HOUSING COMMISSION
CALL TO ORDER: 4 p.m.
ROLL CALL: Horton, Berger, Chang, Ydigoras.
Absent: Neff-Sinclair.
PLEDGE OF ALLEGIANCE: Chair Horton led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on March 12, 2026
Motion by Commissioner Chang, seconded by Commissioner Berger, to approve the minutes as
presented. Minutes carried, 4/0/1 (Neff-Sinclair – Absent).
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. FAIR HOUSING PRESENTATION – Receive the Fair Housing Presentation provided by the Legal
Aid Society of San Diego. (Staff contact: Christian Gutierrez, Housing & Homeless Services
Department)
Recommended Action: Receive the presentation.
Amalea Romero, Fair Housing Senior Attorney for the Legal Aid Society of San Diego, reviewed a
PowerPoint Presentation (on file with the office of the City Clerk).
Commissioners received the presentation, asked questions and made comments. Ms. Romero
responded to questions.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Ydigoras asked about developments in the city’s Information Technology (IT)
Department related to housing. Housing Services Manager Christian Gutierrez responded that he
would inquire with IT and update the Commission at a future meeting.
