounding adjacent land appeared vacant and undeveloped.
Regional, land use also appeared vacant and undeveloped.
• 1967: The Property and surrounding land use to the north, south, and east appeared
developed for agricultural purposes. Structures, possibly farmhouses and/or barns were
evident on the southwest corner of the Property. Development associated with the SDG&E
power plant was evident west of the Property. The San Diego Freeway (I-5) and the AT &SF
railroad were evident east and west of the Property.
1975: The Property appeared to be occupied by a large amount of material (construction -i:
supplies). The structures located on the southwest corner remained evident and barren roads
were evident between the stored material. The SDG&E storage yard was apparent to the
north and increased development appeared with the SDG&E power plant to the west. Land
use remained developed for agricultural use to the east and south. Regionally, increased
development was evident in all directions.
1981-1986: The Property remained developed with the structures, however. a significant
decrease in stored material was apparenr The Property appeared primarily barren with
evidence of dirt roads throughout the Property. Increased development was apparent with the
SDG&E power plant and land use was vacant to the south. Land use to the north and east
remained unchanged.

3.6 USGS Topographic Maps
United States Geologic Survey (USGS) maps covering the Property were reviewed regarding past
uses at the Property. The following information was obtained based on a review of available
maps:
• 1949: The Property was depicted vacant and undeveloped. A military reservation was
indicated west of the Property across the AT &SF Railroad.
• 1968 -1975: The Property was depicted with four structures at the southern end of the site.
Dirt roads were depicted on the northern end of the Property which were connected with the
SDG&E power plant sites to the north and west.
3. 7 Building Permits
Available building permits were researched and reviewed at the City of Carlsbad, Community
Development Department. A permit to demolish two buildings on the Property dated September
1989 was the only permit on file with the City. Additionally, in I 989, a Certificate of
Occupancy was issued to "Bob Baker Volkswagon" for the storage of new cars at the Property.
3.8 Regulatory Database Search
A regulatory database search was completed for the Property by EDR. The complete EDR report
is provided in Appendix A -EDR-Radius Map Report. The Property was not identified on any
database as listed in the EDR report
The EDR repon did identify 9 "mappable" offsite locations of concern within a 1-mile radius of
the Property and 4 "unmappable" offsite listings of potential concern. It should be noted that
these unmappable sires were not able to be plotted by EDR due to insufficient identification
information reported for the sites. These sites 111cluded hazardous waste !!enerators under!!round • -, -
storage tank facilities, leaking underground storage tank faci11ties. and hazardous waste transfer-
sto rage-disposal facdi ti es.
Com·erse evaluated the identified sires in rel:1!1011 to their potential environmental impact to the
Property Based on our review. the potential for em·1ronmental impact to the Property from these
off-site locations generally appears to be I()\\ due 10 one or m_ore of the following: distance from
the Property. location w1th respect to ant1c1pared groundwater flow direction; topographic location
(surface elevation higher than identified sites). type of ltstrng: involvement of a regulatory

3.9 Division of Oil and Gas Maps
Oil and gas field maps published by the California Division of Oil and Gas (DOG) were
reviewed for the Property. The purpose of this review was to determine the possible presence
of current or past oil and/or gas wells that could impact the Property. Potential sources of
hazardous wast-::s associated ½ith the oil field operations include drilling fluids, crude oil spills,
sump bottoms, waste oil, waste water lines and improper well abandonment.
Based on a review of the oil and gas maps. no plugged and abandoned or active oil and/or gas
wells are located on or near the Property
3.10 San Diego Regional \Vater Quality Control Board
The San Diego Regional Water Quality Control Board (Board) maintains information regarding
industrial cleanups and spills, underground sror:1ge tanks_ and unauthorized releases from
underground storage tanks. Environment:1I cond111ons poten11ally requiring involvement by the

3.11 County of San Diego, Department of Environmental Health, Hazardous Materials
Management Division (HMMD) Records
In addition to the database search conducted bY EDR, Converse reviewed HMMD records for
Propeny and vicinity. The following databases were reviewed:
• Environmental Assessment Listing, September 8, 1997;
• HE 58 -Hazardous Materials Listing, January 2, 1998.
Based on a review of the databases, the Propeny was not listed on either database and the
surrounding area was not identified with sites with environmental issues.
3.12 San Diego Air Pollution Control District
Air emissions potentially requiring a permit from the San Diego Air Pollution Control District
(APCD) were not observed at the Property. Additionally, the APCD reported no information on
file regarding the Propeny.
3.13 City of Carlsbad Sanitation District
The City of Carlsbad, Sanitation District maintains permits and records for sites requiring an
industrial wastewater discharge (IWD) permit. Industrial wastewater discharges potentially
requiring a permit from the district were not observed at the Propeny.
3.1-l Ci~· of Carlsbad Fire Department
Information regarding the subject Property was requested from the City of Carlsbad Fire
Department. The depanrnent only manages files on underground tanks and reported that other
c:m·1ronmental issues (ie. hazardous materials wastes) are managed by the County of San Diego.
The department reported no information 011 file regarding the Property.
3.1 ~ Prior Investigations
The following prior investigation report. for the Property. was reviewed by Converse:

Cannon Road and San Diego Free,,·:1~. Carlsbad. California, January 11, 1994.
The preliminary site assessment \\JS conducted by Convers<.! for a larger parcel of land
which encompassed the current Property Th~ preliminary site assessment was conducted
for SDG&E Portions of this pre\·1ous report have incorporated into this Phase I report .
. -\ review of the previous phase I r~porr 1nd1cated a former "rubber plant" may have
existed on or adjacent to the Property ~o other information was obtained from our
research or provided by SDG&E regarding the location of the former rubber plant.

