This study provides the results of a cultural resource literature review, a record search, and a
field survey for the approximately 10.95-acre Palomar Waste Transfer Station property.
The study was conducted under City of Carlsbad and CEQA guidelines. The project area
comprises the existing Palomar Transfer Station and a triangular piece of land at the
northern tip of the Palomar Transfer Station site. Disturbance within the existing transfer
station area consists of previously graded land, buildings, asphalt roads, and drainage
features, with native and non-native vegetation.
Ground visibility within the project area ranged from good (80-100%) in graded, highly
disturbed areas, to poor (0-20%) in drainage areas of dense native and non-native
vegetation.
The literature review and field survey identified no cultural resources within the project area.
Given the negative literature review and field survey, impacts and mitigation of impacts need
not be addressed.

1.1 PROJECT DESCRIPTION
SECTION 1
INTRODUCTION
Gallegos & Associates was contracted by Dudek & Associates to conduct a cultural
resource literature review, record search, and field survey for the Palomar Transfer Station
Project. The approximately 10.95-acre project area is located in the City of Carlsbad, north
of Palomar Airport Road and east of El Camino Real (Figures 1-1 and 1-2). The study
was conducted in compliance with City of Carlsbad and California Environmental Quality
Act (CEQA) guidelines. Appendices include resumes in Appendix A and record search
requests in Appendix B.
1.2 ENVIRONMENTAL SETTING
The physical geography of the project area consists of rolling hills at the northern tip and
central portion of the project area and a major drainage, which cuts across the southeast
corner of the project area. The southern portion (the existing facility) of the project area has
been graded and cut, and is currently being used for handling of green wastes and
recyclables. The northern tip of the triangular piece of land has also been graded and cut at
the northwestern and southwestern portions. Grading of the project area has resulted in the
movement of large quantities of dirt into the eastern portion of the triangular piece of land,
which is cut by a small drainage. The geology of the project area consists of granitic
outcrops occurring on hilltops.
Vegetation within the northern triangular piece of the project area consists mostly of non-
native vegetation with some pockets of native coastal sage scrub. The southern portion (the
existing facility) contains no native vegetation, except along the southern fence where native
vegetation begins and extends south into the large drainage. Introduced vegetation has been
planted around the existing facility.
Disturbances within the project area include grading and cutting of most the site. In
addition, within the northern triangular piece of land, some trash dumping and erosion are
present where trash receptacles are currently stored.

1.3 BACKGROUND -PREHISTORIC
Native Americans occupied San Diego County for over 9,000 years. The period from 9,000
to 1,300 years ago is referred to as the Early Period or the Archaic Period. The San
Dieguito are generally accepted as the first inhabitants of the region, occupying San Diego
County as early as 9,000 years ago. The initial occupation, the San Dieguito Complex, is
believed to represent a group of people who entered San Diego County from the desert.
These people hunted, fished, milled plant foods, and collected and processed shellfish. The
occupation from at least 8,300 years ago to roughly 1,300 years ago is also referred to as
the La Jolla Complex and Pauma Complex. Archaeological sites reflecting this occupation
are coastal shell habitation sites, inland hunting and milling campsites, and quarry sites. The
San Dieguito and the La Jolla/Pauma Complexes are believed by this author to be of the
same cultural stock, representing a long period of occupation by one people.
Occupation after 1,300 years ago (Late Period) is well documented by numerous
Kumeyaay/Dieguefio and Luisefio habitation sites. Artifacts and cultural patterns reflecting
Late Period occupation include small projectile points, pottery, obsidian from Obsidian
Butte, and cremations. The project area falls near the Kumeyaay and Luisefio territory
boundary as described by Kroeber (1925).
1.4 PREVIOUS WORK
A literature review and record search was completed for the current study at the South
Coastal Information Center (SCIC), San Diego State University (SDSU), and from the
research library at Gallegos & Associates. Thirty-three studies have been conducted and
thirty-one archaeological sites are recorded within a one-mile radius of the project area.
Studies near the project area include Carrico (1983), Fink (1974a and b), Hightower (1976),
Bull and Norwood (1977), Bull (1978), Westec (1981), Mooney-Lettieri (1982), Hector
(1983), Recon (1983), Padon (1984), Soule (1984), Wade and Hector (1986), Cheever
(1988), Wade (1989), Smith (1990 and 1991), and Kyle and Gallegos (1998). Record
search requests are included as Appendix B.
The record search resulted in identifying 31 cultural resources, which include artifact
scatters, bedrock milling stations, lithic and shell scatters, lithic scatters, roasting pits, isolate
finds, and historic resources. These sites and isolate finds reflect both prehistoric and
historic use of the area of north San Diego County, where the presence of marine and fresh

