ENVIRONMENTAL SUSTAINABILITY COMMISSION
CALL TO ORDER: 3:03 p.m.
ROLL CALL: Norall, Ferguson, Rothman, Evans, Nowakowski.
Absent: Corrigan, Woolsey.
PLEDGE OF ALLEGIANCE: Chair Norall led the Pledge of Allegiance.
APPROVAL OF MINUTES: None.
PRESENTATIONS: None.
PUBLIC COMMENT:
Diane Nygaard with Preserve Calavera spoke about the work plan for the Environmental
Sustainability Commission as well as the coastal access trail.
Paige DeCino yielded to speak on open space.
CONSENT CALENDAR: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. CITY COUNCIL LEGISLATIVE SUBCOMMITTEE UPDATE: Receive a presentation regarding the
work of the City Council Legislative Subcommittee, the City of Carlsbad Intergovernmental
Affairs Program and the city’s recent and ongoing advocacy efforts related to the protection
and long-term sustainability of Carlsbad’s natural environment. (Staff Contact: Jason Haber,
Intergovernmental Affairs Director)
Recommended Action: Receive the presentation.
Intergovernmental Affairs Director Jason Haber and District 4 City Council Member and
Legislative Subcommittee Member Teresa Acosta reviewed a PowerPoint presentation (on file in
the Office of the City Clerk).
The Commission received the presentation.

2. OCEANSIDE’S BEACH SAND NOURISHMENT AND RETENTION PROJECT UPDATE: Receive an
informational report from Jayme Timberlake, Oceanside’s Coastal Zone Administrator, on
Oceanside’s Beach Sand Nourishment and Retention Project. (Staff contact: James Wood,
Environmental Sustainability Director)
Recommended Action: Receive the presentation.
City of Oceanside’s Coastal Zone Administrator Jayme Timberlake reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
Charlie Bowen with Save Oceanside Sand spoke in support of RE:BEACH.
The Commission received the presentation.
3. ENVIRONMENTAL SUSTAINABILITY OUTREACH EVENTS AND RECOGNITION OPPORTUNITIES:
Receive an informational report on outreach events and recognition opportunities related to
Environmental Sustainability in the City of Carlsbad. (Staff contact: James Wood,
Environmental Sustainability Director)
Recommended Action: Receive the presentation.
Environmental Sustainability Director James Wood reviewed a PowerPoint presentation (on file
in the Office of the City Clerk). Climate Action Plan Technical Assistant Kylie Martin presented the
Carlsbad Green Business Program. Senior Program Manager Avecita Jones featured Bins for
Businesses and Business Engagement Program. Senior Environmental Specialist Molly Reeves
discussed EcoEats Food Waste Reduction and Earth Month events in April 2026.
The Commission received the presentation.
COMMISSION MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Rothman inquired about the draft work plan discussed at the last meeting on Dec.
4, 2025. Director Wood clarified it was scheduled for the City Council’s meeting for approval on
Feb. 10, 2026, and was just posted that day.
Chair Norall thanked staff for a productive, informational meeting.
