SUBJECT: Administrative Variance No, 86-13 -Request to erect
a decorative six foot block wall along the west side
of Fire Station No. 2 at El Camino Real and Arenal.
The Planning Director has completed a review of your application
for an administrative variance at El Camino Real and Arenal.
After careful consideration of the circumstances surrounding this
request, the Planning Director has determined that the four
findings required for granting an administrative variance can be
made and, therefore, approves this request based on the following
findings and conditions.
Findings:
1. There are exceptional or extraordinary circumstances or
conditions applicable to the property or to the intended use
that do not apply generally to the other property or class of
use in the same vicinity and zone, because the building
serves as a residence to employees for a twenty-four hour
period and is closer to El Camino Real than any other
building in the area.
2. The requested variance is necessary for the preservation and
enjoyment of a substantial property right possessed by other
property in the same vicinity. The close proximity of El
Camino Real causes a higher noise level that is detrimental
where people are housed on a twenty-four hour basis. Also,
the chance of a vehicle impacting the station is greatly
increased.

3. The granting of this variance will not be materially
detrimental to the public welfare or injurious to the
property or improvements in the vicinty and zone in which the
property is located because it will be practical. Also, the
decorative wall will provide screening for the employees
parking area,
4. The granting of this variance will not adversely affect the
comprehensive General Plan since no increase in density is
being requested.
Conditions:
1. Approval is granted for AV 86-13, as shown on Exhibit "A'',
dated September 24, 1986, on file in the Planning Department
and incorporated herein by reference,

Commission within ten days of receipt of this letter. If you