4.0 Site Reconnaissance
4.1 Methodology
On June 2, 1998, Converse visited the Property to evaluate the present use and to identify
environmental conditions at the Property. Our methodology involved walking the site perimeter
and accessible area while noting observed evidence of present and potential environmental
concerns. Site photographs are provided in Appendix B.
4.2 Limiting Conditions
Converse's findings are based on the site conditions observed on Tuesday, June 2, 1998.
4.3 Findings
During our site visit, Converse did observe evidence of the following at the Property:
The Property is located on the north side of Cannon Road. The Property is bounded by
an exit offramp for the south bound San Diego Freeway on the east and by the AT &SF
Railroad right-of-way to the west. A SDG&E storage yard is located north of the
Property.
A 60-foot easement bounds the Property on the west side. A high-pressure water valve
and an W1derground petroleum pipeline are located within the easement.
Approximately 90% of the Property is currently vacant and undeveloped and covered by
either low-lying shrubs and bushes or 1s barren (ie. dirt roads, barren areas).
A row of tall trees form the northern most and eastern most boundaries of the Property.
Concrete foundations indicating two former buildings and a concrete paved driveway are
located at the southwest comer of the Property. Possible drop tubes for a sewer or septic
system, were observed near the former buildmg foundations.
Wood chips from vegetation shredding were observed throughout the Property.
A square-shaped fenced area enclosmg barren land and shrubs is located in the northeast
comer of the Property.

Property.
A near surface horizontal underground pipe divides the Property in half and runs from
east to west. The pipe appears to sc:r,·c: as a conduit for storm water at the Property. The
pipe drains water to the east and \.\est sides of the Property.
Numerous water outlets (spickets) were observed throughout the central portion of the
Property The spickets were used w \\ ash down the nt:!w cars that were stored at the
Property .

During our site visit, we did not observe evidence of the following at the Property:
• Unusual odors
• Pools, vats, ponds or lagoons
• Flowing, standing, or ponded liquids other than water
• Stressed or dead vegetation (other than from lack of water)
Hills, mounds or fill piles
• Active, inactive, or abandoned water wells
• Evidence of active, inactive, or abandoned underground storage tanks or inactive and
abandoned aboveground storage tanks.
• Staining or spillage from standard cleaning equipment
• Roads, railroad tracks, or spurs
• Electrical transformers
4.4 Interviews
Two SDG&E representatives were interviewed concerning past and present environmental issues ~
at the subject Property. The representative reported no information or knowledge concerning the
following items:
• Environmental audit reports
• Environmental permits
• Aboveground and/or underground storage tanks
• Hazardous waste generator notices or reports
I\farenal Safety Dara Sheets; Community Right to Know Documentation or Safety
Preparedness and Prevention Plans: Spill Protection Countermeasures and Control Plans
Knowledge of pending, threatened or past litigation, proceedings or notices from a
governmental entity regarding any possible violation of environmental substances or
petroleum products.
Th~ SDG&E representatives did repon tht> following information to Converse regarding the
Property·
The Property was used for agricultur:il purposes prior to SDG&E acquiring the Property
in the J 970's.
The Property has been used as a "l:i\· down" v:ird bv SDG&E and its subcontractors who
are performing SDG&E related wo~k • -•
The Property was used by an auto dealership to store new automobiles.
SDG&E has no further information regarding the specific location of the suspect former
··rubber plant" reportedly located at the southern end of the Property.

5.0 Conclusions
Converse has performed a Phase I Environmental Site Assessment in general conformance with
the scope and limitations of ASTM Practice E 1527-97 for the 6.6-acre property identified with
Assessors Parcel Number (APN) 210-010-3 2 in Carlsbad, California. Any exceptions to or
deletions from this practice are described in the Limitations and Exceptions of Assessment section
of this report.
This assessment has revealed no evidence of recognized environmental conditions in connection
with the Property. Based on the results of the Phase I Environmental Site Assessment, Converse
does not recommend further environmental investigations for the Property, at this time.
However, based on the previous development of the Property for agricultural purposes, 1t 1s
possible that a septic tank associated with the former farm structures exists within the Property.
If encountered during redevelopment, this structure should be properly abandoned and/or closed
in accordance with applicable local laws and regulations.

Sensitive Receptors: There are individuals deemed sensitive receptors due to their fragile immune systems ano special sensIuvrty
to environmental discharges. These sensitive receptors typically include the elderiy. the sick, and chilaren. While :he IocatIon o· all
sensitive receptors cannot be determined. EDA indicates those buildings and facilrtres -schools. daycares. hospitals. medical centers,
anc nursing homes -where individuals who are sensitive receptors are likely to be located.
USGS Water Wells: In November 1971 the United States Geological Survey (USGS) implemented a national water resource
informanon tracking system. Th,s database contains descriptive information on srtes where the USGS collects or has collected
oata on surface water and/or groundwater. The groundwate~ data includes information on more than 900,000 wells, spnngs. ano
other sources of groundwater.
