Exhibits 1.Department report April 20, 2026 Item #2 1 of 7 PARKS & RECREATION DEPARTMENT REPORT April 20, 2026 GENERAL & RECREATION AARP Tax Preparation at the Carlsbad Senior Center AARP Tax-Aide services were offered at the Carlsbad Senior Center on Tuesdays and Thursdays from Feb. 3 through April 14, 2026, from 8:30 a.m. to 3 p.m. Due to high demand, services were by appointment only, and walk-ins were not accepted. This tax season, over 950 community members were served. This free service was available to individuals of all ages and income levels, with no Carlsbad residency requirement. The program also created volunteer opportunities to assist with check-ins and registration. Senior Excursion to the San Diego Safari Park On Feb. 19, 2026, the Senior Center coordinated an excursion to the San Diego Zoo Safari Park. Participants enjoyed a day exploring wildlife habitats, viewing a diverse range of animals, and experiencing the park’s expansive exhibits. The outing provided opportunities for social connection, light physical activity, and engaging educational experiences in a beautiful outdoor setting. Alga Norte Aquatic Center Training Programs From Feb. 21 to March 1, 2026, Alga Norte Aquatic Center hosted a Water Safety Instructor certification course over two weekends. Participants were trained in the American Red Cross Learn-to-Swim curriculum, focusing on water safety, lesson planning, and hands-on teaching practice. Those who completed the course earned certification, making them eligible to teach swim lessons. On March 6, 2026, the first Lifeguard Academy of the season began. This course provides certification in Lifeguarding, CPR/AED for the Professional Rescuer, and First Aid through the American Red Cross, which are required to work at public pools. Participants must be at least 15 years old and complete swim prerequisites, including a 200-yard swim, a two-minute tread with a 10-pound brick, and a timed 20-yard swim with a brick retrieval. First Annual Senior Prom On Feb. 25, 2026, from 1 p.m. to 3 p.m., the Carlsbad Senior Center hosted its first annual Senior Prom, “Starry Night,” sponsored by the Carlsbad Rotary Club and Sage Creek High School. The event welcomed couples, singles, and friends for an afternoon of music, dancing, and connection. Attendees enjoyed light refreshments, a photo booth to capture the moment, and a festive atmosphere where they could socialize, dance, and celebrate together. Pirate Plunge at Alga Norte Aquatic Center With warm weather setting the scene, the Pirate Plunge on March 21, 2026, was a success with approximately 450 participants at the Alga Norte Aquatic Center. Held from 5 p.m. to 8 p.m., the event gave families a chance to cool off and enjoy a fun evening together. Guests took part in pool games like diving for treasure and “X” Marks the Spot, tackled floating obstacles, and walked the plank from the high dive. Younger attendees enjoyed the Splash Pad, while land activities included a pirate ship slide, photo ops, and a treasure hunt. The L.I.T.E. teen program and 45 volunteers helped ensure the event ran smoothly and was a memorable experience for all. April 20, 2026 Item #2 2 of 7 Donation from Friends of Carrillo Ranch, Inc. On March 24, 2026, the Carlsbad City Council accepted a $10,000 donation from the Friends of Carrillo Ranch, Inc., a nonprofit organization supporting Leo Carrillo Ranch Historic Park. The donation supports the California History & Art Field Trip Program at the park. This contribution aligns with Carlsbad’s commitment to promoting history, the arts, and high-quality education. Along with funds raised through events such as Fiesta at the Rancho, the donation helps provide free educational field trips for more than 1,200 fourth-grade students in Carlsbad. EGGStravaganza at Poinsettia Park The City of Carlsbad’s annual EGGStravaganza Spring Festival on Saturday, April 4, 2026 at Poinsettia Community Park was an egg-ceptional success! With beautiful sunny skies setting the perfect backdrop, more than 2,500 attendees hopped on over to celebrate this spring tradition. Families came ready for Carlsbad’s largest egg hunt, the Egg Scramble, where thoughtfully designed areas for all ages and abilities ensured every child had a chance to join in the fun and leave with baskets full of egg-stra special treats. Other festivities included face painting, cookie decorating, the ever popular “Soak the Bunny” game, and a visit with the Easter Bunny himself. The event was supported by 83 volunteers and 16 staff members who helped ensure safe operations and