water sources, animal resources, and bedrock outcrops provided the necessary resources for
long-term habitation.
One previously recorded prehistoric site, CA-SDI-5118, is adjacent but outside the
southwest comer of the project area. CA-SDI-5118 was originally recorded by Hightower
in 1976 as part of the Palomar Shredder Project. The site was described as an area of 100
square feet and consisting of a large rock outcrop with one grinding slick. No surface
artifacts were present and no excavation was conducted.

SECTION 2
SURVEY METHODS, RESULTS, AND RECOMMENDATIONS
2.1 INTRODUCTION
The current study included a literature review and completion of a field survey of the
approximately 10.95-acre Waste Transfer Station project area. The field survey was
completed on June 8, 2001, by Dennis Gallegos and Monica Guerrero, for a total of six
person-hours. The project area was surveyed on foot using IO-meter interval survey
transects. Ground visibility was good (90-100%) within the existing facility and the
western portion of the triangular piece of land. Within the eastern portion of the triangular
piece of land, visibility was fair (50-60%) and at the base of the small drainage, visibility
was poor (0-10%). Disturbance within the triangluar piece of land included grading, trash
bin storage, and erosion.
~2 SURVEY RESULTS
The field survey identified no prehistoric or historic sites within the project area. The
previously recorded site CA-SDI-5118 was relocated as earlier described. Site CA-SDI-
5118 consists of a large rock outcrop with one milling feature and it is situated outside the
project area at the southwest edge.
2.3 RECOMMEND A TIO NS
This study included a literature review and field survey of the 10.95-acre existing transfer
station and a triangular piece of land adjacent and north of the existing facility. The
literature review and field survey were negative identifying no prehistoric or historic
resources. Given the negative literature review and field survey, impacts and mitigation of
impacts need not be addressed.

Principal Investigator for cultural resource studies within southern California for federal,
State and local compliance. These projects include constraint level evaluations, surveys,
CEQA testing programs, evaluations for National Reg-ister status, and data recovery
programs. Mr. Gallegos is knowledgeable of Federal legal requirements as well as, City,
County and CEQA requirements, having worked on over 300 projects within the past 20
years. He has served as principal investigator for a number of recent federal cultural
resource projects which involved agency and 106 compliance. These projects include:
surveys and test programs for SR 905 and the widening of Otay Mesa Road, the Otay Mesa
Management Plan, Camp Pendleton Santa Margarita River Valley Inventory (5,000 acres),
NAS Miramar inventory (sample inventory of 20,000 acres), Naval Radio Receiving Facility
inventory, Cleveland National Forest report preparation; and testing of a 5,000 year-old site
along the San Luis Rey River Valley to determine site significance.
Major cultural resource overviews include San Dieguito River Valley Park (80,000 acres);
and overviews for the City of Escondido, San Marcos planning areas, City of Encinitas,
Otay River Valley, and San Luis Rey River Valley. Recent projects managed by Mr.
Gallegos include: an inventory for Anza-Borrego Desert State Park; Oceanside-Escondido
Bike Trail; Viejas Village inventory and test; survey and testing for Carlsbad Ranch,
constraint level study for Carrillo Ranch Specific Plan; Batiquitos Lagoon Enhancement
Project; and inventories for Subareas ID (3,000 acres), Subarea N (1,500 acres), and
Subarea V (2,000 acres) for the City of San Diego.
