Council Chamber 1200 Carlsbad Vi llage Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the regular meeting held Feb. 5, 2026 Motion by Commissioner Ferone, seconded by Commissioner Nassiri, to approve the minutes as presented. Motion carried, 6/0/1 (Breyer -Absent}. PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. COMMUNITY ARTS GRANTS RECIPIENT REPORT FROM LA COSTA CANYON HIGH SCHOOL BAND: Receive a report from Community Arts Grant recipient, La Costa Canyon High School Band. (Staff contact: Krystal Roa, Library & Cultural Arts Department} Recommended Action: Receive the report. The Commission received the presentation. La Costa Canyon High School Band Booster parents, Hannah Lockhart and Sara (Toby) Tobias, shared a PowerPoint presentation (on file in the Office of the City Clerk.} 2. 2026 TGIF SUMMER CONCERTS IN THE PARKS UPDATE: Receive a preview of the 2026 TGIF Summer Concerts in the Parks series. (Staff contact: Terri Tooley, Library & Cultural Arts Department) Recommended Action: Receive the report. The Commission received the presentation. TGIF Coordinator, Terri Tooley shared a PowerPoint presentation (on file in the Office of the City Clerk.) March 5, 2026 Arts Commission Regular Meeting Page 2 Commissioner Ferone asked why Stagecoach Park four concerts and Alga Norte Park only has two. TGIF Coordinator Tooley advised that due to parking logistics, Stagecoach Park has more parking access during the summer months. Commissioner George asked about having concerts on the west side of the city. Cultural Arts Manager Stropes advised that there must be City Council direction on this subject. Commissioner George asked if there will be dance lessons prior to any of the concerts this season. TGIF Coordinator Tooley advised that yes, there are plans to include dance lessons and other fun activities prior to the shows. Commissioner Nassiri commended the department for coming up with creative art projects at each concert for Pop Up Art as well as the idea of dance lessons. 3. APPOINT PUBLIC ART SUBCOMMITTEE FOR CARLSBAD BEACH CHAIRS: Appoint public art subcommittee members for Carlsbad Beach Chairs temporary public art project. (Staff contact: Krystal Roa, Library & Cultural Arts Department) Recommended Action: Vote to appoint public art subcommittee members for Carlsbad Beach Chairs temporary art project. Commissioner Ferone asked why there are only four beach chairs. Program Manager Roa said there are a total of five beach chairs and the plan is to activate all five at: The Village off Grand Ave, Batiquitos Lagoon (2 chairs), Calavera Hills and Dove Library Children's Garden. Motion by Commissioner Carrillo, seconded by Commissioner Ferone, to appoint Commissioners Nassiri and Breyer to Public Art Subcommittee for Carlsbad Beach Chairs. Motion carried, 6/0/1 (Breyer -Absent). COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The Arts Commissioners report on activities and meetings of some committees and subcommittees of which they are members. ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the community regarding events that Members of the Arts Commission have been invited to, and may participate in. STAFF COMMENTS: Cultural Arts Manager Craddock Stropes commented on the following: • The on line survey for the Chestnut Underpass garnered over 300 responses and is actively being analyzed for the final design and approval in April • There is a contract going forward to City Council at the end of the month for final approval for the Veterans Memorial Park fabrication of artwork • The artists for the Barrio Traffic Circle public art project are actively working on an outreach plan that will be executed over the summer and will hopefully be able to bring a design forward to the Arts Commission in the Fall • The Community Arts Grants application window is open now through March 27 and Program Manager Roa is seeking evaluators March 5, 2026 Arts Commission Regular Meeting Page 3 • There has been strong attendance for both the Courtyard and Schulman performances. The Cracow Duo will perform on March 14. There has also been record attendance at the film events • A pilot partnership program intended to welcome more diverse groups into the Schulman, specifically film festivals, kicked off with the San Diego Alliance Francaise. In association with the French Consulate in order to promote French culture, "Night of Ideas" included a film screening followed by a Q&A with the films directors • The Creative Cultures Festivals will continue after the very successful Lunar New Year, with the celebration of the Persian new year, Nowruz at the Library Learning Center on Saturday, March 28 • An announcement in the upcoming eNewsletter about the new William D. Cannon Art Gallery exhibit will be coming soon • In summer, Club Pelican will return for three weeks as well as the new K-Pop Academy which will be for one week in the Schulman Auditorium • Cultural Arts Manager Stropes attended the California Arts Council Creative Academy Town Hall. Their initiative is very much in line with the City of Carlsbad's Arts & Culture Master Plan's objectives to increase cultural tourism and connect artists with businesses • The Arts Commissioners are invited to an event co-hosted by San Diego Art Matters and the San Diego Arts and Culture Commission on Friday, March 20.
