PARKS & RECREATION COMMISSION
CALL TO ORDER: 5:30 p.m.
ROLL CALL: Winston, Sander, Gisbert, Revell, Grove (Alleman, Knight – Absent)
PLEDGE OF ALLEGIANCE: Commissioner Gisbert led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Feb. 9, 2026
Motion by Commissioner Revell, second by Commissioner Sander, to approve the Minutes as
presented. Motion carried, 5/2 (Alleman, Knight – Absent)

DEPARTMENTAL REPORTS:
1. OPTIONS FOR A PARKS & RECREATION COMMISSION SPECIAL MEETING/TOUR – Discuss
scheduling options for a Parks & Recreation special meeting, to tour predetermined parks,
recreation facilities and capital improvement program projects. (Staff Contact: Ashlee
Williams, Parks & Recreation Department)
Recommendation: Discuss potential locations, dates, and times for a Commission tour.
The Commission reviewed scheduling options for a special meeting intended to tour
selected parks, recreation facilities, and capital improvement program project sites.
Recreation Services Manager Ashlee Williams presented the item with a PowerPoint
presentation (on file in the Office of the City Clerk) on options for a Commission tour in
the Summer.
Following discussion of possible locations, dates, and times, the Commission selected July
16, 2026, at 12:30 p.m. for the tour.
2. PARKS & RECREATION DEPARTMENT REPORT: Receive a report on recently completed and
upcoming Parks & Recreation Department activities, donations and grants, as well as other
topics of interest. (Staff Contact: Ashlee Williams, Parks & Recreation Department)

Recommendation: Receive the report.
Recreation Services Manager Ashlee Williams, Recreation Area Manager Kevin Gohres
and Parks Services Manager Todd Reese presented the item with a PowerPoint
presentation (on file in the Office of the City Clerk).
Commission received the report.
Commissioner Revell inquired about the class capacity for the Alga Norte Aquatic Center
training programs and asked whether there had been any changes to the Pirate Plunge
event marketing.
Chair Winston reminded the Commission that attending City events is part of the
Commission’s work plan.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Chair Winston attended the March 21, 2026, Pirate Plunge, and the Parks & Recreation
Department Volunteer Appreciation Brunch Event on April 11, 2026. He encouraged
Commissioners to confirm their attendance upon receiving the Parks & Recreation Commission
agenda. He also encouraged Commissioners to attend Fiesta at the Rancho on Saturday, May 9,
2026.
ANNOUNCEMENTS: None.
STAFF COMMENTS:
Parks & Recreation Director Kyle Lancaster expressed appreciation to Chair Winston for attending
the Pirate Plunge and the Parks & Recreation Volunteer Appreciation Brunch, and to
Commissioner Grove for attending the Volunteer Appreciation Brunch. He stated that Arbor
Week was upcoming and that the proclamation was presented at the April 14, 2026, City Council
meeting. He noted that the City of Carlsbad has maintained its Tree City USA designation for 22
years and announced that an Arbor Day tree-planting event will be held on April 25, 2026, at
Poinsettia Park from 8:30 to 10:30 a.m.
