PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: SP-146(A) (SUPP) SANTA ANITA DEVELOPMENT CORP. REQUEST: The applicant requests approval of the architectural style and building elevations proposed for the Carlsbad Plaza Shopping Center as required by Condition 26 of City Council Ordinance 9419. BACKGROUND: Council granted approval of the Shopping Center to Azalea, Inc. in March, 1975 (Ordinance 9419}. Subsequently Santa Anita Develop- ment Corporation became the developer of record and made modifications to the Center's site plan. The modifications involved the provision for two satellite pads (14,000 sq. ft. leasable space) north of the center, adjacent to Haymar Drive, in place of a larger structure originally situated "in-line" with the major center facilities. On the basis of traffic information supplied by A.M. Voorhees & Associates, the Planning Director found that the changes proposed would not constitute a substantial change, as outlined in Condition #14 of Ordinance 9419. Based on the Director's finding the applicant has requested Commission approval of the proposed architectural style and building elevations as re- quired by condition 26 of Ordinance 9419: "26. The architecture of the development shall be of the Hispanic character as established in the scenic corridor along El Camino Real. Building elevations shall be submitted to the Planning Commission for consideration and comment prior to any develop- ment." RECOMMENDATION: The elevation exhibits submitted suggest that the Center will have an appropriate Mission-style architecture. The combination of orange Spanish tiled roofing with off-white stucco walls, dark-stained wood beams and ceramic-tile bulkheads should compliment the architectural treatment of the center, staff therefore recommends that the elevations be approved. ATTACHMENTS: Exhibit A, Site Plan B, West Elevation C, Arch, details D, North, South, East Elevations MEMORANDUM February 25, 1976 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: CONDITION^ FOR SP-146(A), SUPPLEMENTAL INFORMATION FOR CUP-116 VICTORY CHRISTIAN HIGH SCHOOL Supplemental Condition, SP-146(A): "The approval granted the architectural elevations of the shopping does not include approval of signs shown. Approval of all signs shall be accomplished in accordance with condition 16 of Ordinance 9419." Victory Christian High School - CUP-116 Parking Capacity - The six classrooms proposed to be used have a Fire Code capacity of up to 49 persons each. Thus a total student enrollment of 288 could be accomodated without expanding the physical facilities. For comparison purposes, the current parking situations at Carlsbad High School and the Army-Navy Academy are as follows: Carlsbad High School: Faculty/Staff Parking: 89 cars Student Parking: 148 cars Total Faculty/Staff: 112 Total Enrollment: 1520 Ratio, faculty/staff parking to total faculty/staff = 1/1.66 Ratio, Student parking to total students = 1/13.56 Army-Navy Academy: Student Parking:? (day students) Total Enrollment: 230 (grades 7-12, including boarders) Suggested Supplemental Condition: Prior to occupancy the applicant shall install bike rack facilities on the site. The number and location of the facilities shall be approved by the Planning Director.
