At your request, we have performed an update limited Phase II Environmental Site Assessment
(ESA) at the referenced site. The specific scope of work followed is outlined in a following
section of this report entitled: "Specific Scope of Technical Activities-Update Phase II ESA."
In a 1998 Phase I ESA Converse Consultants (Converse, 1998) indicated that agricultural
chemicals had been used at this site. Subsequently, this firm conducted a limited Phase II
Environmental Site Assessment in 1999 to evaluate the site for the presence of agricultural
chemicals (CTE. 1999a). Toxaphene, also known as chlorinated camphene, was discovered to
be present in surface soils at that time. Discussions of the results of that sampling are presented
in the following section entitled: "Background."
It appears that some grading or disturbance of the surface has occurred at the site since our
earlier sampling and analyses. As a consequence a second round of sampling and analyses was
conducted at this site by this firm. This latest round of work was based on the Interim Guidance
for Sampling Agricultural Soils promulgated by the State of California Department of Toxic
Substances Control (DTSC). This guideline provides for specific sampling volumes and
analyses based on the size of the site and the suspected potential contaminants. Figure I shows
the general location of the site. A list ofreferences is presented in Appendix A.
BACKGROUND
During the course of our geotechnical investigation at this site (CTE, I 999b ), we collected soil
san1ples for environmental analysis from each of our seven geotechnical borings. Since the
samples were intended to screen for the potential presence of agricultural chemicals the samples
were composited into three samples before delivery to a State of California-certified
environmental laboratory. The three soil samples sent to the laboratory were designated: B-1, B-
4; B-2. B-3; and, B-5, B-6, B-7. These designations were intended to clarify the borings from

pwhich each composite sample came. The only constituent detected, using the selected analyses,
was toxaphene. Detected concentrations ranged from 4,540 to 22.200 µg/kg.
Appropriate protocols (outlined in the San Diego County, Department of Environmental Health
manual) were followed to ensure the integrity of the samples. Additionally, all samples were
retained in an iced cooler immediately following their collection and were delivered under chain-
of-custody protocol.
SPECIFIC SCOPE OF TECHNICAL ACTIVITIES -UPDATE PHASE II ESA
Soil Sampling: Soil samples were collected from 15, backhoe excavated test pits at the site. The
test pits were numbered consecutively Test Pit 1 through Test Pit 15 (TP-1 through TP-15). Per
the DTSC guidelines the depths of sampling were generally approximately O to one feet below
grade (fbg). However, selected samples were collected at depths of up to five fbg. Figure 2
shows the approximate locations of the samples collected.
Before sampling the site was gridded into 15 sections (Figure 2). The samples were randomly
collected from each of the sections under the supervision of an environmental geologist from
CTE. As allowed under the DTSC guidelines soil samples were composited before being
delivered to a State of California-certified environmental laboratory under appropriate chain-of-
custody protocol. Samples were labeled Composite 1 and 2, Composite 3 and 4, Composite 5
and 6, Composite 7 and 8. Composite 9 and 10, Composite 11 and 12, Composite 13 and 14, and
15. These designations were intended to clarify the test pits from which each composite sample
came. Sample depths were included on the sample labels.
Environmental Laboratory Analvsis: As noted, soil samples delivered to California-certified,
environmental laboratory for analysis. Per the DTSC guidelines selected samples were analyzed
for organo-chlorine pesticides, lead, and CAM 17 metals. Each of the composite samples was
analyzed for organo-chlorine pesticides (using EPA Method 8081A) and lead (using EPA
Method 6010B).
In addition. per the DTSC guidelines four samples were collected and analyzed to determine
background concentrations of CAM 17 metals. Composite samples were all collected at depths
of O to 1 fbg. The four samples collected and analyzed for background CAM 1 7 metals
concentrations were assessed using EPA Method 6010B. The results of the environmental
laboratory analyses are presented on Tables 1, 2, and 3 (attached).
Reporting: This summary report. documenting the scope of activities outlined above was
prepared. Included are conclusions and recommendations for this site, figures, and copies of
laboratory data including Quality Assurance/Quality Control Data.

RESULTS, DISCUSSION. AND CONCLUSION
Laboratory Results Summarized
The only constituents detected in the samples analyzed for organo-chlorine pesticides were 4. 4' -
DDT and its related compounds 4,4'-DDD and 4,4'-DDE. Lead was detected in all of the
analyzed samples. This was expected, as lead is a common constituent in soils. In addition,
various concentrations of CAM 17 metals were also detected in the analyzed samples. Again,
this was an expected result as many of these constituents are common to soils of this region.
Presented in Table 1 below are the concentrations of organo-chlorine pesticides detected in the
analyzed samples. Also presented are the concentrations for each of these chemicals given in the
United States Region IX Environmental Protection Agency (EPA) Preliminary Remediation
Goals (PRGs). The PRGs are risk-based concentrations derived from standardized equations,
combining exposure information assumptions and EPA toxicity data. These guidelines are
available online from the EPA website.

Presented in Table 2 below is a comparison of CAM 17 metals concentrations to offsite
background metals concentrations from a similar geologic setting (uplifted marine terrace at a
similar elevations) less than 10 miles from the site in Oceanside, California.

As shown on the table above concentrations of 4,4'-DDD, 4,4'-DDE, 4,4'-DDT were detected in
soils at this site. In all cases except one the detected concentrations were below the EPA Region
IX PR Gs. However, in all cases the average concentration was less than the EPA Region IX
PRGs. Therefore, none of the detected organo-chlorine pesticides were determined to be
Chemicals Of Potential Concern (COPC) and a risk assessment was not deemed necessary.
For CAM 17 metals, the goal was to determine which, if any, metal concentrations were
sufficiently different (higher) than background such that they should be included as COPCs for
health risk screening purposes. On this basis none of the detected CAM 1 7 metals was
determined to be a COPC and a risk assessment was not deemed necessary.
Conclusions
As indicated above, it appears that some grading has occurred at the site since our earlier
sampling event. Therefore, this second round of sampling was conducted to evaluate the
potential presence of organo-chlorine pesticides.
Concentrations of 4,4'-DDT and its related compounds (4,4'-DDD and 4,4'-DDE) were detected
in some of the composited samples. However, the average detected concentrations were below
the Region IX EPA PR Gs and therefore a risk assessment was not deemed to be required for this
site.
Concentrations of CAM I 7 metals were also determined to be present in onsite soils. However,
the average detected concentrations did not exceed background CAM 1 7 metals concentrations
from a similar site in the project area. Therefore, a risk assessment was not deemed to be
required for this site.
We conclude that the detected concentrations of organo-chlorine pesticides do not pose an
unacceptable health risk for the occupants of the proposed development. As outlined the