a smooth experience for attendees throughout the day. P&R Volunteer Appreciation Brunch On Saturday, April 11, 2026, the Parks & Recreation Department proudly hosted its annual Volunteer Appreciation Event at The Crossings at Carlsbad. The event welcomed approximately 120 attendees and provided an opportunity to recognize and celebrate the contributions of the department’s dedicated volunteers. These individuals play a vital role across the department, supporting special events, senior services, trail maintenance, community gardens, and historic parks, as well as serving on the Parks & Recreation Commission and the Senior Commission. Their commitment, generosity, and community spirit enhance the quality of life in Carlsbad and support Parks & Recreation staff in delivering exceptional services, programs, and projects. Summer Recreation Program Registration Registration for summer recreation classes opened on Wednesday, March 11, 2026, with programs beginning on June 8, 2026. The summer Community Services Guide was also made available online and features a variety of programs for all ages, including summer camps, aquatics, dance, fitness, art, sports, and more. Upcoming Events Hot Rods & Cool Treats Saturday, May 9, 2026 11 a.m. to 2 p.m. Pine Avenue Community Park Admission is free. A family-friendly carnival featuring activities for all ages, including classic carnival games such as ring toss, can knock-down, and Frog Hopper, along with crafts, face painting, and a dedicated Fun Zone. Guests can also cool off at the build-your-own ice cream sundae bar, explore a classic car show and vote for their favorite vehicle, and enjoy live music throughout the afternoon. Carnival tickets, food, and beverages will be available for purchase on site. April 20, 2026 Item #2 3 of 7 Fiesta at the Rancho Saturday, May 9, 2026 5:30 p.m. to 8:30 p.m. Leo Carrillo Ranch Historic Park Admission is $150 per person. An evening fundraiser at Leo Carrillo Ranch Historic Park supporting the 4th Grade California History & Art Program. Guests will enjoy live entertainment, dining, and drinks set against the scenic backdrop of the historic ranch, along with a silent auction featuring unique items, all in a festive atmosphere throughout the grounds. L.I.T.E. Program Collaborative Volunteer Projects The Leadership in Training and Education (L.I.T.E.) Program participated in multiple collaborative volunteer projects promoting community service, teamwork, and youth development. In partnership with a local Girl Scout troop, participants assembled 55 care packages for individuals experiencing homelessness, including donated hygiene items, snacks, and handwritten notes, using repurposed summer camp drawstring bags to support sustainability efforts. In February, participants also completed a service-learning project benefiting a local humane society by creating and donating 87 homemade animal toys, including 24 dog toys and 63 cat toys. These projects strengthened community partnerships while fostering compassion, responsibility, and civic engagement among participants. Adult Sport Leagues: Softball and Kickball Adult sports leagues continue to provide opportunities for physical activity, social engagement, and friendly competition within the community. The Adult Softball League kicked off on Feb. 18, 2026, with 21 coed teams and 37 men’s teams across nine divisions, with games played two evenings per week at four park locations. A Friday evening Kickball League, launched earlier this year, offers a fun and accessible recreational option for adults seeking a social team sport. Together, these leagues support the department’s commitment to providing diverse programming that promotes health, wellness, teamwork, and community connection. New Pickleball League at Stagecoach Community Center A new pickleball league was introduced at Stagecoach Community Center on Feb. 27, 2026, to expand active and social recreation opportunities in response to community feedback. The league was created to meet growing demand for pickleball programming while providing participants with opportunities for regular physical activity and social connection. This new program offering supports the department’s commitment to increasing access to structured recreational opportunities that promote health, wellness, and community connection. Men’s Hoops at Calavera Hills Community Center Calavera Men’s Hoops was introduced at Calavera Hills Community Center in early March to expand adult recreation opportunities in response to community interest in flexible, drop-in programming. This