Recommended Action
Receive a presentation on the Village Lighting – State, Madison, Roosevelt and Washington
Streets Project, Capital Improvement Program Project No. 4016.
Background
In 2019, the City Council approved the Carlsbad Village Decorative Lighting Study Report, a
lighting plan to enhance public safety, enrich the pedestrian experience and support economic
vitality in the Village (Resolution No. 2019-110).
The lighting study identified potential pedestrian lighting improvements throughout the Village
area. Based on recommendations from the study and consultation with the Carlsbad Village
Association, the Village Lighting – State, Madison, Roosevelt and Washington Streets Project,
Capital Improvements Program, or CIP, Project No. 4016, is the first project to install lighting in
the Village as proposed in the study.
The project will install approximately 60 new LED pedestrian lights along key blocks of State,
Madison, Roosevelt and Washington Streets and replace existing tree lights on State Street,
between Carlsbad Village Drive and Grand Avenue, with updated commercial-grade lighting.
Exhibit 1 shows the project area map and current project flyer.
City staff presented the project overview at the quarterly Carlsbad Village Association meeting
in March 2026 and received positive feedback. The project design is in progress, currently
between the 60% and 90% design milestones. The 60% design plans are shown in Exhibit 2.
It is anticipated that no new electrical service points will be necessary for this project due to the
energy efficiency realized as the city transitioned to more efficient lighting technologies over
the years, e.g. high-pressure sodium to induction to LED.
Next Steps
Once the plans, specifications and cost estimates, or PS&E, are complete, the project will begin
with the bidding process, expected in summer 2026. After the bidding process is complete, the
project will be brought to the Traffic Safety & Mobility Commission and the City Council with a
TRAFFIC SAFETY & MOBILITY COMMISSION

recommendation that the City Council award a construction contract to the lowest responsive
and responsible bidder. Construction is anticipated to start in late 2026 to early 2027.

Project Overview
The City of Carlsbad is installing new energy-efficient pedestrian lighting and
upgrading existing tree lights throughout the Village. These upgrades are
designed to improve public safety, support local businesses and create
a more welcoming atmosphere for residents and visitors.
Improvements are planned along several streets in the Village identified
during the city’s lighting study, which reviewed lighting needs, pedestrian
activity and opportunities to enhance visibility and safety.

Lighting Project
New and replacement lighting will be installed along several Village streets:
•State Street between Oak Avenue and Beech Avenue
•Roosevelt Street between Carlsbad Village Drive and Beech Avenue
•Madison Street between Oak Avenue and Grand Avenue
•Washington Street between Carlsbad Village Drive and Oak Avenue
We will share more information as the project progresses, including seeking
input on proposed lighting locations within the selected corridors and
providing details before construction begins.
