May by hosting an informational tent and table during peak program hours. Staff engage with swimmers,
program participants, and parents or guardians to promote safe water practices and increase awareness
about drowning prevention. Educational opportunities include free CPR and first aid demonstrations,
along with water safety tips and pointers that encourage confidence and preparedness in and around the
water. To further support community awareness in a fun and interactive way, educational water safety
coloring pages are also available for children.

Monroe Street Pool Renovation/Expansion Project
The materials submittal process for the Monroe Stret Pool Renovation/Expansion Project is in the final
stages. The contractor is overseeing roofing, plumbing, electrical and framing on the existing
administration/locker room building and is incorporating revisions to the lobby which enhance site
monitoring/security and staff safety. The contractor has also advanced the masonry walls and installed
utility conduit for the mechanical/family restrooms building. The contractor has additionally completed

the following work on the enlarged pool: excavation, installation of utility conduits, placement of the
concrete base/walls and initial placement of tile markers.
On May 12, 2026, the City Council received a staff report that included a summary status on the project
and authorized an additional appropriation of $800k in funds for unforeseen issues that were
encountered during construction. The facility is currently closed through Summer 2026.
Veterans Memorial Park Project
On Oct. 21, 2025, the City Council adopted the Veterans Memorial Park Project’s plans, specifications,
and contract documents and authorized staff to advertise this project for bids. The advertisement
included the related Faraday Avenue Improvements project. Four bids for the projects were received on
Feb. 12, 2026. Brightview Landscape’s low bid of approximately $39 Million was determined to be
responsive and responsible. On Feb. 24, 2026, the City Council awarded the construction contract
for both projects to BrightView Landscape. Staff are currently processing all necessary documents
to finalize the construction contract.
On March 10, 2026, the City Council authorized the formation of the Ad-Hoc City Council Veterans
Memorial Park Veterans Recognition Subcommittee, and appointed Council Members Burkholder and
Shin to serve on this new subcommittee. Beginning this summer, this subcommittee will seek to address
the public interest in honoring and recognizing veterans, individual or otherwise, at the park.
In July, Representative Mike Levin and Assembly Member Tasha Boerner will join City Council Members,
Commissioners, staff and contractors for the Veterans Memorial Park Groundbreaking Ceremony.
Robertson Ranch Park Project
The City Council approved the Robertson Ranch Park’s recommended master plan on July 23, 2024, and
directed staff to proceed with the necessary environmental permitting and entitlements for the park
project. The consultant team completed preparation of the supplemental studies that are critical for the
project’s environmental permitting and entitlements. These studies included a biological report and a
local mobility analysis. On Jan. 13, 2026, staff submitted the associated documents and officially applied
for the park’s Conditional Use Permit. The Community Development Department completed its
processing of the documents, and the first round of review comments were received at the end of
February 2026. Staff are currently working with the design consultant to review those comments and
update documents for resubmittal by the end of May.
Stagecoach and Calavera Hills Community Parks Pickleball Courts Project
Staff submitted the construction plans for the Stagecoach and Calavera Hills Community Parks’ Pickleball
Courts Project to the Community Development Department for permit review at the end of December
2025. Staff received review comments at the end of February 2026 and forwarded those comments to
the consultant for corrections. Staff resubmitted the corrected plans to the Community Development
Department in early May 2026 and expect to receive additional comments by the beginning of June 2026.
Arbor Week Proclamation and Arbor Day Event at Poinsettia Community Park
The City Council presented an Arbor Week Proclamation to staff and accepted a Tree City USA recognition
from CalFire staff and the Arbor Day Foundation on April 14, 2026. Carlsbad has been recognized as a
Tree City USA for 22 consecutive years. Staff also held an Arbor Day tree planting event at Poinsettia
Community Park on April 25, 2026, where 50+ volunteers, local vendors, and city staff planted 25 trees.

Beach Access Repairs Project
The Beach Access Repairs Project administered by the Transportation Department and Construction
Management & Inspection Division, commenced in November 2026. The project scope includes the
phased reconstruction of the four switchback beach access stairways, and the widening of
segments of the upper sea wall walkway, between Hemlock and Sycamore Avenues. A portion of the
Tamarack Upper Picnic Facilities grass, immediately north of Hemlock Avenue was used as the
construction storage and lay-down area for the project. The occupation of this space by the contractor
impacted the aesthetics of this State Parks property that the city maintains under the Joint Powers
Agreement. The first phase of construction will last through May 22, 2026, with a moratorium on
construction work during the summer. The Hemlock and Cherry Avenues beach access stairways will
remain closed during the summer, with work reconvening on those areas after the Labor Day holiday.
Fire Mitigation Efforts in Urban Forests
City contractors recently completed work in Hosp Grove West, focusing on tree removal to reduce total
canopy density. The contractors completed selective removals of full-skirted palm trees by Hosp Grove
Park and removed tree debris on the forest floor for fuel reduction and improvement of emergency
operations access. In the coming weeks, contractors will work at Hosp Grove East on the four tiers
above Marron Road to reduce fuel ladders and will then shift to Village H South with a focus on thinning
overcrowded trees. In addition, contractors will begin fire mitigation work at Woodbine Banks and in
areas adjacent to the Police/Fire Headquarters.
Carlsbad Village Hanging Baskets
Staff recently added 10 new Geranium hanging baskets along Carlsbad Village Drive, west of Carlsbad
Boulevard. These baskets increase our streetscape inventory to 62 total decorative hanging baskets.
Temporary Closure of Poinsettia Dog Park
The dog park (both the small dog section and the large dog park section) at Poinsettia Community Park
were temporarily closed for maintenance from May 4 to 17, 2026. The maintenance contractor
performed aerifying and fertilizing tasks, transitioning from Perennial Ryegrass to Hybrid Bermudagrass.
Recent Trails Volunteers Events
On May 13 and 16, 2026, volunteers participated in trails maintenance events at the Hidden Canyon Trail,
and the Hosp Grove Rotary Trailhead, respectively. In each case, staff welcomed the volunteers at the
trailhead and presented safety instructions, along with an overview of the day’s maintenance projects.
Staff then provided the necessary hand tools and materials for the work and led volunteers on different
tasks, including adding decomposed granite, surface grading, enhancing drainage, and removing invasive
vegetation or debris. Progress was clearly made across significant sections of both trails. The city greatly
appreciates the dedicated volunteers who contributed their time and efforts to the maintenance of these
open space areas which enhance our community!
