Dear Stephanie:
Linscott, Law & Greenspan, Engineers has prepared the following Transportation
Review associated with the proposed athletic field nighttime lighting project at
Pacific Ridge School (PRS). PRS is located at 6269 El Fuerte Street, south of
Palomar Airport Road and north of Poinsettia Lane, in the City of Carlsbad. PRS
serves 7th to 12th grade students and is in its 13th year of operation ..
The project description was reviewed to understand the operating cha~acteristics. The
proposed lighting is for an existing athletic field at PRS. No new athletic fields are .
proposed. The project is designed to serve existing the lacrosse and soccer programs
with the intent of minimizing the impact on the student's education and better enable
physical activity of its students. Currently, students end school early to capture
daylight hours for athletic activities. The project would extend the use of the field for
practices/games into the early evening and allow students to finish their studies prior
to starting their athletic commitment. • The project would also give the school the
ability to host inter-school games.
No increase in athletic field activity is anticipated on a daily basis. Therefore, there
will be no concurrent events or additional games/practices or new athletic programs
due to the project on a given day. Also, arrival/departure behaviors are anticipated to
remain the same given the small shift in start/end times. Arrival time typically occurs
one hour prior fo start time to provide sufficient time for students to change into athletic
gear, organizers to complete field set-up, and • students to ~arm-up, etc. Parents also
typically arrive with the students. Departure times follow a similar timeframe.
The project trip generation was reviewed. Given no increase in student enrollment is
proposed, no new traffic will be generated. Student enrollment/studies is the primary
use of the school and the independent variable for traffic estimation per Regional
standards. The athletic field represents an ancillary use and while it may have a
nominal shift in start/end times, no new traffic is anticipated for a typical day.

• To further review potential transportation implications, the conditions of use were
reviewed and are outlined below:
■ Maximum of 6 months of annual use during the winter and spring months of
November through May (to extend use of athletic field).
■ During the above time span (7 months between November. and May),
approximately one month would see no use of athletic field lighting due to
Christmas, Winter and Spring break holidays, thus the annual maximum of 6
months of use.
■ No use of lights between June and the end of October.
■ Cut-off time for lights is 8pm, . except as p~r below. This timeframe
accommodates an approximate 4-Spm start time and a. 6-7pm end time with
provisions to accommodate overtime (OT) and egress post-game.
■ Home inter-school games not to exceed 10 specified nights with cut-off time
of 1 0pm. This timeframe accommodates an approximate 7pm start time and a
9pm end time with provisions to accommodate overtime ( OT) and egress
post-game.
Table A summarizes the current and proposed schedule for the athletic field as it
relates to the soccer and lacrosse programs.

Transportation conditions in the area were also reviewed. Access to PRS is provided
along El Fuerte Street via two driveways. The northern driveway provides full access
( accommodating inbou.nd· and outbound traffic) with traffic signal control. The southern
driveway provides full access for outbound traffic only via unsignalized traffic control.

The approved traffic study for PRS expansion in 2013 was reviewed. Intersection and
street segment operations were calculated to operate at Level of Service (LOS) A to D
with the majority of locations operating at LOS A. LOS D or better is considered·
acceptable or favorable conditions.
El Fuerte Street, in the vicinity, is classified as a "School Street" typology per the
City's Mobility Element. This street typology focuses on connecting people to
schools from the residential neighborhoods with emphasis on pedestrian and bicycle
·travel. This street typology is not subject to automobile Level of Service (LOS). ' •
The following key information or observations were considered to determine if the PRS
lighting project would result in any potential transportation issues on a typical weekday:
1) Given no increase in student enrollment or daily field activity, no new traffic is
anticipated on a typical weekday. The field lighting supports existing athletic
programs and extends their programs into the winter and spring months.
2) The inbound field traffic (i.e., start time) is the most critical given the potential to
overlap with the afternoon commute period, which experiences higher traffic
loads. However, given the arrival time typically occurs one hour prior to start
time, the inbound traffic is expected to miss the commuter peak ( 4-6pm) with
expected arrivals between 3-4pm for typical games/practices.
Similarly, inter-school games (which occur on· IO specified nights) and occur
later will have expected arrivals at 6pm and will also avoid the commuter
peak.
3) The critical inbound traffic is controlled via an actuated traffic signal and can
adapt to changing conditions using the vehicle detection and signal
controller/computer.
4) Roadway operations in the area, including in the PRS school driveways are
anticipated to operate at acceptable Levels of Service.

Given the above, the PRS Athletic Field Lighting Project is not expected to result in any
adverse transportation conditions on a typical weekday. However, in order to safeguard
mobility in the surrounding area, the following transportation-related considerations
are recommended: '
■ The City or PRS may initiate a meet-and-confer at any time • to discuss
potential transportation issues should they arise in the future.
