Absent: Novak. PLEDGE OF ALLEGIANCE: Commissioner Frazee led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held July 28, 2025 Motion by Commissioner Frazee, seconded by Commissioner Gish, to approve the minutes as presented. Motion carried, 3/0/1/1 (Novak-Absent, Connolly-Abstain). PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. CRIME PREVENTION PROGRAM: Receive a report from Crime Analyst Miriam Rayyan and the Chief of Police regarding the Crime Prevention program within the Police Department. (Staff contact: Christie Calderwood, Police) Recommended Action: Receive the report. Crime Analyst Miriam Rayyan presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the report. 2. POLICE CHIEF’S REPORT ON RECENT COMMUNITY EVENTS: Receive a report from the Chief of Police regarding recent events in the City of Carlsbad. (Staff contact: Christie Calderwood, Police) Recommended Action: Receive the report. The Commission received the report. 3. COMMUNITY-POLICE ENGAGEMENT COMMISSION WORK PLAN: Review and discuss the current Community-Police Engagement Commission Annual Work Plan and make revisions for recommendation to the City Council as necessary. (Staff contact: Nikki Matosian and Amy Ventetuolo, Communications) Recommended Action: Review, discuss and make revisions for recommendation. Communication Relations Manager Nikki Matosian presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Community-Police Engagement Commission discussion ensued as follows: Goal 1: Establish best practices for commission training, communication, deliberation and operations. • The Commission recommended that the word “establish” be replaced with the word “continue”. Task 1: Complete mandated training • The Commission recommended Task 1 to remain the same. Task 2: Identify any additional training & information that would benefit members • The Commission recommended exploring the option of having Community Emergency Response Team, or CERT, Training. Chief Calderwood will come back to a future meeting with a presentation from CERT. Task 3: Identify other Commissions’ Best Practices for Community-Police Engagement Commission Review • The Commission recommended removing Task 3. Task 4: Establish guidelines for the review of policy, procedures and practices • The Commission recommended removing Task 4. Task 5: Develop and Maintain an Ongoing Prioritized List of Future Meeting Topics • The Commission determined that Task 5 has been completed. • The Commission recommended reducing the number of meetings annually. Assistant City Manager Sheila Cobian clarified the request would have to be presented to the City Council for approval. The Commission proposed holding three meetings annually with an option to hold special meetings as necessary. Goal 2: Raise Awareness in the Community of the Commission and Opportunity it Provides to Engage & Learn • Chief Calderwood recommended pairing each Commissioner up with a neighborhood block captain to assist in meeting Goal 2. The Commission agreed to proceed with Chief Calderwood’s recommendation. COMMISSION MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. Commissioner Connolly requested to be advised on how the commission should represent itself for outside training and raised questions regarding response time for police officers who live outside of the area. Chief Calderwood explained that the Police Department has a take home car program in which sworn officers are allowed to take a patrol car home, enabling them to respond within one hour of being called upon to respond to an emergency. Commissioner Frazee requested to be updated on future agenda items at each meeting. STAFF COMMENTS: Assistant City Manager Sheila Cobian announced an event two or more of the commissioners have been invited to and may participate in.
