Jan. 28, 2026, 4 p.m.
CALL TO ORDER: 4:01 p.m.
ROLL CALL: Moran, Waidelich, McBride, Sheffler, Laufer.
PLEDGE OF ALLEGIANCE: Chair Moran led the Pledge of Allegiance.
APPROVAL OF MINUTES:

Motion by Trustee Laufer, seconded by Trustee McBride to approve the minutes as presented.
Motion carried, 4/0/1 (Sheffler -Abstain)
PRESENTATIONS: None.
PUBLIC COMMENT:
Diana Aguirre spoke regarding providing "Know Your Rights" information for the community in
the libraries.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. LIBRARY REPORTS FOR NOVEMBER 2025 and DECEMBER 2025: Receive the Narrative Reports
and Statistical Reports for November 2025 and December 2025 (Staff contacts: Andrea
Hilliard and Laura Stanger, Library & Cultural Arts Department)
Recommended Action: Receive the reports.
The Board received the report.
2. VOLUNTEER SERVICES: Receive a report on Volunteer Services for the Library & Cultural Arts
Department. (Staff contact: Samantha Yeilding, Library & Cultural Arts Department)
Recommended Action: Receive the report.

Volunteer Coordinator Samantha Yeilding shared a Power Point presentation (on file in the
Office of the City Clerk).
Trustee Sheffler inquired about background checks for volunteers. Samantha Yeilding
responded we follow policies established by the Human Resources Department.
Trustee Waidelich inquired about interest and any difficulty in finding volunteers. Samantha
Yeilding responded the volunteers stay for many years and there is more interest than
openings for volunteers.
Chair Moran inquired about the length of volunteer retention. Sama nth Yeilding responded
we do not currently track that data.
3. SEMI-ANNUAL DONATION REPORT: Receive the semi-annual donation report for the first six
months of FY 2025-26. (Staff contact: Debbie Jo McCool, Library & Cultural Arts Department)
Recommended Action: Receive the report.
The Board received the report.
Management Analyst Debbie Jo McCool shared a Power Point presentation (on file in the
Office of the City Clerk).
4. FISCAL YEAR 2026-27 BUDGET POLICIES AND TIMELINES: Receive the fiscal year 2026-27
budget policies and timelines report. (Staff contact: Fiona Everett, Library & Cultural Arts
Department)
Recommended Action: Receive the report.
The Board received the report.
Senior Analyst Fiona Everett shared a Power Point presentation (on file in the Office of the
City Clerk).
BOARD MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Board Members reported on activities they attended.
Trustee McBride reported the Carlsbad Library & Arts Foundation is in the process of selecting a
new board and are looking for new members.

ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Library Board of Trustees have been invited
to, and may participate in.
STAFF COMMENTS: Deputy Library Director Katie Nye shared comments.
• Feb. 3, Carlsbad City Council agenda item to address the recent federal law enforcement
interaction
• Know Your Rights cards at all library locations
• Carlsbad Reads Together 2026 book selection "Stay True" by author Hua Hsu and author
event scheduled for April 23
• Genealogy materials offered to the City of Carlsbad by the City of Chula Vista who have
discontinued their genealogy program
• Every Story Counts survey
• San Diego Museum Month passes
• Friends of the Carlsbad Library bookstore hours
• Recruitments