weekly basketball program allows adults to stay active, build social connections, and enjoy friendly competition without the commitment of a full league season. Games are organized weekly by staff with on-site team formation to ensure balanced play, encourage participation across all skill levels, and support accessible, inclusive programming that promotes health, wellness, and community engagement. April 20, 2026 Item #2 4 of 7 March Mania Hoop Madness The March Madness Mania Basketball Tournament, held on Friday evenings in March at Pine Avenue Community Center, is an annual program that provides teens and tweens with a fun, themed recreational experience inspired by collegiate basketball tournaments. This annual 3-on-3 basketball event offers structured competition for 6th through 8th grade participants while promoting teamwork, sportsmanship, and physical activity. Serving Up Success: Youth Volleyball Program A new youth volleyball program was introduced on March 12, 2026, to provide an entry-level opportunity for participants ages 8 to 15 to learn the fundamentals of volleyball in a supportive and structured environment. The program was designed to expand youth sports offerings and introduce players to core skills including passing, setting, serving, and team play through structured weekly instruction. Shamrock Social On March 14, 2026, from 6 p.m. to 9 p.m., the Pine Avenue Community Center hosted the Shamrock Social, a night full of fun and excitement. Kids enjoyed laser tag, a video game truck, carnival games with prizes, inflatable obstacle courses, and various competitions throughout the gym. Those who preferred a more relaxed space enjoyed ping pong, air hockey, pool, and more upstairs in the Teen Center, along with food and drinks available from onsite caterers. Spring Break Camps: Basketball Camp & All-Day Camp From April 6 through April 10, 2026, Spring Break Camps provided engaging, full-day recreational opportunities for youth during school breaks. The Basketball Camp focused on skill development through drills, challenges, and game play, incorporating tools such as the Interactive Performance System (IPS) Trainer to enhance reaction time and decision-making skills. The All-Day Spring Break Camp offered a variety of structured activities including arts and crafts, sports, camp games, competitions, and an offsite field trip to SkyZone. These seasonal camps provide safe, supervised environments supporting families in need of active school break programming. PARKS Veterans Memorial Park Project On Oct. 21, 2025, the City Council adopted the Veterans Memorial Park Project’s plans, specifications, and contract documents and authorized staff to advertise this project for bids. The advertisement included the related Faraday Avenue Improvements project. Four bids for the projects were received on Feb. 12, 2026. Brightview Landscape’s low bid of approximately $39 Million was determined to be responsive and responsible. On Feb. 24, 2026, the City Council awarded the construction contract for both projects to BrightView Landscape. Staff are currently processing all necessary documents to finalize the construction contract. On March 10, 2026, the City Council authorized the formation of the Ad-Hoc City Council Veterans Memorial Park Veterans Recognition Subcommittee, and appointed Council Members Burkholder and Shin to serve on this new subcommittee. This subcommittee will seek to address the public interest in honoring and recognizing veterans, individual or otherwise, at the park. Robertson Ranch Park Project The City Council approved the Robertson Ranch Park’s recommended master plan on July 23, 2024, and directed staff to proceed with the necessary environmental permitting and entitlements for the park project. Staff made initial contact with the Foothills HOA regarding interest in obtaining an easement to facilitate secondary access. April 20, 2026 Item #2 5 of 7 The consultant team completed preparation of the supplemental studies that are critical for the project’s environmental permitting and entitlements. These studies included a biological report and a local mobility analysis. On Jan. 13, 2026, staff submitted the associated documents and officially applied for the park’s Conditional Use Permit. The Community Development Department completed its processing of the documents, and the first round of review comments were received at the end of February 2026. Staff are currently working with the design consultant to review those comments and update documents for resubmittal by the end of May. Monroe