HomeMy WebLinkAbout2026-03-09; Historic Preservation Commission; Minutes; Regular SessionHISTORIC PRESERVATION COMMISSION Regular Meeting Minutes March 9, 2026, 6 p.m. CALL TO ORDER: 6 p.m. ROLL CALL: Peterson, May, Majer, Schreibman, Jacobs Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Vice Chair Schreibman led the Pledge of Allegiance. APPROVAL OF MINUTES: Motion by Vice Chair Schreibman, seconded by Commissioner May, to approve the minutes of the Nov. 10, 2025, meeting as presented. Motion carried -5/0. PUBLIC HEARING : None. PUBLIC COMMENT: The Brown Act allows any member of the public to comment on items not on the agenda. Please treat others with courtesy, civility, and respect. Members of the public may participate in the meeting by submitting comments as provided on the front page of this agenda. The Commission will receive comments at the beginning of the meeting. In conformance with the Brown Act, no action can occur on these items. None. DEPARTMENTAL REPORTS: 1. FISCAL YEAR 2026-2027 HISTORIC PRESERVATION COMMISSION WORK PLAN: A Resolution of the Historic Preservation Commission of Carlsbad, California, recommending approval of the Fiscal Year 2026-2027 Historic Preservation Commission Work Plan. (Staff contact: Mike Strong, Community Development) Mike Strong, Director of Community Development, reviewed the Historic Preservation Commission's accomplishments over the last fiscal year and discussed the Fiscal Year 2026- 2027 Historic Preservation Commission Work Plan . The Commission received the report. In response to Vice Chair Schreibman's suggestion to use a more suitable verb in item 9 of the accomplishments listed in the staff report, Mr. Strong stated that the revised language should be incorporated into the motion for the Commission's consideration and vote. Motion by Commissioner May, seconded by Vice Chair Schreibman, to adopt Resolution No. 2026-001 with the updated language suggested. Motion carried unanimously, 5/0. 2. UPDATE ON THE HISTORIC PLAQUE NOMINATION FOR FOUR STAGES OF HISTORY MURAL: Receive an update regarding the nomination of Four Stages of History Mural at 3110 Roosevelt St, Carlsbad, CA 92008. (Staff contact: Mike Strong, Community Development) March 9, 2025 Historic Preservation Commission Regular Meeting Page 2 Mike Strong, Director of Community Development, provided an update on the status of the Mural. The Commission received the report. Vice Chair Schreibman clarified that that the presenter at the meeting where this project was nominated, was not representing the property owners, but only sharing the history and significance of the mural. It is assumed that the property owner agrees to participate in the Plaque process; but without that consent, the nomination cannot proceed. 3. 3RD GRADE ART CONTEST: Receive an informational report regarding this year's Third Grade Art Contest. (Staff contact: Mike Strong, Community Development) Mike Strong, Director of Community Development, provided a report on the upcoming, annual 3rd Grade Art Contest. The Commission received the report. Mike Strong, Director of Community Development agreed to Chair Jacobs request to verify that the date of the Presentation to the City Council so that it does not conflict with local graduations. COMMISSION MEMBER COMMENTS: Alicia Lafferty, Planning Commissioner and Historic Preservation Commissioner, Ex Officio requested a review of Senate Bill 79 (SB 79) and how it would impact our Historic Buildings be added to the future agenda for discussion. Mike Strong, Director of Community Development clarified that the SB 79, as currently written, does not apply to the City of Carlsbad but added that this could be added to the future agenda if discussion is necessary. STAFF COMMENTS: Mike Strong, Director of Community Development, explained that the May meeting is a good opportunity to revisit the City's policies and procedures for reviewing development applications as they relate to historic resources. He added that it may also provide a chance to examine relevant state housing mandates, including SB 79, and consider how & if they could affect local historic preservation efforts. Mr. Strong also provided an update on the Magee House upgrades, noting that in the coming months staff will present three contract bids for the site's restoration to the City Council and request approval to proceed with design and repairs . Additionally, Mr. Strong also explained that in conjunction with the Carlsbad Historical Society, the City will be requesting budget to add at least four interpretive panels to the Magee House site and there will be more information forthcoming on this topic in future meetings.
