APPROVAL OF MINUTES: Minutes of the Regular Meeting held on Oct. 23, 2025. Motion by Vice Chair Schouwe, second by Commissioner Dillon, to approve the Minutes as presented. Motion carried, 3/0/1 (Freedland - Abstained) PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. COMMISSION APPOINTMENTS FOR 2026: Appointment of a Chair and a Vice Chair of the Senior Commission for 2026. (Staff contact: Eric Biggin, Parks & Recreation Department) Recommendation: Adopt resolutions appointing a Chair and a Vice Chair. Motion by Chair Rangus, second by Commissioner Freedland to adopt resolution 2026-001 to elect Commissioner Schouwe as Chair – 3/0/1 (Schouwe – Abstained) Motion by Commissioner Schouwe, second by Chair Rangus to adopt resolution 2026-002 to elect Commissioner Dillon as Vice Chair – 3/0/1 (Dillon – Abstained) Feb. 26, 2026 Senior Commission Meeting Page 2 2. DEPARTMENT REPORT ON SENIOR ACTIVITIES AND PROGRAMS: Receive a report on recently completed and upcoming Adults 50+ activities, donations, and grants, as well as other topics of interest. (Staff Contact: Eric Biggin, Parks & Recreation Department) Recommendation: Receive the report. Recreation Area Manager, Eric Biggin and Recreation Supervisor, Andi Koller presented a PowerPoint presentation (on file in the Office of the City Clerk) on senior programs, activities, special revenue fund, and statistical reports. The Commission received the report. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Chair Rangus inquired about how the request for soft desserts at lunchtime had been addressed and whether any plans had been identified for the recent estate donation received. She also requested clarification on whether the city has specific requirements for accepting donations. She expressed appreciation to the Rotary Club at Sage Creek High School for their volunteer service at various events. She announced that there is a vacancy on the Commission, noting that applications are due by March 6, 2026, for those interested in applying. Lastly, she requested that two items be considered for a future agenda: discussion of scheduling a tour of north county senior centers, including the Oceanside, Vista, and San Marcos Senior Centers, and the discussion of scheduling of a tour of several parks throughout the city. Vice Chair Schouwe added that it would be best to wait unit the new Commissioner has been installed before discussing the tours. ANNOUNCEMENTS: None. STAFF COMMENTS: Recreation Services Manager, Ashlee Williams expressed her appreciation for Nelson Ross’ years of service on the commission and his volunteerism at the Senior Center. She shared staff’s intention to send his family a certificate of appreciation. Ms. Williams explained that a motion and majority of Commission approval would be required to place the proposed agenda items on a future meeting agenda. She also welcomed Commissioner Freedland and reiterated the current Commission vacancy, noting that the appointment is scheduled for the April 14, 2026 City Council Meeting. Lastly, due to a scheduling conflict with the regularly scheduled Aug. 27, 2026 Commission meeting, she proposed canceling the regularly scheduled Commission meeting and instead holding a special meeting that same day at 5:00 p.m. Vice Chair Schouwe made a motion that a special meeting be scheduled on Aug. 27, 2026, at 5:00 p.m., seconded by Commissioner Freedland. – 4/0.
