Executive Summary/ Discussion Staff are asking the Commission to approve the 2026 schedule for regular Community-Police Engagement Commission meetings. At the Jan. 27, 2026, City Council meeting, the City Council unanimously directed the City Manager to return to the City Council with an ordinance for introduction to reduce the Community-Police Engagement Commission meeting frequency from four meetings to two meetings per year. The City Council introduced Ordinance No. CS-508 on Feb. 10, 2026, followed with the adoption on Feb. 24, 2026, and became effective after 30 days. Per the Carlsbad Municipal Code, the Community-Police Engagement Commission shall establish a regular time and place of meetings and shall hold not less than two meetings per year. Adopting the calendar by resolution meets the requirements of the Brown Act, the state’s open meeting law (California Government Code Section 54954), and provides the Commission the opportunity to increase notification to the public of its scheduled regular meetings. Special meetings can still be called as needed by providing 24-hour notice before the time of the special meeting. All regular meetings will be scheduled to take place at 5 p.m. in the Council Chamber at City Hall at 1200 Carlsbad Village Drive. Fiscal Analysis This action has no fiscal impact. Any subsequent action or direction stemming from the proposed action may require preparation of an environmental document in accordance with CEQA or CEQA Guidelines. Brown Act, specifically California Government Code Section 54954, provides for the establishment of an annual regular meeting calendar procedure; and WHEREAS, Carlsbad Municipal Code Section 2.15.020(G) requires the Commission to meet in accordance with its approved regular meeting schedule; and WHEREAS, all regular meetings will be scheduled to take place at 5 p.m. in the Council Chamber located at 1200 Carlsbad Village Drive; and WHEREAS, special meetings of the Community-Police Engagement Commission will be called as necessary following the requirements of the Brown Act, specifically California Government Code Section 54956. NOW, THEREFORE, BE IT RESOLVED by the Community-Police Engagement Commission of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the regular meeting schedule in Attachment A is adopted.