Street Pool Renovation/Expansion Project The contractor’s materials submittal process for the Monroe Stret Pool Renovation/Expansion Project is nearing the final stages. The contractor is overseeing plumbing, electrical, framing and masonry work on the existing administration/locker room building, and will be incorporating revisions to the lobby which enhance site monitoring/security and staff safety. The contractor has also excavated, formed the foundation, commenced masonry and installed utility conduit for the mechanical/family restrooms building. The contractor has additionally completed the following work on the enlarged pool: excavation, installation of utility conduits, and placement of the concrete base and walls. The facility is currently closed through Summer 2026. Stagecoach and Calavera Hills Community Parks Pickleball Courts Project Staff submitted the construction plans for the Stagecoach and Calavera Hills Community Parks’ Pickleball Courts Project to the Community Development Department for permit review at the end of December 2025. Staff received review comments at the end of February 2026 and forwarded those comments to the consultant for corrections. Staff anticipate resubmitting to the Community Development Department by the end of April 2026. Poinsettia Community Park Synthetic Turf Replacement Project On Nov. 18, 2026, the City Council adopted a resolution to award the construction contract. On Jan. 12, 2026, the contractor began mobilization onto the site and commenced removal of the synthetic turf. The old synthetic was removed and transported to the recycling center, crew’s scarification and laser leveled the stone base, installed the shock pad, and followed by the new synthetic turf. The project was delivered within budget and opened to the public on March 20, 2026. Beach Access Repairs Project The Beach Access Repairs Project administered by the Transportation Department and Construction Management & Inspection Division, commenced in November 2026. The project scope includes the phased reconstruction of the four switchback beach access stairways, and the widening of segments of the upper sea wall walkway, between Hemlock and Sycamore Avenues. A portion of the Tamarack Upper Picnic Facilities has been closed due to the construction activities. These facilities are owned by California State Parks, but maintained by the city, under a Joint Powers Agreement. The first phase of the construction is anticipated to last through spring 2026, with a moratorium on construction work during summer 2026. Fire Mitigation Efforts in Urban Forests City contractors recently completed work in Hosp Grove West, mostly focused on tree removal to reduce total canopy density. Contractors completed designated removals of full-skirted palm trees by Hosp Grove Park and removed tree debris on the forest floor for fuel reduction and emergency operations access. In the coming weeks contractors will begin similar work at Hosp Grove East on the four tiers above Marron Road to reduce fuel ladders and will then move over to Village H South with a focus on thinning overcrowded trees. Staff are currently seeking proposals for work at Woodbine Banks. Baseball Infields Renovation The Department recently completed infield renovation work on the joint-use agreement infields at Aviara Oaks Middle School, La Costa Meadows Elementary School, and La Costa Heights Elementary School (during the spring- break session). The scope of work included reconstruction of batter’s boxes, infield lip reduction, addition of ballfield mix, laser grading, and the installation of new base anchors and home plates. April 20, 2026 Item #2 6 of 7 Carlsbad Village Hanging Baskets Park’s staff recently displayed 52 new Geranium hanging baskets along State Street, Carlsbad Village Drive, and Carlsbad Boulevard. These will remain throughout the spring and summer season. Recent Trails Volunteers Event On Feb. 21, 2026, the Parks & Recreation Department hosted a trails maintenance event with volunteers at Hosp Grove West Trails, where staff welcomed them and provided safety instructions, along with an overview of the day’s maintenance projects. From 8:30 to 11:30 a.m., over 33 volunteers worked alongside city staff on various trails maintenance tasks that included significant repair and replacement of fence along the northern edge of the Hosp Grove West trail system. Additional efforts included improving trail surfaces to enhance drainage and directing surface water away from walking paths, as well as regrading trail surfaces to enhance patron safety.
